September 14 Notice on the Complaint in the Xi’an “Light of Zion” Church Case
On September 14, 2026,Bao Longjun、Wang Yu、Jiang Tianyong、Lu Siwei、Wang Quanzhang、Chang Weiping、Peng Yong,our seven complaint representatives and three believer clients,10 people in total,jointly submitted complaint materials at five locations: the headquarters of the Xi’an People’s Procuratorate、the reception room at the headquarters of the Xi’an Intermediate People’s Court、the petition reception room of the Xi’an Supervisory Commission at the Xi’an Petition Center、the petition reception room of the Xi’an People’s Procuratorate、and the petition reception room of the Xi’an Intermediate People’s Court,concerning the illegal separation of cases、extended proceedings、and extended detention of “Pastor Gao Quanfu、Pastor Pang Yu、and Pastor Tang Bingyi” by the Beilin District Procuratorate and court,and following up on the results of the seven manufactured victims’ earlier complaints to the public security authorities。
The process of negotiations and the results were as follows:
First、at the headquarters of the Xi’an People’s Procuratorate:
1、Regarding the complaint that seven Christian believers had been “batch-produced as victims” by the public security authorities,the response was——the handling result had already been communicated。

Regarding the issues you reported, including alleged abuse of authority and obstruction of witnesses from giving testimony by staff handling the case in which Gao Quanfu and others are suspected of committing the crime of using superstition to undermine the implementation of the law, as well as your request for investigation and punishment, in accordance with Article 31, Item 2 of the Regulations on Petitioning Work》, the matter has been transferred to the Public Security Protection Brigade of the Beilin Branch of the Xi’an Municipal Public Security Bureau for handling in accordance with _legal procedures。

It has now been more than a year since the reply of July 18, 2025,yet with regard to the alleged abuse of authority and obstruction of witnesses from giving testimony involved in this complaint,the complainants have still received no further information。
2、Regarding the complaint about the illegal separation of cases by the Beilin District Procuratorate and court,as well as extended proceedings and extended detention。At first they repeatedly evaded responsibility by saying that it was not within their jurisdiction,so Bao Longjun read the relevant legal provisions to the reception-room staff one by one。After several rounds of back-and-forth,they then said that for matters of this kind involving petitions,we should go directly to the Xi’an Petition Reception Hall,saying that procurators-general and other officials received visitors there every day。Everyone took turns pressing the issue,and after several more rounds they reluctantly accepted the materials。
Second、at the headquarters of the Xi’an People’s Court
At first they also repeatedly evaded responsibility by saying that it was not within their jurisdiction,and Bao Longjun was again the first to lead the argument with the judge。In the end,the other side also accepted the complaint materials reluctantly。
Third、at the petition reception rooms of the Xi’an Supervisory Commission、the Xi’an People’s Procuratorate、and the Xi’an Intermediate People’s Court at the Xi’an Petition Center
1、At the petition reception room of the procuratorate at the Xi’an Petition Center
We requested to meet with the procurator-general,but the staff said that unfortunately,the procurator-general had gone to a meeting。We said,by breaking your word to the people in this way,the public—out of its trust in the procuratorate—had come today expecting to meet Procurator-General Gao Xiang and report the problems to a leader,giving Procurator-General Gao an opportunity to fulfill his promise and listen to the people’s voices,but in the end,Procurator-General Gao had given up that opportunity himself。There is a problem with this,isn’t there?This is abandoning your post and dereliction of duty,right?Even if Procurator-General Gao really had a last-minute matter today and could not receive visitors personally,he should at least have entrusted a representative or arranged for a staff member of roughly equivalent rank to receive visitors!Later,after several rounds of communication,the staff called Procurator-General Gao and said that they would personally deliver the materials received today to him。
Assessment:Although Procurator-General Gao Xiang was not at the reception post this afternoon and had not arranged substitute personnel in advance,he listened to the people’s voices through the staff,and was able to say that he would have the staff personally deliver the materials to him。This can be regarded as “using his subsequent work attitude to make up for his previous dereliction of duty”。
2、At the reception room of the Municipal Supervisory Commission
We were received by two young women named Xu Feng and Wang Aifei,and the two of them were completely unyielding。Bao Longjun and Lu Siwei spent half an hour arguing with them inside,but they still would not accept the materials。Later,after Peng Yong and Chang Weiping heard the result,they were dissatisfied,so the two teamed up and spent another half hour pressing the issue,but ultimately returned empty-handed—the materials simply would not be accepted。It is unclear whether this was specially arranged by their leaders or whether this was simply the true performance of the two staff members。
The process was as follows:
1、At first they said that because the matter involved judicial proceedings,it was not under their jurisdiction;we said,we are not asking you to handle the matter,the matter is for the procuratorate to handle,we are filing a complaint against people,are those people under your jurisdiction or not;
2、They later said that we had to submit evidence proving that the people being complained against had committed crimes;we said,what evidence do you need,what are you here for,can we go investigate and collect evidence?We have already put all the evidence together,so you can simply take it and use it?
3、They then said that the judge was not a municipal-administered official and was under the jurisdiction of the district supervisory commission,so we should submit the materials directly to the district supervisory commission。We said:“According to the provisions of the Regulations on Petitioning Work,for matters that fall within the handling responsibilities of a department or unit but are accepted by a lower-level department,the materials should be accepted and then transferred to the lower-level department or unit for handling.”The two replied,in any event,we have told you which department it is,you can take them there yourselves,we are not accepting the materials in any event。Chang Weiping held up a copy of the Regulations on Petitioning Work and pursued the questioning——when we first arrived,you said that no more than two people were allowed to enter(the same was true at the procuratorate reception room),but the petition regulations stipulate a maximum of five,please explain........
In the end,we called 029——12388 to complain that Xu Feng and Wang Aifei had neglected their duties。
Also,on the walls of the work areas of the Xi’an Intermediate People’s Court and the Xi’an Petition Center are several words that read:“Loyal and reliable to the Party......”——I cannot understand why state public servants have an obligation to be loyal to the Party?——Does this logic make sense?
Taxpayers support state public servants with their money,so should they not be loyal and reliable to taxpayers and the people?

Case Details and Profile of Ms. Pang Yu, a Co-worker of Xi'an’s “Light of Zion Church,” Who Was Arrested
Pang Yu, born in 1958, is a Christian and co-worker of Xi’an’s Light of Zion Church. After the former Mount Zion Church was banned on November 29, 2023, she continued church activities with her husband, Pastor Gao Quanfu. Arrested in May 2025 and formally arrested on September 3 on suspicion of fraud, she is detained at Beilin District Detention Center. Her children report she has heart disease, low blood pressure and severe anxiety, with inadequate medication.

Human rights defender Huang Xueqin, sentenced to 5 years, has completed her sentence
Human rights defender and feminist journalist Huang Xueqin completed her five-year prison sentence on September 18, 2026, according to the Rights Defense Network Information Center, but had not yet been reported home. Huang was detained in September 2021 with public-interest advocate Wang Jianbing and convicted of inciting subversion of state power in June 2024. Her sentence was upheld on appeal, and she was held at Guangdong Women’s Prison.

Kalvin Ho Kai-ming, Sentenced to 6 Years and 7 Months in the “Hong Kong 47” Case, Spends His 38th Birthday in Prison
Kalvin Ho Kai-ming, a former Sham Shui Po District Council member and ADPL vice-chairman, spent his 38th birthday in prison after receiving a six-year-seven-month sentence in the “Hong Kong 47” case. Ho and 10 other defendants have applied for leave to appeal to the Court of Final Appeal, which will hear the application on December 10, 2026. He was arrested in January 2021 and convicted in May 2024.

Case Details and Profile of Ms. Song Huichan, a 67-Year-Old Falun Gong Practitioner from Tianjin's Binhai New Area Sentenced to 2 Years
On September 19, 2026, the Rights Defense Network Information Center reported that Song Huichan, a 67-year-old Falun Gong practitioner and former Tianjin Waterway Bureau employee from Tianjin’s Binhai New Area, was sentenced to two years in prison. She was arrested on April 11, 2025, after discussing Falun Gong near Xincun Shanghai Road Primary School, and transferred to Tianjin Women’s Prison on June 17, 2026.
