The Haimen District Public Security Bureau of Nantong City, Jiangsu Province, deemed Xu Jian’s petition registration in Beijing to constitute disruption of order at a work unit and imposed an eight-day administrative detention penalty

On July 27, 2026, this outlet learned that the Haimen District Public Security Bureau of Nantong City deemed Xu Jian’s petition registration in Beijing to constitute disruption of order at a work unit and imposed an eight-day administrative detention penalty.

On July 23, 2026, the Haimen District Public Security Bureau of Nantong City issued Xu Jian an administrative detention penalty of eight days on the grounds that his visits to and registration with the Ministry of Public Security on April 27, 2026, the Supreme People’s Court on April 28, 2026, and the National Public Complaints and Proposals Administration on June 30, 2026, had disrupted order at a work unit.

According to Xu Jian’s wife, Zhu Peijuan, the administrative penalty imposed on her husband Xu Jian by the Haimen District Public Security Bureau was entirely retaliation and persecution for Xu Jian’s lawful efforts to defend his rights. Zhu Peijuan and Xu Jian lived and traveled together in Beijing, and their visits to and registration with the Ministry of Public Security, the Supreme People’s Court and the National Public Complaints and Proposals Administration were all conducted in accordance with laws and regulations. They queued up and registered in an orderly manner as required, committed no illegal acts, and were not dealt with in any way by the Beijing police. After Zhu Peijuan returned home, she was not punished by the local police, whereas Xu Jian was taken away by the Sanxing Police Station as soon as he got off the train at Haimen Station.

Zhu Peijuan said: “The Law of the People’s Republic of China on Public Security Administration Punishments does not stipulate that citizens’ visits to and registration with central state organs constitute an illegal act of disrupting order at a work unit. Even if it were a ‘super’ visit to and registration with a central state organ, it would not constitute an act of disrupting order at a work unit. The Haimen Public Security Bureau’s decision on the administrative penalty directly deemed Xu Jian’s normal queuing visit to and registration with the Ministry of Public Security, the Supreme People’s Court and the National Public Complaints and Proposals Administration to constitute an illegal act of disrupting order at a work unit under relatively serious circumstances. It has neither a factual basis nor a legal basis and is nothing less than blatant abuse of power and retaliation.” Zhu Peijuan appealed to the media and journalists to pay attention to the persecution her and her husband had suffered while defending their rights, and to report on and expose the abuse of power and perversion of justice by public authorities in Haimen, Nantong.
