On the afternoon of July 22, 2026, Haimen, Nantong petitioner Zhu Peijuan posted a message on WeChat, saying that she and her husband Xu Jian had arrived in Beijing at the end of June, and returned together from Beijing to Haimen, Nantong, this afternoon, she arrived home safely, while Xu Jian was taken away at Haimen Station by the Sanxing Police Station of the Haimen District Public Security Bureau of Nantong Municipality in a private car(license plate Su F:DD0403) without any legal documents being presented, Zhu Peijuan went to the Sanxing Police Station to inquire, and learned that her husband Xu Jian had been detained at the police station on the grounds of “disturbing the order of a work unit”。 Zhu Peijuan believes that she and her husband committed no illegal acts in Beijing, even if they had committed an illegal act, it should fall under the jurisdiction of the Beijing police, and believes that certain leaders of the Sanxing Town Police Station abused their authority to suppress and retaliate against Xu Jian。

I am Zhu Peijuan from Haimen District, Nantong Municipality, Jiangsu Province, and at the end of last month I went to Beijing together with my husband Xu Jian(ID card: 320625196501111617, telephone: 18252859770)。 We also returned together today。 My registered residence belongs to Haimen Subdistrict, while Xu Jian's registered residence belongs to Sanxing Town, Haimen District, when Xu Jian arrived at the station, he was picked up by a private car with the license plate Su F:DD0403, but we never expected that he would be taken directly to the Sanxing Police Station。 The Sanxing Police Station is now holding him inside the station on the grounds of “disturbing the order of a work unit”, and he still has not returned。
Even if Xu Jian had engaged in any relevant conduct, the incident took place in Beijing, and it should properly be handled according to law by the local public security authorities in Beijing, while the Sanxing Police Station has no authority to handle it beyond its jurisdiction。 Moreover, we did not engage in any conduct that disturbed the order of a work unit at all, and the two of us traveled to and returned together throughout, yet the results were completely different after we returned, this is the continued suppression and retaliation by certain leaders of the Sanxing Town Police Station in Haimen District against Xu Jian personally through an abuse of authority。
