Agents in the Duan Hua case Wen Donghai and Wang Ligan forcibly summoned by officers from the Lingui Police Station of the Lingui Branch of the Guilin Public Security Bureau

On July 24, 2026, this outlet learned that Wen Donghai and Wang Ligan, agents in the Duan Hua case, were forcibly summoned by officers from the Lingui Police Station of the Lingui Branch of the Guilin Public Security Bureau.

On the afternoon of July 22, 2026, prominent legal professionals Wen Donghai and Wang Liqian, acting as entrusted representatives for the family of the “Duan Hua case” in filing complaints, went to the Guilin Municipal Commission of Supervision in Guangxi to legally submit complaint materials concerning suspected disciplinary and legal violations by Huang Wenqing, president of the Lingui District Court, and Nie Huayu, vice president.

According to information previously disclosed by Wen Donghai, on-site staff of the Commission of Supervision refused to accept the materials and were unwilling to process them on the grounds that the matter involved litigation-related legal issues. The two sides engaged in nearly three hours of negotiations and communication on site. During the negotiations, the two sides had a verbal altercation, after which staff of the Commission of Supervision called the police. Subsequently, the Lingui Police Station of the Lingui Branch of the Guilin Public Security Bureau dispatched several officers, including Su Zihua, to the scene and forcibly summoned Wen Donghai and Wang Liqian to the Lingui Police Station, claiming that they intended to impose public-security penalties on the two. The two were later released.

Wen Donghai issued the following account of the matter: Today, Wang Ligan and I submitted complaint materials to the Guilin Municipal Commission of Supervision, but a member of the Commission’s staff (apparently named Wang Zefu) said that this involved litigation-related legal issues and would not accept or process the materials. He also firmly refused to tell us his name. In order not to accept the materials, he deliberately misread the statutory provision, omitting the words “transfer,” and Wang Ligan asked him to show us the Supervision Law, but he refused to do so. However, according to the Supervision Law and the Regulations on Letters and Visits, even if the matter is not under their jurisdiction, they should first accept the materials and then transfer them to the authority with the power to handle them. Moreover, as Huang Wenqing and Nie Huayu are the president and vice president of the court, their multiple illegal acts are certainly also suspected of disciplinary violations and must fall within the jurisdiction of the Commission for Discipline Inspection.

We argued with him all afternoon, for nearly three hours, but he simply refused to accept the materials. In our anger, I said that with this work style, he would be better off going to eat shit. Wang Ligan said, “If you are a human being, then read Article 30 of the Supervision Law. If you do not dare to read it, then you are an animal.” He reported that we had insulted him, and Su Zihua and several other officers from the Lingui Police Station of the Lingui Branch of the Guilin Public Security Bureau forcibly summoned us to the police station, saying that they would impose public-security penalties on us.

They can wantonly frame lawyer Duan Hua and can turn a blind eye to laws written in black and white, but when it comes to our demands, not a single gesture can be wrong.
