Fu Juan: Female, born in 1984, from Gan County, Shaanxi Province, Christian, fellow worker and preacher at Xi'an Abundant Christian Church in Shaanxi, one of the victims in the “Xi'an Abundant Church case,” and a Chinese prisoner of conscience in custody.
Because of her faith in Jesus Christ, she has long handled reception, visits, financial assistance, and daily administrative tasks at Xi'an Abundant Church; because she is quiet and meticulous, she mainly took responsibility at the church for recording offerings, organizing accounts, and assisting pastors with their work, and lived a very simple life; before the church case erupted in 2022, she had always served at the church in a gentle and low-key manner, and was regarded by the congregation as a steady and reliable fellow worker and “a faithful, dependable person who never argues”; after the CCP's new Regulations on Religious Affairs began to take effect, Christian house churches across the country faced unprecedented crackdowns and persecution, and the church she belonged to was also subjected to a severe crackdown; beginning on July 20, 2021, her church's gatherings were repeatedly disrupted, and large numbers of church members were suddenly summoned and questioned multiple times by police from the Shilipu Police Station in Baqiao District, Xi'an; some female church members were insulted and threatened, while some male church members were insulted and beaten, and many church members' homes were searched; according to reports, the police crackdown was an attempt to coerce believers into giving false testimony to accuse the church's pastors of fraud and spreading an evil cult, and to demand that they fabricate false information about church offerings;
On August 17, 2022, she and two pastors surnamed Lian, along with three other church coworkers, were forcibly taken away by local police and their homes were searched; although the six were later released, the next day she and the church's pastors Lian Changnian and Lian Xuliang were again taken away by police in Baqiao District, Xi'an, and placed under residential surveillance at a designated location on suspicion of “fraud”; her child was frightened by the police and left with psychological trauma after the mother was taken away and the child was threatened; on August 19, the Xi'an Civil Affairs Bureau swiftly issued a notice banning her Abundant Church, stating the grounds as: “illegal gatherings, illegal fundraising, and an illegal venue”; in February 2023, all three were converted to criminal detention by police in Baqiao District, Xi'an, on the same charge; their defense lawyers were subsequently able to meet with them at the Baqiao District Detention Center in Xi'an and learned that they had been tortured and abused while held in secret custody; on March 23 of the same year, she was formally arrested by the Baqiao District Procuratorate in Xi'an on suspicion of “fraud”; after the Xi'an Municipal Procuratorate approved two extensions of their detention, their case was transferred by the procuratorate to the Baqiao District Court in Xi'an at the end of January 2024, with the alleged amount totaling 390,000 yuan; on February 7, 2025, a pretrial conference was held in the case against the three at the Baqiao District Court in Xi'an, but the trial was subsequently postponed; on April 12, the three were granted release on bail pending trial; on November 2, 2025, they were again taken into custody under the same charge;
It was learned in August 2026 that she was ultimately sentenced by the Baqiao District Court in Xi'an to 3 years and 6 months in prison for “fraud”; according to reports, her health deteriorated at one point while she was in the detention center and prison, but she continued to hold fast to her faith and pray; she had therefore spent the first six months under residential surveillance at a designated location, so her sentence was calculated at “one day of the sentence for every two days,” and her term runs until December 5, 2026. On September 4, 2026, more than 100 police surrounded about 50 people preparing for Beijing Jiaquan Church’s 20th-anniversary celebration in a hotel conference room. Pastor Zhou Zixun and seven church workers were later criminally detained on fraud charges, according to an open prayer letter by Choi Jin-young, Zhou’s wife. Choi said she has been unable to enter China for three years and urged people to pray for those detained.
