Report on Wuxi Human Rights Defender Shen Aibin Being Assaulted and Injured by Abusive Police Officer Zhang Tianyang
At about 4 p.m. on September 3, 2025, while I (Shen Aibin of Wuxi, hereinafter the same) was waiting for someone in a shop space beside No. 186 Xingang Road, Xishan District, Wuxi, a person of unknown identity suddenly rushed into the shop space and angrily pointed at me while asking the shopkeeper:“Do you know this person? Do you know this person? Do you know this person?” The shopkeeper looked at him in confusion, and said quietly:“He’s waiting for someone”, at which point the person pointed at me again and shouted angrily:“This is not your territory, please leave!” He shouted this three or four times, and I asked who he was, the person said he was a police officer, I asked him to show me his identification, the person waved his hand, I said I hadn’t seen it, but the person said“I showed it to you.” I then said to him:“I can’t even be sure that you’re a police officer, even if you are, you have no authority to interfere with me, the shopkeeper agreed to let me wait for someone in the shop, we have no dispute, and nobody called the police, what right do you have to interfere with me? Stop abusing your power and doing evil.” At this, the person directed another person of unknown identity outside to rush in, and the two used force to seize both my arms and drag me from inside the shop to outside, pressing their knees into my waist and their elbows into my head as they dragged me, secretly injuring me.
After the two people of unknown identity forcibly dragged me outside, they let go after I struggled hard and resisted, without summoning me or arresting me, I doubted their identities and wanted to call the police, but the two stopped me by trying to snatch my phone, and tried to flee the scene, I grabbed them to stop them from leaving and demanded that the police be called to confirm their identities, because we were pulling at each other in a parking-lot passage, I let go to allow another person’s car to pass, and then discovered that the two people of unknown identity had taken the opportunity to flee in an unmarked private car, only then did I call 110, according to the call records I later checked, my first call was at 16:28, but until about 8 p.m., more than four hours after I called, no police had arrived, because I had been assaulted and injured, my left hand was bleeding, my head felt swollen and painful, and I had pain in several parts of my body, I went to Zhangjing Traditional Chinese Medicine Hospital for treatment and then went directly to Zhangjing Police Station at about 9 p.m. to file a report, Deputy Station Chief Qian assigned officer Wang Yi to take my statement.
After taking my statement, Deputy Station Chief Qian said to me:“If the person you reported is not an officer at our station, we will investigate and handle it, if he is an officer at our station, then we have no authority to handle it, we will forward your report to the district bureau’s supervision department, wait for my notice.”
On the morning of September 4, 2025, Deputy Station Chief Qian called me and said that, according to their investigation, the person I had reported was an officer at Zhangjing Police Station, and that he had arranged for the head of the district bureau’s supervision brigade to meet me at the station that afternoon。 Since I had an MRI of my head scheduled that day, we agreed that I would go directly to the district bureau’s supervision brigade on September 5.
At about 9 a.m. on September 5, 2025, I went to the petition reception room of the Xishan Branch of the Wuxi Public Security Bureau, where Brigade Chief Sheng of the branch’s supervision brigade met with me, Sheng said:“Our investigation found that the person on September 3 was one of our officers. So, how much have you lost in expenses? I’ll have them handle it for you through law-enforcement insurance.” I said:“Law-enforcement insurance compensates for losses caused by accidental injuries resulting from lawful law-enforcement actions. But I was assaulted and injured by your officer abusing his power and using violence, and you’re still talking about compensation through law-enforcement insurance. Aren’t you afraid I’ll report you for insurance fraud?” Sheng was at a loss for words after I said this. Then I asked for an assessment of my injuries. Sheng agreed and told me to wait for notice.
On September 8, 2025, Sheng notified me to go to the branch petition office for an injury assessment.
During this period, someone from the Wuxi Public Security Bureau spoke with me, trying to plead Zhang Tianyang’s case, but I refused and demanded that they handle the matter according to law.
On the morning of September 11, 2025, Sheng notified me to go to the branch petition office, where the Xishan Branch supervision brigade’s chief and deputy chief jointly informed me of the following: 1. On that day (September 3), officer Zhang Tianyang was performing the statutory duties of “questioning” and “asking someone to leave”; 2. The injury assessment concluded that the injuries “did not constitute a minor injury”; 3. The reason no police responded for four hours after the call that day was that the police were already present when Shen Aibin made his first call.
I asked them to provide the legal basis for “questioning” and “asking someone to leave.” Brigade Chief Sheng said he could not answer. I asked for the injury assessment notice, but Sheng said the supervision office does not issue written replies. I asked how my right to seek redress if I disagreed with the assessment would be protected, but Sheng did not respond. The entire process, including the meeting on September 5, took place under two cameras with no blind spots in the Xishan Branch petition reception room, and everything can be verified.
Because I was dissatisfied with the Xishan Branch supervision office’s evil response, as soon as I left the branch petition office I called the Wuxi Public Security Bureau supervision hotline, 89110110, and 12345 from outside the branch to file complaints. Up to today (October 21, 2026), I have called 12389 and 89110110 at least 20 times, and 12345 at least 20 times, but nobody has handled my complaints or replied.
On August 15, 2026, I used a government information disclosure request to ask the Xishan Public Security Branch to disclose eight items of information concerning officer Zhang Tianyang’s “questioning” and “asking someone to leave” on September 3, 2025, including the relevant procedures, the outcome of the police response, information about the case handlers, my report statement, and the injury assessment conclusion. On October 10, 2026, however, the Xishan Public Security Branch replied that the information I requested was related to its performance of criminal justice functions under the Criminal Procedure Law, did not constitute the performance of administrative management functions, and therefore was not government information.
Looking at the entire course of events on September 3, this was an unlawful act of violence by Zhang Tianyang, an officer at Zhangjing Police Station. I did nothing wrong and was the victim; this is an obvious objective fact. But certain judicial degenerates at the Xishan Branch of the Wuxi Public Security Bureau, in order to cover up Zhang Tianyang’s unlawful abuse of power and violence, have dared to brazenly turn right and wrong on their heads and distort the facts, maliciously characterizing this incident as my crime of picking quarrels and provoking trouble. The degree of their evil defies description.
Article 293 of the Criminal Law sets out four types of acts constituting picking quarrels and provoking trouble: 1. Beating others at will; 2. Chasing, intercepting, insulting, or intimidating others; 3. Forcibly taking or demanding property, or arbitrarily destroying or occupying public or private property; 4. Causing disturbances in public places.
I ask the judicial degenerates at the Xishan Public Security Branch: What act of picking quarrels and provoking trouble did I commit that day?
I will continue to complain about Zhang Tianyang’s acts of violence and expose the judicial degenerates at the Xishan Public Security Branch who are acting as a protective umbrella for Zhang Tianyang’s unlawful conduct. Please pay attention.

Weiquanwang Policy and Regulations Analysis: Ministry of Civil Affairs Seeks Public Comment on the National Standard “Classification of Elderly Care Institutions” — Standards on Paper Cannot Stop Favor Trading and the Failure to Uphold the Bottom Line in Elderly Care
Special Commentator: Zhang Haoran. On October 28, 2026, the Ministry of Civil Affairs issued a notice seeking public comment on the newly revised national standard “Classification of Elderly Care Institutions.” Revised from the previous “Classification and Rating of Elderly Care Institutions,” the standard specifies that ratings of elderly care institutions follow the principles of voluntary application, objectivity and impartiality, and standardized procedures, and are assessed comprehensively across four dimensions: environment, facilities and equipment, operational management, and services. The standard divides elderly care institutions into five levels, from Level 1 to Level 5. A higher level indicates stronger overall service capacity, and the corresponding rating marks use a five-pointed star design. Rating certificates are valid for three years; institutions must apply for reassessment three months before expiration, and the existing rating automatically lapses if they fail to apply on time. The deadline for submitting comments is December 28, 2026. (For details, see: https://www.mca.gov.cn/aofront/p
