Lawyer Ding Jiaxi’s wife Luo Shengchun: It has been 6 years and 10 months since he was detained. We have never been allowed to speak by phone or hear each other’s voices.
Lawyer Ding Jiaxi’s wife Luo Shengchun: Release Ding Jiaxi unconditionally. On International Political Prisoners Day (Political Prisoners Day), I call on the Chinese government to release my husband, Ding Jiaxi.
Since December 26, 2019, he has been unjustly imprisoned solely because he peacefully advocated for civic association and political participation, freedom of speech, and the rule of law.
During his imprisonment, he has often been subjected to the abuse of being denied time outside his cell. He and I can communicate only through letters that are strictly censored. It has been 6 years and 10 months since he was detained. We have never been allowed to speak by phone or hear each other’s voices.
I call on the governments of democratic countries to pay attention to my husband Ding Jiaxi’s case and work to help him return home soon and reunite with his family! May Jiaxi return home soon!

Human Rights Defense Network Commentary on New Policies and Regulations: Ministry of Public Security Establishes a Bureau for Drone Safety and Security Prevention to Coordinate Low-Altitude Security Governance—In the Name of Safety, Squeezing the Last Inch of Freedom from Low-Altitude Airspace
Special Commentator: Zhang Haoran. According to a report by Southern Metropolis Daily, the Ministry of Public Security has established a Bureau for Drone Safety and Security Prevention as a new internal department. Its personnel were mainly selected and seconded from the Ministry of Public Security’s Public Order Administration Bureau and grassroots public security agencies, and it was established nearly a year ago. At a recent public security special session of the 2026 Low-Altitude Economy Industry Development Conference in Zigong, Sichuan, officials from the bureau publicly attended and performed their duties. The bureau is primarily responsible for public security controls in the drone sector, investigating and handling crimes and violations involving drones, low-altitude security at major events, and emergency response to sudden incidents. As the country accelerates the development of the low-altitude economy, drone applications continue to expand, while risks such as unauthorized flights and disruption to air traffic are increasing. Establishing a dedicated agency will advance the integrated development of a nationwide public security governance system for low-altitude safety. Many localities are currently building supporting forces in parallel, and some provinces are preparing to establish drone safety and security prevention corps. (For details, see: https://www

Weiquanwang Policy and Regulations Analysis: Ministry of Civil Affairs Seeks Public Comment on the National Standard “Classification of Elderly Care Institutions” — Standards on Paper Cannot Stop Favor Trading and the Failure to Uphold the Bottom Line in Elderly Care
Special Commentator: Zhang Haoran. On October 28, 2026, the Ministry of Civil Affairs issued a notice seeking public comment on the newly revised national standard “Classification of Elderly Care Institutions.” Revised from the previous “Classification and Rating of Elderly Care Institutions,” the standard specifies that ratings of elderly care institutions follow the principles of voluntary application, objectivity and impartiality, and standardized procedures, and are assessed comprehensively across four dimensions: environment, facilities and equipment, operational management, and services. The standard divides elderly care institutions into five levels, from Level 1 to Level 5. A higher level indicates stronger overall service capacity, and the corresponding rating marks use a five-pointed star design. Rating certificates are valid for three years; institutions must apply for reassessment three months before expiration, and the existing rating automatically lapses if they fail to apply on time. The deadline for submitting comments is December 28, 2026. (For details, see: https://www.mca.gov.cn/aofront/p
