Qin Yongpei: Extra! A Bit of Self-Promotion—My Vision and Appeal

To all those who have been wronged、and all friends who care about the rule of law in China：

This is what lawyer Yu Wensheng and I discussed yesterday，and it is also the top priority currently under consideration by our non-lawyer group。

I，Qin Yongpei，was framed and arrested by public power for representing sensitive cases and speaking up for the weak，and ultimately lost my law license。Today，together with Zhou Shifeng、Yu Wensheng、Wen Donghai、Chen Keyun、Wang Liqian、Xie Yang、Ren Quanniu and a group of other lawyer brothers who were similarly framed，I have become a “non-lawyer”。But we have never regretted it，nor have we ever given up。

On the contrary，these ordeals have become our most valuable asset。Having been given such a “massive investment” in publicity by public power，each of us “non-lawyers” now has an influence far exceeding that of 100 ordinary lawyers。Ten such non-lawyers joining forces as a group have an influence far greater than that of 10,000 ordinary lawyers。This is the cruel reality created by the current judicial environment。

Precisely because of this，if major wrongful cases arise anywhere in the country，it will be difficult for any other lawyers to provide substantive assistance if a non-lawyer team like ours is not engaged。If those entrepreneurs、businesspeople and officials who have been wronged are sufficiently smart，they will certainly choose our non-lawyer team without hesitation——this is their wisest and most reliable choice。

These brothers and I have decided to join hands in establishing a professional legal company and forming a Lawyers’ Justice Alliance，providing the strongest possible protection for major wrongful cases across the country through the approach of “banding together for mutual support and greater impact”。This is not empty talk，but a pragmatic、feasible vision capable of truly changing the fate of those involved in these cases。

We will operate as follows：

The legal company will adopt a broker model based on contingency representation。We will not charge clients high fees in advance，but will carefully select the most responsible、brave and professional lawyers for each client and form the best defense team。Only when we have genuinely achieved the client’s anticipated goals and effectively protected their lawful rights and interests will we charge reasonable fees in accordance with the law。Clients will not have to spend a penny unnecessarily，truly achieving a “zero-risk” engagement。

When a case involving the confiscation of huge amounts of property、a wrongful organized-crime case or a major human rights case arises，our team will take it over as a whole。Several senior “non-lawyers” will jointly assess and direct the case，while the team will uniformly train the client’s relatives and friends to appear in court as auxiliary defense representatives，deeply investigate the truth、organize the evidence and expose procedural violations。An individual lawyer may be isolated and powerless，but when these nationally renowned forces for justice speak out collectively，any judicial personnel attempting to render a lawless judgment will face enormous pressure。The truth about the case will rapidly spread throughout the country through professional channels，and every improper action by a judge could become the focus of oversight by hundreds of millions of members of the public。No matter how powerful “Gao” is，he cannot block the spread of the truth。

This is our core value：

At a time when the current judicial environment is particularly恶劣，this is precisely when our group can play its greatest role。Relying on our collective reputation，we can make judges afraid to violate the law with impunity and firmly safeguard clients’ lawful property。A dual-defense model pairing one relative or friend with a team-selected lawyer both protects rights and interests efficiently and enables relatives and friends to speak out effectively after professional training。

For clients，this is the greatest guarantee of their interests；for us，this is a completely new and expansive stage；for society and the judiciary，this is a positive force driving progress。“Where there is loss，there must also be gain”——the wrongful imprisonments we have endured and the framing we have suffered have now been transformed into the strongest public credibility and influence。We are more powerful、happier and filled with a greater sense of mission than ever before。

As early as September 2018，I planned to establish the “China Lawyers’ Post-Club”，and today this vision is becoming reality。This Lawyers’ Justice Alliance is not about confrontation，but construction。Through professionalism、unity、courage and an innovative contingency-representation model，it will promote the judiciary’s progress toward fairness and transparency，enabling every citizen to truly feel equality and hope before the law。

Wronged entrepreneurs、businesspeople and officials，when you face the improper confiscation of huge amounts of property or find yourselves isolated and without support in court，please remember：our non-lawyer team is here。We will use all our experience、influence and wisdom to provide you with a safety net、speak out for you and hold the line。
