Report and Complaint by Ms. Wu Qiuyu, Victim in the Zion Church 109 Case

Wu Qiuyu issued a report and complaint concerning the various unlawful persecution and disguised abuse she has suffered. The full text of the complaint is as follows:
Complainant Wu Qiuyu, female, Han Chinese, ID card number: She is currently detained at the First Detention Center of Beihai City, Guangxi Zhuang Autonomous Region, on suspicion of the “crime of illegally using information networks.”

Persons and entities complained against:
1. The director and director of the Legal Affairs Division of the Yinhai Public Security Sub-Bureau of Beihai City, and the police handling the case, among others;
2. The head of the Supervision Detachment of the Beihai Public Security Bureau, the director of the First Detention Center of Beihai City, and the police officers responsible for managing the cell where Wu Qiuyu is held;
Matters complained of and requests:
1. Pursuant to law, investigate the legal responsibility of the police handling the case at the Yinhai Public Security Sub-Bureau for abuse of power, and hold the director and director of the Legal Affairs Division of the Yinhai Public Security Sub-Bureau accountable for their leadership responsibilities.
2. Pursuant to law, investigate the legal responsibility of the head of the Supervision Detachment, the director of the First Detention Center of Beihai City, and the directly responsible police officers for dereliction of duty and disguised abuse of persons under detention.
3. Immediately release Wu Qiuyu on bail pending trial.
Facts and grounds:
Late at night on October 10, 2025, Wu Qiuyu was arrested by police claiming to be from Yinhai District, Beihai City. During the arrest, the police did not legally present identification documents or provide lawful paperwork. Wu Qiuyu is a Christian and a frail woman. The offense of which she is suspected, the “crime of illegally using network information,” is entirely fabricated; nor does it constitute a violent crime or involve any personal danger. Nevertheless, during the arrest, the police brutally abused police equipment and handcuffed her behind her back in the presence of her minor children, causing them severe psychological harm. Accordingly, the police handling the case are suspected of violent law enforcement and abuse of power and should be held legally accountable. The director of the Legal Affairs Division and the director of the Yinhai Sub-Bureau should have urged the bureau’s police to handle the case in accordance with law and bear supervisory and leadership responsibilities; following an investigation, they should also be given administrative sanctions in accordance with law based on the degree of their responsibility.
After Wu Qiuyu was detained at the First Detention Center of Beihai City, the detention conditions were extremely poor, aggravating the deterioration of her health.
Previously, Wu Qiuyu suffered from severe schizophrenia and needed medical attention at any time, as well as regular assessments by doctors and adjustments to her treatment plan. However, although the detention center has a duty to ensure that persons under detention receive effective treatment in accordance with law, it ignored Wu Qiuyu’s condition, treated the matter perfunctorily, and failed to arrange for professional doctors to treat and assess her.
At the same time, Wu Qiuyu has faced enormous mental pressure in the detention environment. The poor detention environment and inadequate material conditions have caused her to suffer pathological amenorrhea for the past seven months. The detention center has turned a blind eye to this and shown indifference, allowing Wu Qiuyu’s health to continue deteriorating.
The head of the Supervision Detachment, as well as the director and police officers of the detention center, have statutory duties and should arrange for professional doctors to provide Wu Qiuyu with targeted treatment. However, the aforementioned personnel have been negligent in exercising their statutory duties, constituting dereliction of duty; subjectively, the possibility that they have disguised the abuse of a person under detention cannot be ruled out.
The representative believes that the detention center houses many detainees in a cramped environment, with lights kept on throughout the night, preventing persons under detention from sleeping peacefully. Sanitary conditions are extremely poor, there is no privacy when using the toilet, and the food is monotonous and lacking in nutrition. Overall, the detention conditions are unsuitable for the treatment and recovery of Wu Qiuyu’s illness. Wu Qiuyu poses no personal danger or social harm, and her condition is serious; the case-handling authorities should immediately release her on bail pending trial.
Based on the foregoing facts and grounds, the complainant believes that the complained-against entities and individuals have seriously violated the provisions of the Criminal Procedure Law and the Provisions on Procedures for Public Security Organs Handling Criminal Cases. The relevant personnel are suspected of unlawful acts including abuse of power, dereliction of duty, and abuse of persons under detention; where the circumstances are serious, they may be held criminally responsible.
To protect the complainant’s lawful rights from infringement, the complainant hereby files a complaint against the aforementioned personnel who handled the case unlawfully, and requests that the relevant authorities investigate and correct the unlawful conduct in accordance with law, pursue the legal responsibility of those responsible in accordance with law, and notify the complainant and the representative.

The Kunming Shijixincheng Christian Church case will hold a pretrial conference on September 2, 2026, with trial scheduled to begin September 16. Authorities raided a church gathering on April 12, taking preacher Yu Shaolin, Li Qun and Luo Ping into custody. The three were formally arrested on May 20 on suspicion of “organizing an illegal gathering” and are held at Guandu District Detention Center.

Zion Church’s Open Prayer Letter Urging the Beihai Yinhai District Court to Immediately Release Wang Zhong and Wu Qiuyu
Zion Church said the Beihai Yinhai District Procuratorate indicted its “10·9” case on July 17, 2026, but a planned August pretrial conference and trial were postponed after lawyers protested. Eight pastors and co-workers remain detained on fraud and/or illegal business operations charges. The church said Wang Zhong’s bail requests were denied despite severe heart disease and his father’s death, while Wu Qiuyu remains separated from her two young children.
