Beijing military wife and rights defender Guo Likun criminally detained, family still has not received legal notification after nearly a month

(Rights Defense Network Information Center report)On August 23, 2026,this outlet learned:Beijing military wife and rights defender Guo Likun was criminally detained after traveling to Beidaihe on July 29, 2026,and nearly a month has now passed,but her family has still not received any legal notification。

It is reported that,76-year-old Guo Likun took a train to Beidaihe on the morning of July 29,to attend the annual gathering of former comrades。But at Beidaihe Railway Station, Guo Likun was intercepted and detained before she had even exited the station,and that evening,two police officers, including Huang Jichen (name as heard) of the Lize Police Station under the Fengtai District Public Security Sub-bureau in Beijing,were ordered to drive her back to Beijing,after which Guo Likun was out of contact with her family。 After Guo Likun’s family called the 12345 hotline to lodge a complaint,the police officer handling the case vaguely stated that Guo Likun had been criminally detained,but refused to disclose the suspected offense、the case-handling unit、or the place of detention。 Worried about her safety,Guo Likun’s family speculated that she might be at the Beijing Fengtai Detention Center,and went there to inquire and deliver medicine、the detention center accepted the items delivered by the family,confirming that Guo Likun was being held at the Fengtai Detention Center。In other words,Beijing police did not notify the family of Guo Likun’s place of detention,Beijing police did not notify the family as required by law,and the family had to find it themselves。Nearly a month after Beijing police took Guo Likun away,her family still has not received legal notification,and does not know what offense she was arrested for or which unit is handling the case。

Guo Likun went to Beidaihe,but was intercepted and detained before she had even exited the railway station and was subsequently sent back to Beijing,and in this process,the only thing she did was take a train from Beijing to Beidaihe,so a 76-year-old woman is to be criminally detained merely for taking a train,has the phrase “fabricating a charge” already reached such an outrageous degree?In addition,Huang Jichen (name as heard),the police officer from Fengtai’s Lize Police Station who brought Guo Likun back to Beijing,had previously treated Guo Likun in a rude and brutal manner;and when Guo Likun was first detained at the Beijing Fengtai Detention Center in 2021,to prevent an accident caused by case-handling personnel interrogating the woman in her seventies continuously day and night,the center once forced Guo Likun to drink an entire bottle of quick-acting heart-rescue pills,which resulted in Guo Likun vomiting blood。In view of this,the family is extremely worried about Guo Likun’s current condition。

Profile of Guo Likun:Female,born on July 27, 1950,a native of Beijing,former resident of Compound No. 5, Dongdajie, Fengtai District, Beijing (Navy),of Mongolian ethnicity,retired doctor,and naval military wife who defends her rights。

In 2011, corrupt naval officials turned the housing of the “cadres’ rest home” for retired military cadres,namely the Navy Wanquansi residential compound,into a shoddy construction project for profit。This left Guo Likun and her husband unable to move into the dangerous housing, whose walls were cracked and which had electrical leakage, water seepage and numerous hazards,and they were consequently forced to move out by various means,including having their water, electricity, gas and heating supplies cut off,as well as having their home and property damaged and destroyed。

On July 9, 2015, the original home of Guo Likun and her husband was forcibly demolished。During the forced demolition, Guo Likun’s husband, Ji Zhuotu (former director of the Logistics and Technology Department of the Naval Aviation Force, who had participated in the War to Resist U.S. Aggression and Aid Korea in his early years and was a military cadre who had made outstanding contributions to national defense science and technology),was beaten by those carrying out the demolition at the age of 80, suffering bone and organ injuries in multiple parts of his body and having four teeth knocked out,and he lost consciousness at the scene in serious condition before being taken to the Naval General Hospital for emergency treatment。The hospital subsequently issued critical-condition notices several times,until he died in grief at the hospital on January 5, 2018。

Over the past 15 years,Guo Likun has exhausted all the various official channels established for defending rights,but these government positions, established at great cost to the people,and these government agencies, written in lofty terms in reports and invoked by bureaucrats in their slogan of “serving the people,” all become mere ornaments once ordinary people turn to them for help。When Guo Likun went to them to present her grievances, she not only received no response,but instead became a target of the authorities’ “stability maintenance” efforts and was subjected to retaliation by corrupt officials in collusion with these departments。

On June 15, 2020,Guo Likun went to the Beijing Jinghai Building, where the Central Military Commission inspection team was located, to petition and was violently beaten, injuring her neck, lower back and thigh;in September 2021,Guo Likun was again criminally detained by Fengtai District police for petitioning, on suspicion of “picking quarrels and provoking trouble,” and held at the Beijing Fengtai District Detention Center。She was not released until March 15, 2023, a year and a half later。On July 29, 2026, she was arrested again and immediately criminally detained, and is being held at the Beijing Fengtai Detention Center。
