Case details and profile of Ms. Wang Guaiyan, a Falun Gong practitioner from Baoji, Shaanxi, sentenced to four years
((Report by the Information Center of Rights Defense Network) On March 24, 2026, this outlet learned the case details and profile of Ms. Wang Guaiyan, a Falun Gong practitioner from Baoji, Shaanxi, who was sentenced to four years. They are reported as follows:
Wang Guaiyan:Female, born in September 1963, from Baoji, Shaanxi Province; former teacher at Baoji Vocational and Technical College; a Falun Gong believer; and a detained prisoner of conscience in China。
She began practicing Falun Gong in 1997, and since the Chinese Communist Party began persecuting Falun Gong in July 1999, she has faced harsh suppression for persisting in her faith. She was repeatedly forcibly sent to “brainwashing classes,” imprisoned in reeducation-through-labor facilities and prisons, and forced into homelessness several times; her school also suspended her teaching privileges and withheld part of her salary because she persisted in practicing and believing in Falun Gong, paying her only one-fifth of her regular salary;
In August 2001, she went to Beijing to appeal against the injustice suffered by Falun Gong and was arrested by the police of Weibin District, Baoji City, and sentenced to three years of reeducation through labor. She was subsequently detained at the Shaanxi Women’s Reeducation-Through-Labor Facility; she was subjected to torture during her detention; when her reeducation-through-labor term ended, she should originally have been released, but the term was maliciously extended by another three months before she was finally released;
She was arrested in July 2009 and was subsequently handed a harsh six-year sentence by the Weibin District Court of Baoji City for the “cult crime.” She was sent to Shaanxi Women’s Prison in 2011 to serve her sentence; she was again subjected to brutal torture in prison and was not finally released until September 2015; on June 20, 2016, she was arrested again by police from the Shenlong Police Station of Weibin District, Baoji City, while posting Falun Gong leaflets in an outdoor neighborhood, and was immediately criminally detained at Baoji No. 2 Detention Center; on October 27 of the same year, her case was tried at the Weibin District Court of Baoji City, after which she was again sentenced to one year in prison for the cult crime. She was released after completing her sentence on June 18, 2017; in May-June 2018 and June 2019, she was again arrested several times by local police and placed under administrative detention;
On October 12, 2023, she was again arrested by police from the Dongfeng Road Police Station in Jintai District, Baoji City, on the charge of “cult.” Her home was searched, and her personal belongings, including her computer, mobile phone, USB drive, and clothing, were all taken away; later, because she failed the medical examination, Baoji No. 2 Detention Center refused to accept her, so following this arrest she could ultimately only be temporarily released home on “bail pending trial”;
On April 11, 2024, while studying at the home of fellow believer Chai Xiufang, she was suddenly attacked following a joint break-in by police from Weibin and Jintai districts and the Dongfeng Road and Weigong Road police stations. She and five other people, six in total, were all taken away on the grounds that they were secretly studying the “cult” Falun Gong and detained at Baoji No. 2 Detention Center; her case was subsequently framed and submitted to the Jintai District Procuratorate and Jintai District Court of Baoji City; on September 25, 2024, her case was heard at the Jintai District Court of Baoji City, followed by another hearing on October 29, but no verdict was issued for a long time; on April 21, 2025, it was learned that the court had sentenced her to four years in prison for “using a cult organization to undermine implementation of the law” and fined her 16,000 yuan; dissatisfied with the verdict, she has already filed an appeal; meanwhile, her daughter, who has been living in Japan, issued an appeal calling on the Chinese Communist Party authorities to promptly release her mother, who was wrongfully sentenced solely for pursuing freedom of belief。
She is currently detained at Baoji No. 2 Detention Center。 Her sentence ends on: April 10, 2028:

Chow Hang-tung: Statement of Plea
The author rejects a 206-page judgment that, they argue, treats belief in ending one-party dictatorship as unconstitutional and criminal. They say law cannot control thoughts, condemn obedience to authoritarian power, and describe ending one-party dictatorship as a responsibility of Hong Kong and Chinese people.
