Xing Dongmei: A female Falun Gong practitioner from Dashiqiao City, Yingkou City, Liaoning Province. Xing Dongmei has been repeatedly arrested and detained by CCP personnel and was illegally sent to forced labor twice: She was sent to forced labor for two years around 2001; on July 23, 2007, she was again abducted and her home was ransacked, after which she was sent to forced labor for two years.

The Dashiqiao City Public Security Bureau conducted cellphone surveillance and tracking of local Falun Gong practitioners for as long as half a year, and carried out a coordinated arrest operation on November 25, 2025. The Criminal Police Brigade alone dispatched more than 20 police officers.
