Liu Fanqin:A Falun Gong practitioner from Chongqing, born in 1951, and aged 75 in 2026。 A retired cadre of the Chongqing Optical Instrument Factory。 She began practicing Falun Gong in May 1994, and in July 1999, the Chinese Communist Party launched an all-out persecution of Falun Gong。 Because she persisted in her faith, Liu Fanqin was persecuted multiple times: In January 2000, she went to Beijing to petition for redress for Falun Gong, and after being taken back by the Chongqing liaison office in Beijing, she was subjected to 1 year and 9 months of re-education through labor。 In June 2003, she was arrested for exposing the rape case of Wei Xingyan, a prominent female graduate student and Falun Gong practitioner。 During her detention, police from the Dadukou District Public Security Bureau in Chongqing subjected her to the torture of “stretching and shackling suspension,” causing both arms to become disabled。 She was subsequently sentenced to 9 years and detained at Chongqing Women’s Prison。

On April 27, 2025, Liu Fanqin was arrested by police for continuing to preach Falun Gong, and was detained at Beibei Detention Center。 She was then criminally detained。 She was formally arrested after only 15 days。 On September 11, 2025, she was indicted。 In November 2025, Liu Fanqin was sentenced to 2 years and 6 months。 Liu Fanqin was already 74 years old when she was arrested, and prolonged persecution had caused severe damage to her health。 Both arms had once again almost completely lost their function, she was unable to care for herself, and she clearly did not meet the conditions for incarceration。 However, the officials in charge of Beibei Detention Center and Chongqing Women’s Prison, in defiance of their consciences, slandered her by claiming that she was “pretending to be ill,” and forcibly transferred the 75-year-old, disabled woman who was unable to care for herself to Chongqing Women’s Prison to serve her sentence。 Her sentence runs until:October 26, 2027。
