Yang Caiying: A Complete Record of the Brutal Human Rights Violations Suffered by My Mother, Xu Dongqing

My mother, Xu Dongqing, is now comatose、and has lost the ability to swallow。I hope she can forget all the suffering inflicted on her by the Chinese Communist Party,including:the violent beatings by Jintan police、the intimidation and threats by Changzhou state security officials、and the deceptive prosecution and sentencing by Jintan prosecutors and judges…But whether or not she forgets,I will record each of these tragic experiences in the record:

Background to the persecution:

In 2009,the Jiangsu authorities fraudulently expropriated our land。In 2013,the authorities hired gangsters to smash things with iron rods and forcibly relocate us(Kyodo News reported on this)。In 2014,because we reported to the police and asked them to stop a state-owned enterprise from obstructing access roads,my younger sister was detained in retaliation。In 2016,the authorities illegally seized the land and destroyed the trees growing on it,without following the legally prescribed expropriation procedures,the police and procuratorate fabricated facts and refused to file a case,claiming that the land had already been expropriated and become state-owned。

In 2017,my father, Yang Guoliang, was defrauded of all his savings by Tang Xiaojun, president of the Hengjie Sub-branch of the Bank of China in Jintan,and the Jintan Public Security Bureau branch, in retaliation, failed to take action after filing a case。

For more than a decade, our entire family has sought redress through the courts for the aforementioned unlawful violations of our rights,but because the Chinese Communist Party is above the law and the administration interferes in the judiciary,we have been unable to obtain fair treatment。

Beatings and abductions、denial of medical treatment:

On February 13, 2023,my mother and my younger sister, Yang Li, went to Peking University First Hospital for medical treatment。While waiting for their appointment at the specialist outpatient clinic,they went to the National Public Complaints and Proposals Administration to submit materials and petition。Two days later,without showing any identification or legal documents,the two were forcibly abducted and taken back to Jiangsu by local police and government employees,and their plans for medical treatment were forcibly interrupted。

Afterward,the authorities installed more than a dozen surveillance devices around the house and used a small surveillance hut to monitor the entire family around the clock。

To fight for their right to receive medical treatment,the two went to Beijing more than 20 times,and each time they were beaten and abducted by plainclothes police dispatched by the authorities,and were repeatedly subjected to detention and punishment as well as torture and forced confessions,in an effort to coerce them into abandoning their legitimate right to travel to Beijing for medical treatment and petitioning。Among these incidents,the most brutal instances of violence were:

On April 5, 2023,my mother and my younger sister had scheduled specialist appointments at the nephrology and cardiology departments of Peking University First Hospital in Beijing,but as soon as they arrived at Beijing South Railway Station by high-speed train, they were violently beaten and abducted by people dispatched by the authorities,who told them that the local government had ordered the beatings。

On September 6, 2023,the two were receiving inpatient treatment at Peking University First Hospital。After my sister had just finished her specialist appointment, but before she had time to obtain her medication,she was forcibly taken back to Jiangsu by plainclothes police dispatched by the authorities and subjected to torture and forced confession and detention。My mother was then tied to a stretcher with a bedsheet by plainclothes officials disguised as medical staff while she was in her hospital bed,and was forcibly taken in a fake ambulance with only an outer shell and abandoned by the roadside near her home。During the journey, which lasted more than 10 hours,she was not untied for a single moment。

On September 14, 2023,Lu Qiuming, secretary of the Jintan District Party Committee, told us that the orders to prevent them from seeking medical treatment and petitioning came from the director of the Jiangsu Provincial Public Complaints and Proposals Administration and the secretary of the Changzhou Municipal Party Committee,and told us that our entire family had been placed on a list of “key personnel” for tracking and surveillance。

After that、every time the two went to Beijing,whether for medical treatment or petitioning,they were subjected to increasingly violent beatings。The police officers who beat them said bluntly:it was an order from senior officials and they had no choice but to beat them。Each time they were detained and punished,the police handling the case would also tell them:it was an order from senior officials and they could only carry out the detention。

On March 7, 2024,my sister went to Beijing and was beaten unconscious by police dispatched by the authorities, whose faces were covered with masks and sunglasses。The following night,under cover of darkness, the authorities sent my sister back while she was still unconscious。That same day,the authorities dispatched 40 to 50 people every day to monitor my family around the clock。Late at night on the 10th,my father was injured when surveillance police threw stones at him outside the door,and the injury required him to be hospitalized for more than a month。

Because my family continued to be subjected to violence,my mother’s heart condition worsened in April 2024 and she fell into a coma and required emergency resuscitation。After she regained consciousness,the local hospital said it lacked the capacity to treat her and that she needed to be transferred to Peking University First Hospital for continued treatment。On the 17th,the two went to Peking University First Hospital,but when they arrived at Beijing South Railway Station they were again intercepted by plainclothes police。After reporting the matter to Beijing police and seeking help,they were taken to Jiujingzhuang Assistance Center, which is under the Beijing municipal government。In the center’s compound,my mother and sister were pinned to the ground and beaten by more than a dozen local police officers until they cried for help。More than a dozen Beijing police officers and security personnel were also present,but no one came to their aid。Afterward,the two had their identity documents seized and were forcibly taken back to a local police station,where my sister continued to be subjected to torture and forced confession and detention,and her arms were still covered in injuries when her detention ended。

Because my mother was beaten and abducted over a long period and prevented from receiving medical treatment,her heart disease and hypertension continued to worsen and she suffered repeated attacks requiring emergency treatment。During this period, my sister’s kidney disease also rapidly worsened to stage 4。My family began trying to seek help from Xi Jinping, the top leader of the Chinese Communist Party。Instead, however, they faced even more brutal criminal persecution。

In July 2024,my mother was placed under criminal detention by the authorities for 30 days,during which she was deprived of medical care、subjected to forced labor、subjected to the torture of sitting cross-legged for long periods、subjected to food abuse、force-fed large quantities of unidentified drugs、and, because she used the toilet outside the designated time due to diarrhea, punished by being denied the use of water for several days…

Detention and torture:

In October 2024,my mother and sister were criminally detained by the authorities on suspicion of picking quarrels and provoking trouble。After 37 days, they were charged with allegedly disrupting the working order of state organs。In May 2025,people familiar with the matter told us that the criminal case against my mother and sister was suppressed on the personal orders and instructions of Li Yaoguang, secretary of the Jiangsu Provincial Political and Legal Affairs Commission, and deputy secretary Liang Yibo。

In July 2025,my mother fell into a coma and received emergency treatment at the Changzhou Detention Center,but the detention center consistently refused to disclose her condition。In April 2026,doctors at Shanghai Huashan Hospital told us that symptoms of a brain tumor had already appeared in July and August 2025。The doctors’ assessment was entirely consistent with my mother’s physical condition。

On September 12, 2025,my mother was sentenced to one year and two months in prison, and my sister was sentenced to one year and three months。

While in detention,both were subjected to torture and inhumane treatment(only my mother is discussed here):

On October 10, 2024,my mother was beaten by people dispatched by the authorities in Beijing until she suffered a heart attack and was refused medical treatment。During the journey, which lasted more than 10 hours,she was denied water and food and prohibited from using the toilet。While she was detained at the police station,the police handling the case still refused to provide water and food。The police said that she would have to beg to have any chance of receiving water and food。My mother did not beg,and as a result received no water or food for two full days。

On October 12, 2024,after my mother was taken to the detention center to serve her detention,she received no treatment when her heart disease and hypertension flared up,and received no treatment for diarrhea that continued for more than 10 days。Every day she was forced to sit cross-legged for long periods without moving,and was forced to sit several times a day。As a result of this torture, her knee joints were damaged and she was eventually unable to walk independently。

Xue Feng, Qi Mingzhi and others from the state security division of the Changzhou Public Security Bureau repeatedly went to the Changzhou Detention Center to mentally intimidate my mother, saying, “We will not only arrest your younger daughter; we will also go to Japan and forcibly bring your elder daughter back.”

Medical condition concealed and medical care denied even after release:

On November 18, 2025,my father, Yang Guoliang, accompanied my mother to Beijing for medical treatment。They were followed and harassed by plainclothes police from Jintan all along the way。After arriving in Beijing, they sought help from Beijing police, but were instead forcibly taken to the police station by the Xichang’an Street Police Station and arbitrarily detained there。That day,my mother fainted, but Beijing police said that she had a good life but did not know how to enjoy it and refused to provide any assistance。My father called 120 for emergency help, but Beijing Second Hospital said that my mother was not ill and refused to admit her。The next day,my parents were forcibly taken back to Jintan by plainclothes officers from Jintan and detained and deprived of their freedom。

On November 29, 2025,my mother was forced to undergo an examination at Jintan District People’s Hospital。On December 3,a CT scan of her head showed an abnormality, but the hospital falsely claimed that everything was normal。Throughout the examination, plainclothes police monitored her around the clock。

On December 15, 2025,my parents went out to seek medical treatment and were violently intercepted as soon as they arrived at Jintan High-Speed Railway Station by more than a dozen plainclothes police officers led by Jiang Yecong and Wang Jun。They forcibly summoned and detained my parents on the grounds that they were “suspected of disrupting public order”。At the case-handling center, my mother suddenly suffered a heart attack, but a police officer named Wan Jia refused to let her take medication。

On December 23, 2025,my mother suffered an attack and was taken to the emergency department of Jintan District People’s Hospital for treatment。The hospital diagnosed cerebral hemorrhage but did not provide active treatment。We strongly demanded that she be transferred to Changzhou First People’s Hospital for emergency treatment。The following day,the doctor told us that the CT scan on December 3 had already shown an “aneurysm”。At that point,the brain tumor remained concealed。

On February 10, 2026,my sister and my parents arrived at Peking University First Hospital。However,because of deliberate interference by the Jiangsu authorities,my sister and parents remained in the hospital corridor and protested for more than 20 days without receiving treatment。At around 3:40 a.m. on March 3,they were forcibly taken back by plainclothes officers from Jintan。All three had their phones seized and confiscated,and from that point not only were their medical rights deprived, but their right to communication was also taken away。

On March 31, 2026,my father, Yang Guoliang, was arbitrarily arrested and detained by Jintan police after going out in the morning。My mother fell and suffered an attack, but Jintan People’s Hospital still concealed her condition, claiming that it was only a minor cerebral hemorrhage, that they could treat it, and refusing our request for a transfer。After five hours of intense struggle, permission was finally granted to transfer her to Shanghai Huashan Hospital。

On April 1, 2026,Shanghai Huashan Hospital confirmed that my mother had a malignant brain tumor, but the optimal time for treatment had already been missed and her condition had entered the late stage。
