76-year-old Beijing rights-defending military wife Guo Likun, who was criminally detained, released on bail

(Rights Defense Network Information Center report) On September 13, 2026, this outlet learned that Guo Likun, a 76-year-old Beijing rights-defending military wife who was criminally detained after traveling to Beidaihe on July 29, 2026, has been released on bail.

Profile of Guo Likun: Female, born on July 27, 1950, a Beijing native, formerly a resident of No. 5 Dongdajie Courtyard, Fengtai District, Beijing (Navy), of Mongolian ethnicity, a retired doctor, and a rights-defending Navy military wife.

In 2011, corrupt Navy officials, seeking profit, turned the housing of the “cadre rest home” for retired military cadres (namely, the Navy’s Wanquansi residential community) into a shoddy construction project. As a result, Guo Likun and her husband were unable to move into the dangerous home, which had cracked walls, electrical leakage and water seepage, and was full of hazards. They were then forced to move out through various means: not only were their water, electricity, gas, and heating supplies cut off, but their home and property were also damaged and destroyed.

On July 9, 2015, the couple’s original home was forcibly demolished. During the forced demolition, Guo Likun’s husband Ji Zhuotu (formerly director of the Logistics and Technical Department of Naval Aviation, who had participated in the War to Resist U.S. Aggression and Aid Korea in his early years and was a senior military cadre who had made outstanding contributions to national defense science and technology) was beaten by those carrying out the demolition at the age of 80, suffering multiple bone and internal-organ injuries throughout his body. Four of his teeth were knocked out, and his injuries were so serious that he lost consciousness at the scene and was rushed to the Navy General Hospital for emergency treatment. The hospital subsequently issued critical-condition notices several times, until he died in grief at the hospital on January 5, 2018.

Over the past 15 years, Guo Likun has exhausted all the various official channels established for rights defense. However, these government posts, established at great expense from the people’s hard-earned money, and these government agencies, written grandiloquently into reports and hanging from bureaucrats’ lips as “serving the people,” all become mere window dressing once ordinary people turn to them for help. When Guo Likun went to them to convey her grievances and demands, not only did she receive no response, but she instead became an object of the authorities’ “stability maintenance” efforts and was subjected to retaliation by corrupt officials in collusion with these departments.

On June 15, 2020, Guo Likun went to Beijing’s Jinghai Building, where the Central Military Commission inspection team was located, to petition and was brutally beaten, injuring her neck, lower back, and thighs. In September 2021, Guo Likun was again criminally detained by Fengtai District police for “the crime of picking quarrels and provoking trouble” because of petitioning, and was held at the Fengtai District Detention Center in Beijing. She was not released until March 15, 2023, a year and a half later. On July 29, 2026, she was arrested again and immediately criminally detained, and was held at the Beijing Fengtai Detention Center. It was learned in September 2026 that she had been released on bail.
