Petitioner Gu Lingdi of Jiangxi Subdistrict, Xinwu District, Wuxi, Receives No Response to Written Criminal Report on Organized Crime and Gang-Related Offenses

（Rights Defense Network Information Center report）On August 3, 2026，this website learned that petitioner Gu Lingdi of Jiangxi Subdistrict, Xinwu District, Wuxi, received no response to her written criminal report on organized crime and gang-related offenses。

On June 27, 2026，Gu Lingdi, a petitioner from Qianjin Village, Jiangxi Subdistrict, Xinwu District, Wuxi, sent by mail a “Criminal Report Letter on Organized Crime and Gang-Related Offenses” to Wuxi’s municipal public security, procuratorate, courts and discipline inspection and supervision commission, as well as Xinwu District’s public security, procuratorate and supervision commission, and to such officials and departments as the municipal and district public security bureau chiefs, the municipal Party secretary and the mayor。But as of now（August 3, 2026），Gu Lingdi has received no acknowledgement or information about the handling of her report from any department or official，the letter seems to have disappeared without a trace。

According to Article 110 of the Criminal Procedure Law，any unit or individual that discovers criminal facts or a criminal suspect has both the right and the duty to report or lodge an accusation with a public security organ、the People’s Procuratorate or the People’s Court。A victim who has suffered an infringement of their personal or property rights has the right to report or lodge a complaint concerning the criminal facts or criminal suspect with a public security organ、the People’s Procuratorate or the People’s Court。Public security organs、the People’s Procuratorates and the People’s Courts shall accept reports、complaints and accusations。Those outside their jurisdiction shall be transferred to the competent authority for handling，and the person making the report、complaint or accusation shall be notified；where urgent measures must be taken despite the matter being outside their jurisdiction，urgent measures shall first be taken，after which the matter shall be transferred to the competent authority。

The Provisions on the Procedures for Public Security Organs to Handle Criminal Cases and the Rules of Criminal Procedure of the People’s Procuratorate also contain strict provisions on the acceptance of reports by public security organs and procuratorial organs，requiring them to accept and handle reports promptly。

The Supervision Law of the People’s Republic of China and its Regulations for Implementation、as well as the Rules on the Handling of Petitions and Complaints by Discipline Inspection and Supervision Organs、also contain strict provisions requiring discipline inspection and supervision departments to accept reports、complaints and criminal reports，and requiring supervisory organs to accept reports or accusations in accordance with the law。

However，although Gu Lingdi’s mail sent on June 27, 2026, had all been received by June 28，more than a month has now passed，and no department has accepted the report or contacted her regarding its handling。

It is understood that Gu Lingdi filed the report because she objected to Jiangxi Subdistrict and the Qianjin Village Committee in Xinwu District, Wuxi, abusing public power, hiring organized-crime personnel, and using violent gang-related methods to rob the factory belonging to her and her husband。In June 2000，the government needed to expropriate the land where her factory stood，and with approval from the village and township levels，agreed that she could relocate the factory and rebuild it on the site of the dilapidated plant inside the Qianjin Cultural Supplies Factory，and she signed a “Paid Land Use Agreement” with the Qianjin Village Committee。The construction was completed in May 2001，and under the law at that time，the property built by Zhang Jianzhong constituted lawful property。

Unexpectedly，at the beginning of 2012，the plot where the Zhendong Machinery factory stood again faced demolition and relocation。In order to evade the enormous resettlement compensation，the leaders of Jiangxi Subdistrict and the Qianjin Village Committee racked their brains and stopped at nothing，not only subjecting her to intimidation、threats and harassment，as detailed in the attached “Criminal Report Letter on Organized Crime and Gang-Related Offenses”，but also hiring idlers from society to intimidate、threaten and harass her entire family and the workers。Even worse，they allegedly forged the urban management bureau’s seal，forged urban management enforcement documents，and arbitrarily declared the factory lawfully built by Zhang Jianzhong to be an illegal structure，then used violent gang-related methods to raze the factory and completely plunder all its equipment、products、materials and office equipment。Gu Lingdi and her husband reported this countless times to leaders and government departments at the municipal level in Wuxi、the provincial level in Jiangsu and the central level，but no one has handled it in the past 12 years。

Gu Lingdi and her husband believe in the law and firmly believe in the central government’s rule of law。Under the guidance of a lawyer，she mailed a criminal report letter to Wuxi’s municipal political and legal departments。But she never imagined that the leaders and departments of the entire Wuxi political and legal system，including municipal Party secretary Du Xiaogang、Mayor Jiang Feng、Political and Legal Affairs Commission secretary Zhou Changqing、Discipline Inspection and Supervision Commission secretary Shi Yong、and Public Security Bureau chief Tan Yongsheng，as well as the Wuxi People’s Procuratorate、the Xinwu District Discipline Inspection Commission、the district procuratorate and the district supervision commission，among a total of 11 mailing recipients，all ignored Gu Lingdi’s criminal report letter on organized crime and gang-related offenses and showed complete indifference to her plight。Gu Lingdi is now suffering immensely。

Jiang Moumou, a petitioner from Binhu District, Wuxi, said：“Public power today has already turned into organized crime，starting with the village committees。This is the tragedy of this country。The Communist Party, which claims to the whole world that it is ‘wholeheartedly serving the people,’ racks its brains at the grassroots level to squeeze the people dry and abuses public power by any means to rob and plunder ordinary people’s property，using it to pursue political achievements and GDP targets。Wuxi, this water-town in southern China, has already become a major disaster area for corruption。Because the public coffers are full，officials can use huge sums of money to buy off senior officials and have them serve as protective umbrellas。As a result，petitions from Wuxi now get sent back even when petitioners go all the way to the central government，and there is no response from heaven or earth。”

Huang Moumou, a petitioner from Xinwu District, Wuxi, said：“Now it really is impossible to make heaven respond or earth answer，the central government calls every day for governing the country according to law，but below, people abuse their power and bend the law every day, doing evil and using public power to harm ordinary people。Wuxi’s web of corrupt relationships has already reached the upper levels。Although the Wuxi government has already gone bankrupt，its public coffers are still full，and corrupt officials can use public funds to curry favor with and buy off officials at the provincial level and above。Now, no matter whether the people of Wuxi report matters to the province or to Beijing, no one takes care of them，and they are also persecuted by the black police abusing their power，with labels pinned on petitioners and suppression and entrapment carried out against them。I think that in the end they want to drive all of us into a dead end。”
