(Rights Defense Network Information Center report) On October 28, 2026, this outlet learned that Wuxi rights advocate Zhu Zhengming was placed under 10 days of administrative detention after Liangxi police lifted residential surveillance.

On October 27, 2026, the Liangxi Branch of the Wuxi Public Security Bureau issued Liang Gong (Zhi) Jie Jian Zi [2026] No. 7, a Decision on Lifting Residential Surveillance.

On April 28, 2026, the Liangxi Branch of the Wuxi Public Security Bureau changed Zhu Zhengming’s criminal compulsory measure to residential surveillance, citing his violation of the rules he was required to observe while released on bail pending trial in a case involving disruption of the work order of state organs, and confined Zhu at his residence. Under the Criminal Procedure Law, residential surveillance may last no more than six months. Accordingly, on the day the residential surveillance period expired, the Liangxi Public Security Branch lifted the measure against him. At the same time, however, citing obstruction of the performance of official duties, it decided to detain Zhu for 10 days. The Wuxi Detention Center refused to accept him that day, and Zhu was not taken there to serve the detention until the morning of October 28.

According to reports, Zhu Zhengming embarked on a rights defense campaign after a dispute arose when he was arbitrarily dismissed by the Ministry of Public Security Traffic Research Institute (which is based in Wuxi). He later discovered that the institute’s leaders and certain Ministry of Public Security officials were allegedly involved in multiple corruption cases and continued reporting them. He was then targeted and persecuted by Wuxi police. Zhu has been detained by Wuxi police more than a dozen times. In early 2026, despite there being no criminal facts, the Liangxi Branch of the Wuxi Public Security Bureau opened a case against Zhu for the crime of disrupting the work order of state organs and imposed the compulsory measure of release on bail pending trial.
