(Rights Defense Network Information Center report)On September 11, 2026, this website learned:Lin Shengliang, a human rights defender living in exile overseas, reported:According to an informed source, Lu Huihuang went to stay at the home of his friend Su Shaoliang in Guigang, Guangxi, on September 4, 2026, and accessed the overseas internet from his home to seek help, the next day, September 5, both men were arrested by Guiping County political security personnel, and are currently being held at Guiping County Detention Center, on suspicion of picking quarrels and provoking trouble。
Lu Huihuang, who was sentenced to four years and six months in prison, was released only on August 17, 2026, after completing his sentence, and returned to his home in Guiping on August 18。 Because he had for years published articles calling for constitutional reform、 following labor rights issues and the chained woman case, he was sentenced twice to a total of approximately seven years。 Only after his release did he learn that his mother had died six months earlier(on March 8, 2026), and he currently has only approximately 300 yuan issued by the prison and an old mobile phone left by his mother, living in extremely difficult circumstances。 When friends went to visit him, they were also taken away by police for questioning。
Biography of Lu Huihuang:Born on February 7, 1978, he is from Guiping City, Guigang, Guangxi Zhuang Autonomous Region, a Zhuang ethnic minority member, a resident of Daling Xincun in Nanning, Guangxi, a freelancer, online writer, dissident citizen, rights defender, and political prisoner。
In recent years, he worked in the Pearl River Delta and other parts of Guangdong Province to make a living, and, because he was concerned about the country and people's livelihood, he often used his spare time after work to disseminate his views and understanding online through writing; in 2013、2016、 and 2018, he wrote on multiple occasions such articles as Open Letter to the Central Committee of the Communist Party of China—Reflections and Suggestions on Political System Reform、“Irresponsible Discussion” of State Affairs、Analysis of and Appeal Regarding the Current Political Situation、 and Suggestions for “Overcoming Communism in Difficult Times”, clearly expressing his views on the country's political system, suggesting that the Chinese Communist Party promptly carry out democratic constitutional reform, and, at the same time, calling on Xi Jinping to pay attention to and care about migrant workers and opposing Xi's constitutional amendments and attempts to promote a personality cult, which immediately sparked widespread online discussion and resonance among netizens;
Because his articles were widely disseminated through QQ groups、 WeChat groups and email, and were published several times on the overseas website Beijing Spring, especially in July 2018, when he published another article, Letter to the “China Labor Watch” Organization, describing the actual circumstances of Chinese workers, particularly migrant workers, requesting that the “China Labor Watch” organization help protect his rights, and disseminating it to netizens through QQ and WeChat groups, he came to the attention of the internet police, and on August 1 of the same year was summoned by police from the Fumin Police Station in Longhua District, Shenzhen, and the following day was criminally detained by police in Shenzhen's Longhua District on suspicion of “picking quarrels and provoking trouble”;
On September 7, 2018, he was formally arrested by the Longhua District Procuratorate of Shenzhen on the same charge;
On April 15, 2019, his case was brought by the procuratorate for prosecution, which accused him of using QQ、 WeChat、 email and other channels to publish articles that “spread false information、 insulted national leaders、 fabricated rumors and slandered the country's political system、 legal system、 basic national policies、 guiding ideology、 strategic arrangements、 anti-corruption campaign、 development path、 labor system and conditions、 and national rejuvenation goals, among other matters”, causing an extremely adverse impact on society, and therefore warranting arrest and sentencing;
In December 2019, his case was heard at the Longhua District Court in Shenzhen; on April 30, 2020, he was ultimately sentenced at first instance to two years and six months in prison for “picking quarrels and provoking trouble”, and after the original judgment was upheld on appeal, he was sent to Guangdong Province Conghua Prison to serve his sentence; on January 31, 2021, he was released after completing his sentence;
After his release, because he had been subjected to torture during detention, including electric shocks、 food deprivation and being shackled, for refusing to confess, and because he developed rheumatism and lumbar-spine disease after being able to sleep only on the floor for a prolonged period, and because his right to correspond was also prohibited, he filed multiple appeals, all without result;
On February 18, 2022, because he called on the Chinese Communist Party authorities to thoroughly investigate the “chained woman” case in Xuzhou, he was taken away and criminally detained by police in Guigang, Guangxi, from his residence in Daling Xincun, Nanning, and has been out of contact ever since;
On November 20, 2022, Lu Huihuang was sentenced at first instance by the Guigang City Court of the Guangxi Zhuang Autonomous Region to four years and six months in prison for “inciting subversion of state power”, with his sentence running until August 17, 2026; dissatisfied with the ruling, he stated that he would appeal。 He had previously been detained at the Guigang City Detention Center in Guangxi(Batang Town, Gangnan District, Guigang City, Guangxi Zhuang Autonomous Region, postal code:537131)。
