Complaint Against the Illegal Obstruction of Renovation in Shanghai Qingpu Industrial Park
We are Hou Huiqin, Zhang Zhaoyan, Zhang Beibei and Sun Haimei, shareholders of Shanghai Suhao Property Management Co., Ltd.
The facts and truth concerning the infringement of our rights and interests:
On December 28, 2021, regarding the lease of the dormitory building located at No. 299 Zhenying Road, Qingpu District, Shanghai, we signed a lawful lease contract with Shanghai Qikun Network Technology Co., Ltd. (commonly known as the “second landlord”). When signing the contract, we examined the other party’s lawful qualifications. The property had a property ownership certificate, and Shanghai Yuejia Metal Industry Co., Ltd., the rights holder of the property (commonly known as the “landlord”), also had a compliant authorization document.
After we invested money and signed the contract, we immediately began renovating the premises at full speed. However, when we had spent money, time and effort and were halfway through the renovation, in mid-March 2022, Shanghai Qingpu Industrial Park Development Group Co., Ltd. dispatched a group of security guards to obstruct the renovation of the property. They neither produced work identification nor law-enforcement identification, and were even unable to provide any relevant lawful documents for stopping the renovation. Instead, they acted outrageously and said that we were not allowed to renovate this property. We called the police many times, but the police station continually refused to deal with the matter, citing it as a contractual dispute. We then sought an explanation from the person in charge of the industrial park: on what grounds were we not allowed to renovate? The person in charge of the park, Xu Kaiyi, told us to ask the grid officer, Zhou Lun, to handle it. Zhou Lun first said a meeting had to be held, then told us to register the company again, and then said we should contact Ma Guoying, the second landlord. Later, they said that this property simply could not be leased.
In this way, we went through repeated waiting, repeated hope, repeated buck-passing and disappointment over matters that could not be handled. We were strung along again and again from March until October. It was only years later that we suddenly realized that the industrial park had been illegally deceiving us all along. We repeatedly sought out Xu Kaiyi, who said that we had not completed the renovation procedures. When we asked about the procedure for obtaining approval, they made all kinds of excuses and deliberately created difficulties, and repeated the explanations above.
Later, through unofficial sources, we learned that their true aim was that our company was too small to meet their annual tax-revenue targets. They were also seriously suspected of encroaching on private property for personal illegal gain. They therefore made all kinds of difficulties and refused to process the procedures, and then passed responsibility back and forth with the grid officer, Zhou Lun.
Since renting the property, including rent, the deposit, renovation costs and various other expenses, we have already put in more than 3.4 million yuan: 1.95 million yuan in rent + 170,000 yuan deposit + 950,000 yuan in renovation costs + 249,600 yuan for air conditioners + 90,000 yuan agency fee = 3.4096 million yuan. This does not include the other miscellaneous expenses incurred for the renovation. At the time, all of this was financed through high-interest loans. Our funds have been tied up for so long without being recovered, making our lives unbearably difficult.
Because of the misconduct of Xu Kaiyi, the person in charge of the industrial park, and Zhou Lun, the government grid officer, serious harm has been caused to us and our families: 1. The victims Zhang Beibei and Hou Huiqin frequently argued with their spouses over this matter and ultimately divorced as a result; 2. The rent and expenses caused by this matter placed an excessive burden on the education of the three children in victim Sun Haimei’s family, and her father became depressed over the matter and died, aged just over 70; 3. Victim Zhang Zhaoyan’s family also could not withstand the pressure of high-interest loans and had no choice but to sell a house in Suzhou to maintain a basic standard of living.
We would simply like to ask: Is the money that ordinary people earn lawfully through their own hard work something blown in by the wind? Can one arbitrary private decision on your part cause ordinary people to suffer enormous losses? Since the property here cannot be leased to outsiders, why was there a security guard at the entrance instead of the door being locked? Why was there no notice at the entrance stating that the property could not be leased to outsiders? If it truly could not be leased, why was nothing explained or refused when we entered the property management office to discuss renting the property and make payment? When our renovation team moved in, the security guards were also there—why did they not stop us? Why did they wait until we were halfway through the renovation to order us to stop work? Is Qingpu Industrial Park deliberately setting a trap to illegally extort money?!
All of our renovation expenses were financed through high-interest loans. After being delayed for so long, the property has been left unfinished halfway through the renovation, while we have suffered economic losses every day for several years! As of now, the property that we lawfully rented with our own funds continues to be occupied by security guards. Where is the justice in this?
Our lawful and reasonable demands:
1. We demand that Shanghai Qingpu Industrial Park Development Group Co., Ltd. cease its egregious violations and suspected illegal conduct;
2. Take relevant measures to restore the renovation rights of the lawful tenant;
3. Compensate us for the relevant losses caused by the unlawful and forcible suspension of the renovation.
We ask the relevant government departments of Shanghai not to continue turning a blind eye, but to conscientiously perform their regulatory duties, listen to the people’s views, genuinely act on behalf of and serve the people, and properly handle and resolve citizens’ lawful demands!

On September 14, 2026, this outlet reported that Shanghai petitioner Ma Chunying had been confined in a Beijing hotel by six unidentified people for 21 days, lacking medical care, medicine and adequate food. Yu Shaolin, born in 1974, is a preacher at Kunming’s Century Xincheng Church, a house church serving marginalized groups and people with illnesses. After overcoming drug addiction, he provided faith counseling and pastoral care. Police raided the church on April 12, 2026, detaining Yu, Li Qun and Luo Ping. They were arrested on May 20 for allegedly organizing illegal gatherings. A pretrial conference occurred September 2, with trial scheduled for September 16.

Tang Bingyi, pastor of Xi’an’s Light of Zion Church, was born in 1986 in Huazhou District, Shaanxi. After theological training, he began full-time ministry in 2010. Police detained him and nine others on May 17, 2025, after the church was banned in 2023. His alleged offense was changed from using superstition to fraud. His case was separated and transferred for prosecution; a pretrial conference was scheduled for September 15, 2026.

Case Details and Biography of Mr. Qiao Chenglin, a Falun Gong Practitioner from Jinan, Shandong Province, Sentenced to 3 Years
Weiquanwang Information Center reported on September 13, 2026, that Qiao Chenglin, a Falun Gong practitioner from Dayou Village in Jinan’s Zhangqiu District, was sentenced to three years. Born in May 1951, he began practicing in 1995 and was previously sentenced to one year in 2022. Arrested on January 13, 2026, for posting Falun Gong materials, he stood trial May 18 and entered a Shandong prison August 19. His sentence ends January 12, 2029.
