77-year-old Wuxi resident Lu Qinyuan illegally detained by police for 350 days after supporting human rights defender Shen Aibin
(Rights Defense Network Information Center report) On October 29, 2026, this outlet learned that Lu Qinyuan, a 77-year-old Wuxi resident, had been illegally detained by police for 350 days after supporting human rights defender Shen Aibin.
On October 25, 2026, Lu Qinyuan, a 77-year-old resident of Wangzhuang Subdistrict, Xinwu District, Wuxi, held up signs to protest the Wuxi police’s gang-related abuse of power against her, publicly protesting what she described as the police’s gang-like conduct. The signs read: “Real-name complaint against the Wuxi police gang! Robbery, theft, and unlawful detention of me for 350 days! Acting lawlessly and behaving with utter inhumanity”; “Chinese Communist Party: In your Chinese Dream, no one answers my cries to heaven or earth; I am grief-stricken and desperate, and do not want to live. Where are your rule of law and judicial fairness? And where is your wholehearted service to the people?”; “Real-name complaint against the Wuxi police gang! Criminal case filed despite no criminal conduct; gang members hired to unlawfully detain me for 350 days! Abuse of power and perversion of the law.”
It is reported that Lu Qinyuan was targeted by the Wuxi authorities of the Chinese Communist Party with brutal repression, retaliation, and frame-ups because she spoke out for human rights defender Shen Aibin and condemned a series of acts of persecution against Shen by what she called corrupt judicial officials in Wuxi.
On October 27, 2025, Shen Aibin was in the lobby of the Dongting Police Station of the Xishan Branch of the Wuxi Public Security Bureau when Deputy Station Chief Dai Feng first seized his phone without cause and then directed plainclothes officers to beat him, causing fractures to both sides of Shen Aibin’s nasal bone and injuries classified as minor level two. Because Dai Feng is from a wealthy family and has substantial financial resources, certain corrupt judicial officials at the Xishan Branch used a brazen inversion of right and wrong to maliciously recast Dai Feng’s illegal and criminal conduct as Shen Aibin’s crime of picking quarrels and provoking trouble. They opened a case on October 29 and arrested Shen Aibin, Shen Xiaoling, and Pu Xingdi on October 30. Because Lu Qinyuan was in frequent contact with Shen Aibin, Wuxi police and corrupt judicial officials, while persecuting Shen Aibin, also unlawfully arrested Lu Qinyuan without cause. She was released after being held for 28 hours at the case-handling center of the Liangxi Branch. Afterward, police officer Cheng Zhipeng of the Wangzhuang Police Station in Xinwu District took Lu Qinyuan’s front-door key by seizing it from her. After using force to detain her in an iron cage at the police station, he secretly went to her home and stole many of her personal belongings. To this day, they have provided no legal documents.
Even more incomprehensibly, since her release after 28 hours in detention on October 31, 2025, Lu Qinyuan has been kept under round-the-clock restriction at home. She is not allowed to go out or seek medical treatment, and her basic living needs cannot be met. The people hired to restrict her are all members of the public with no official positions, and no public official has offered her an explanation.
Lu Qinyuan has called Wuxi’s 110 and 12345 hotlines hundreds of times, but no one has responded. She posted accounts of her ordeal using pinyin and platforms such as Kuaishou, but the Wuxi police immediately placed all her communications under comprehensive surveillance and blocked every channel through which she could communicate with the outside world.
Lu Qinyuan has fallen ill several times and been unable to obtain treatment, suffering greatly.
In early 2026, Lu Qinyuan escaped by climbing over a wall, but fell while doing so and broke her arm. The Wuxi police still refused to provide treatment, leaving her arm in continuing pain and with lasting effects.
The Wuxi police spread the following message throughout her residential compound through people stationed downstairs: “As long as Auntie Lu stops associating with Shen Aibin and cuts off all ties with him, the Wuxi police will leave her alone.” Later, the Wuxi police approached her and promised, “As long as you write a pledge that you will have no further contact with Shen Aibin, we will immediately restore your freedom of movement.” But Lu Qinyuan replied firmly: “Shen Aibin is a hero in the hearts of us ordinary people. He is the one who truly serves the people. You parasites take your salaries but do no proper work; not one of you measures up to Shen Aibin.” She also condemned the police. As a result, Lu Qinyuan remains unlawfully confined at home by people hired by the Wuxi police.

Weiquanwang Policy and Regulations Analysis: Ministry of Civil Affairs Seeks Public Comment on the National Standard “Classification of Elderly Care Institutions” — Standards on Paper Cannot Stop Favor Trading and the Failure to Uphold the Bottom Line in Elderly Care
Special Commentator: Zhang Haoran. On October 28, 2026, the Ministry of Civil Affairs issued a notice seeking public comment on the newly revised national standard “Classification of Elderly Care Institutions.” Revised from the previous “Classification and Rating of Elderly Care Institutions,” the standard specifies that ratings of elderly care institutions follow the principles of voluntary application, objectivity and impartiality, and standardized procedures, and are assessed comprehensively across four dimensions: environment, facilities and equipment, operational management, and services. The standard divides elderly care institutions into five levels, from Level 1 to Level 5. A higher level indicates stronger overall service capacity, and the corresponding rating marks use a five-pointed star design. Rating certificates are valid for three years; institutions must apply for reassessment three months before expiration, and the existing rating automatically lapses if they fail to apply on time. The deadline for submitting comments is December 28, 2026. (For details, see: https://www.mca.gov.cn/aofront/p

At about 4 p.m. on September 3, 2025, while I (Shen Aibin of Wuxi, hereinafter the same) was waiting for someone in a shop space beside No. 186 Xingang Road, Xishan District, Wuxi, a person of unknown identity suddenly rushed into the shop space and angrily pointed at me while asking the shopkeeper: “Do you know this person? Do you know this person? Do you know this person?” The shopkeeper looked at him in confusion and said quietly, “He’s waiting for someone.” The person then pointed at me again and shouted angrily: “This is not your territory. Please leave!” He shouted this three or four times. I asked who he was. He said he was a police officer. I asked him to show me his identification. He waved his hand. I said I hadn’t seen it, but he said, “I showed it to you.” I then said to him: “I can’t even be sure that you’re a police officer. Even if you are, you have no authority to interfere with me. The shopkeeper agreed to let me wait for someone in the shop. We have no dispute, and nobody called the police. What right do you have to interfere with me? Stop abusing your power
