I. Content of the government information requested for disclosure
The applicant requests disclosure of the following government information that your authority has produced or obtained and retains in the course of performing its responsibilities for supervising and administering human organ donation and transplantation, relating to the current human organ donation and transplantation management system, licensing and regulatory rules, and related coordination systems:
1/ Catalog of currently effective regulations
1. A catalog of currently effective laws, administrative regulations, departmental rules, and normative documents relating to human organ donation and transplantation management.
2. A catalog of currently effective documents concerning the management of the clinical application of human organ transplantation technology, registration of medical service items, the establishment and operation of ethics committees, supervision and inspection, and other matters.
3. If the relevant systems have supporting interpretations, notices, procedures for handling affairs, or work guidelines, please disclose the catalog or document names as well.
4. If there have been repeals, replacements, or revisions, please disclose explanations of the successive adjustments and a catalog of the currently effective documents.
2/ Licensing, access, and technical management rules
1. Rules for the access and registration management of organ-transplant medical institutions, relevant technologies, and medical service items.
2. Access conditions and ongoing regulatory rules for medical institutions and medical personnel engaged in organ transplantation, the application of relevant technologies, and ethics reviews.
3. Rules and corresponding institutional bases for supervision and inspection, annual assessments, rectification, suspension, and penalties.
4. If there are specific provisions concerning the responsibilities, composition, and review procedures of ethics committees, please disclose them as well.
3/ Coordination rules with medical insurance, medical assistance, and major-disease coverage
1. Formal regulations, policy explanations, or assessment materials concerning coordination between the human organ donation and transplantation system and medical insurance payments, medical assistance, and major-disease medical coverage.
2. If your authority has developed policy recommendations, special studies, or interdepartmental consultation materials concerning coordination between organ-transplant-related diagnosis and treatment and medical insurance or medical assistance, please disclose them in accordance with the law.

3. To understand whether formal coordination rules exist between the organ-transplant management system and medical insurance payments, medical assistance, and major-disease coverage;
4. To conduct public institutional research and civic oversight in accordance with the law.
The current Regulations on Human Organ Donation and Transplantation have taken effect, and the National Health Commission has also issued supporting provisions on the management of the clinical application of organ-transplant technologies. Therefore, this application concerns specific institutional catalogs, regulatory rules, and coordination materials; the matters are clear and specific and can be searched.

Kunming Shijixincheng Christian Church Case to Hold Pretrial Conference on September 2, 2026, Trial to Begin on September 16
The Kunming Shijixincheng Christian Church case will hold a pretrial conference on September 2, 2026, with trial scheduled to begin September 16. Authorities raided a church gathering on April 12, taking preacher Yu Shaolin, Li Qun and Luo Ping into custody. The three were formally arrested on May 20 on suspicion of “organizing an illegal gathering” and are held at Guandu District Detention Center.

Zion Church’s Open Prayer Letter Urging the Beihai Yinhai District Court to Immediately Release Wang Zhong and Wu Qiuyu
Zion Church said the Beihai Yinhai District Procuratorate indicted its “10·9” case on July 17, 2026, but a planned August pretrial conference and trial were postponed after lawyers protested. Eight pastors and co-workers remain detained on fraud and/or illegal business operations charges. The church said Wang Zhong’s bail requests were denied despite severe heart disease and his father’s death, while Wu Qiuyu remains separated from her two young children.
