Fan Yongping of Wuxi: My arduous 12-year struggle to defend my rights
I am Fan Yongping from Wuxi,ID number 320626196304275854,and I live at the Clock,Eyeglasses and Lock Shop,No. 44-1 Sheng'an Second Village,Huishan Subdistrict,Liangxi District,Wuxi,phone:18921531500。
In 2014,Qidong People's Hospital in my hometown overcharged me and hired more than ten people to beat and injure me,the police failed to act and abused their authority, illegally detained me for more than 24 hours, and used 13,000 yuan from my daughter as compensation to me,I sued and appealed through legal channels, but lost all six court hearings。
Since 2018,Wuxi police in Jiangsu, where I am registered, have illegally and forcibly sent me to a psychiatric hospital in Wuxi four times。
The first time I was falsely accused and admitted, the deputy head of the Shanbei Police Station of the Wuxi Public Security Bureau falsely accused me of wanting to kill police officers in Nantong, and I went to Beijing several times, while the hospital, without legal paperwork or a medical assessment, illegally diagnosed me with paranoid schizophrenia,my physical condition has always been good, and I am very healthy in every respect。After I was admitted,I took only half a pill a day,and on the sixth day they agreed to discharge me,but on the sixth day after my discharge, the Wuxi Shanbei police station brought a serious mental illness guardianship responsibility form for my wife to sign, and she refused, then they tricked my son into signing,as the evidence shows。Wuxi police internal affairs supervision kept saying that whether I was ill was for the doctor to decide, but did the doctor say that? The chief physician said,“We will never be able to cure your illness, but you were brought here by the police,so once you are admitted you have to take medicine,we will give you a little less, half a pill a day,and you will be discharged after seven days。”Is this really severe mental illness?Do the judges have eyes,my 153 points of evidentiary objections were all drawn from the hospital records, and my wife signed only because it was required for discharge, otherwise I could not leave the hospital, and my wife did not sign for the key person responsible for the incident, the police and doctors made it all up to frame me,the trial judge was under too much pressure, and would rather go to prison than issue a wrongful judgment,at the intermediate court, only a judge's assistant held one hearing, and it was merely an inquiry, they did not let me or my lawyer speak, yet every word of the defendant's sophistry was written into the judgment, the Binhu court held no proper hearing at all,did not follow the facts, and did not accept any of the 153 evidentiary objections I raised based on errors in the medical records, not a single one,it did not follow the facts, and issued a wrongful judgment without a formal hearing or debate, and I never even saw the two judges and one presiding judge of the Wuxi Intermediate Court, which also issued a wrongful judgment。The Jiangsu Provincial High Court was even more corrupt, after the trial period expired,it extended it by 93 days and then extended it again by 91 days, several times I asked the judges to watch the footage from the fourth time I was sent to the hospital, which was recorded at my shop, and the footage of government officials bringing me Mid-Autumn Festival gifts a month later, when they clarified at my shop that the reason I was sent to the psychiatric hospital that time was not that I had threatened to kill or set fires, but that I had called the Central Commission for Discipline Inspection and said,“I will defend the dignity of the law at the cost of my life”,the video is so clear, yet the Jiangsu High Court still issued a wrongful judgment!
I sought supervision from the procuratorate, but the case was passed down from one level to another until it reached the Wuxi Procuratorate, which did not supervise it directly and delegated it to the Binhu District Procuratorate, the lowest level of supervision failed。
Because I was dissatisfied and wanted to go to Beijing to petition the Supreme People's Court,Wuxi police were desperate, and commissioned the local government of Shanbei Subdistrict to hire criminal gangs to illegally detain me,intercept me on petitioning trips, and block me at the Wuxi Municipal Petitioners' Reception Center and in Nanjing,Changzhou,Xuzhou and other places, gang members were sent to hunt me down, and cars sped toward me to hit me,I reported it to the police but to this day no case has been filed。To this day nobody has admitted fault or said sorry, and they have stepped up their efforts to frame me and deprive me of my human rights。On June 9,2026,the Shanbei Police Station of the Wuxi Public Security Bureau again asked my wife to sign a 《Responsibility Form for a Person Prone to Causing Accidents and Incidents》,trying to send me to a psychiatric hospital again, and they also said,“You have not managed to defeat the psychiatric hospital in court,so you are still mentally ill。”In my case against a police station in Xuzhou, the Xuzhou Railway Court issued a wrongful judgment and deliberately protected the railway police station's fabrication of evidence, daring to issue a wrongful judgment in the face of evidence as clear as a mountain,I have now appealed to the Xuzhou Intermediate Court,my case against the Wuxi Shanbei Police Station has been before the Jiangsu High Court for two months with no news, and my case against the psychiatric hospital was sent back by the Supreme People's Court to the Jiangsu High Court two months ago and there has been no news,I am now truly at the end of my road, since 2014 I have always pursued proper legal procedures, and only began going to Beijing after 2021,and even then I only met with lawyers and never went to Beijing to petition。
I am a Lei Feng-like orphan who had no mother after the age of one and no father after the age of five,I have always done good deeds like Lei Feng, and have never done anything to betray the Party or the people, why is the Wuxi government and police doing this,I must have a proper answer, and wrongful convictions and miscarriages of justice must be overturned。
I request that accountability be pursued for the judges of the Haimen Court,Nantong Intermediate Court,Binhu Court,Wuxi Intermediate Court,Jiangsu High Court and Xuzhou Court,as well as Qidong police, the Xuzhou Railway Public Security Bureau, the Xuzhou Railway Station Police Station and Wuxi police, and that the synchronized audio and video recordings of the hearings be obtained,so that fairness and justice are truly achieved and my human rights are restored,I know that I can obtain justice in my case only by leaving Jiangsu, but I still hope that Jiangsu's disciplinary supervision authorities will seriously overturn the wrongful convictions and miscarriages of justice in my case, thank you!

Weiquanwang Policy and Regulations Analysis: Ministry of Civil Affairs Seeks Public Comment on the National Standard “Classification of Elderly Care Institutions” — Standards on Paper Cannot Stop Favor Trading and the Failure to Uphold the Bottom Line in Elderly Care
Special Commentator: Zhang Haoran. On October 28, 2026, the Ministry of Civil Affairs issued a notice seeking public comment on the newly revised national standard “Classification of Elderly Care Institutions.” Revised from the previous “Classification and Rating of Elderly Care Institutions,” the standard specifies that ratings of elderly care institutions follow the principles of voluntary application, objectivity and impartiality, and standardized procedures, and are assessed comprehensively across four dimensions: environment, facilities and equipment, operational management, and services. The standard divides elderly care institutions into five levels, from Level 1 to Level 5. A higher level indicates stronger overall service capacity, and the corresponding rating marks use a five-pointed star design. Rating certificates are valid for three years; institutions must apply for reassessment three months before expiration, and the existing rating automatically lapses if they fail to apply on time. The deadline for submitting comments is December 28, 2026. (For details, see: https://www.mca.gov.cn/aofront/p

Do you know this person? Do you know this person?” The shopkeeper looked at him in confusion and said quietly, “He’s waiting for someone.” The person then pointed at me again and shouted angrily: “This is not your territory. Please leave!” He shouted this three or four times. I asked who he was. He said he was a police officer. I asked him to show me his identification. He waved his hand. I said I hadn’t seen it, but he said, “I showed it to you.” I then said to him: “I can’t even be sure that you’re a police officer. Even if you are, you have no authority to interfere with me. The shopkeeper agreed to let me wait for someone in the shop. We have no dispute, and nobody called the police. What right do you have to interfere with me? Stop abusing your power
