CCP authorities in Wuxi use blatant abuse of power to shield deputy police station chief Dai Feng for beating human rights defender Shen Aibin

On July 21, 2026, this outlet learned that the CCP authorities in Wuxi used blatant abuse of power to shield deputy police station chief Dai Feng for beating human rights defender Shen Aibin.

At around 5 p.m. on October 27, 2025, Wuxi human rights defender Shen Aibin accompanied petitioning citizen Pu Xingdi to the Dongting Police Station of the Xishan Branch of the Wuxi Public Security Bureau to request the Summons Document dated October 11. In the lobby of Dongting Police Station, Shen Aibin was first subjected to the forcible seizure of his mobile phone without cause by deputy police station chief Dai Feng (a second-generation rich kid). As Shen Aibin and the others prepared to leave, they were surrounded and shoved by a group of plainclothes individuals (whose identities were unknown). When Shen Aibin walked from the police station lobby to the glass door, one person suddenly rushed up from behind and punched Shen Aibin twice in the face, then knocked him to the ground, causing him to bleed profusely at the scene. Deputy police station chief Dai Feng and a group of unidentified individuals merely stood to one side and watched.

With the assistance of his companions, Shen Aibin walked out of the police station and immediately reported the incident to the police at the station entrance. An ambulance from 120 promptly took Shen Aibin to the South Campus of the Affiliated Hospital of Jiangnan University. An emergency CT examination diagnosed him with bilateral nasal bone fractures, a head injury, and other injuries.

In November 2025, while Shen Aibin was in the detention center, he submitted a Criminal Incident Report to the procuratorial office stationed at the detention center by the Wuxi Municipal People’s Procuratorate, accusing Dai Feng of beating him. On January 13 and April 15, 2026, Shen Aibin also mailed Criminal Incident Reports in writing to the Wuxi Public Security Bureau, the Wuxi Municipal Procuratorate, and the Wuxi Municipal Commission for Discipline Inspection and Supervision. He also mailed Criminal Incident Reports to Wuxi Party Secretary Du Xiaogang, Mayor Jiang Feng, Wuxi Municipal Party Committee Political and Legal Affairs Commission Secretary Zhou Changqing, the municipal Party secretary for discipline, and other officials. Shen Aibin also repeatedly called 110 to report the beating by Dai Feng. However, to this day (as of publication), no department has accepted Shen Aibin’s report.

Article 110 of the Criminal Procedure Law of the People’s Republic of China stipulates that any unit or individual that discovers criminal facts or a criminal suspect has the right and the duty to report or accuse them to a public security organ, people’s procuratorate, or people’s court.

A victim has the right to report or accuse criminal facts or criminal suspects that infringe upon their personal or property rights to a public security organ, people’s procuratorate, or people’s court.

Public security organs, people’s procuratorates, and people’s courts shall accept reports, accusations, and denunciations. If a matter does not fall within their jurisdiction, they shall transfer it to the competent organ for handling and notify the person making the report, accusation, or denunciation. If a matter does not fall within their jurisdiction but urgent measures must be taken, they shall first take the urgent measures and then transfer the matter to the competent organ.

The above law clearly stipulates that the public security, procuratorial, and judicial organs shall accept and promptly review and handle reports unconditionally.

Article 38 of the Supervision Law of the People’s Republic of China stipulates that supervisory organs shall accept reports or denunciations and handle them in accordance with relevant regulations. If a matter does not fall within the jurisdiction of that organ, it shall be transferred to the competent organ for handling.

Article 199 of the Regulations for the Implementation of the Supervision Law of the People’s Republic of China stipulates that supervisory organs shall accept reports or denunciations in accordance with the law. Matters falling within the jurisdiction of the supervisory organ at the same level shall be accepted in accordance with the law; matters falling within the jurisdiction of another supervisory organ shall be transferred within five working days.

Supervisory organs may send letters to lower-level supervisory organs assigning them to handle reports and accusations and may supervise their handling. Lower-level supervisory organs shall respond with the results by the prescribed deadline.

The above legal provisions stipulate that supervisory organs at all levels shall unconditionally accept reports, denunciations, and accusations.

However, Shen Aibin repeatedly called the public security emergency number 110 and twice mailed Criminal Incident Reports to Wuxi’s public security, procuratorial, judicial, and supervisory organs. He also mailed Criminal Incident Reports to the leaders of the Wuxi Municipal Party Committee and municipal government. The longest ago was already six months ago, yet no unit has accepted or handled Shen Aibin’s report in accordance with the law. How evil is this? How dark, corrupt, and brazen are the judicial scoundrels of the CCP authorities in Wuxi? How powerful is the protective umbrella behind Dai Feng? Could the political and legal apparatus of the CCP authorities in Wuxi really be abusing power and violating the law so blatantly? It is unbelievable.

Shen Aibin’s lawyer said bluntly: “No one is dealing with the deputy police station chief’s crime; they are acting entirely as a protective umbrella. Shen Aibin has committed no criminal offense, yet they opened a case against him on suspicion of picking quarrels and provoking trouble, attempting to frame him for a fourth time. Wuxi is now completely dominated by darkness and corruption. Nothing can awaken their conscience or sense of justice. The law is simply a piece of wastepaper in front of them. They have already become lawless, doing whatever they please, and utterly deranged.”

Chen Moudi of Wuxi said: “Wuxi has now gone completely insane. When the police kidnapped me from Beijing and took me back to Wuxi, they broke several of my ribs because I resisted. After arriving in Wuxi, they not only ignored my report, but also arranged for underworld figures to intimidate, threaten, and monitor us. If the heavens do not change soon, ordinary people like us will be unable to go on living.”

Wuxi resident Zhu Mouquan said: “I was born under the red flag and grew up under the red flag. I never imagined that the Communist Party today would become so evil. In all my years, this is the darkest and most corrupt moment. The government has become the enemy of the people, public power has become a tool for oppressing ordinary people, the police have become the biggest criminal gang, and the public security, procuratorial, and judicial organs have become legally sanctioned criminal gangs. We have no avenue for redress, while corrupt officials collude from top to bottom and act in concert, devoting themselves wholeheartedly to their own corruption.”
