Wuxi human rights defender Shen Aibin subjected to retaliatory questioning and home search by Liangxi Public Security Sub-bureau; his ex-wife Lu Yan also summoned and phone confiscated

(Report by the Rights Defense Network Information Center)On April 20, 2026, this outlet learned: Wuxi human rights defender Shen Aibin was subjected to retaliatory questioning and a home search by the Liangxi Public Security Sub-bureau, while his ex-wife Lu Yan was also summoned and had her phone confiscated.

At around 5 p.m. on April 16, 2026, Wuxi human rights defender Shen Aibin was forcibly summoned from his home, where he was under residential surveillance, by the Liangxi Sub-bureau of the Wuxi Municipal Public Security Bureau. He was handcuffed and taken to the Liangxi Sub-bureau’s case-handling center for interrogation. The interrogation concerned two matters: first, the “Statement,” which Shen Aibin had publicly issued regarding the Liangxi police’s deprivation of his right to life and health and the persecution of his physical health by refusing to allow him to seek medical treatment when he fell ill during residential surveillance; and second, the court hearing on April 9. Shen Aibin was asked whether he had posted the above information online. After the statement was recorded, police went to search Shen Aibin’s home. The police believed that the “Statement” had been printed on a computer and suspected that the Shen family had a computer and printer, so during the search they seized the Shen family’s laptop and brand-new printer, as well as the complaint letter Shen had already written. None of these had anything to do with picking quarrels and provoking trouble.

At the same time as Shen Aibin was questioned, his ex-wife Lu Yan was also directly summoned from her workplace, handcuffed, to the Guangyi Police Station of the Liangxi Sub-bureau on suspicion of violating supervision and management regulations. Lu Yan was asked who had posted the “Statement” and information about Shen Aibin’s court hearing on WeChat. Because they had been sent from Lu Yan’s WeChat account, all of Shen’s communications and electronic devices were confiscated.

Because the “Statement” and the hearing information both exposed illegal conduct by the Liangxi Public Security Sub-bureau, they resulted in retaliatory questioning and summonses. Posting the “Statement” and hearing information on WeChat is not itself illegal, but the Liangxi Sub-bureau is attempting to use this to hold Shen Aibin responsible for violating the prohibition on communicating during residential surveillance, and is also attempting to designate Lu Yan as a co-participant in the alleged violation.

It was also disclosed that Shen Aibin is currently under criminal investigation and has been formally placed on file on suspicion of picking quarrels and provoking trouble. He is currently under residential surveillance at home. The case arose from Shen Aibin accompanying another person to the Dongting Police Station of the Wuxi Municipal Public Security Bureau on October 27, 2025, to request a summons warrant, where he was assaulted for no reason in the station lobby by deputy station chief Dai Feng (a second-generation rich person with connections), sustaining a minor injury. Certain judicial figures at the Wuxi Municipal Public Security Bureau and the Xishan Sub-bureau, in order to help Dai Feng cover up and evade criminal responsibility, immediately abused their power by inverting right and wrong and instead placed Shen under investigation for picking quarrels and provoking trouble. The Wuxi Municipal Public Security Bureau then designated the case to the Liangxi Public Security Sub-bureau, which had jurisdiction over Shen’s place of residence. However, the investigation found that the facts on which they had based the filing did not constitute conduct amounting to picking quarrels and provoking trouble at all. This included several other incidents, none of which constituted legally defined acts of picking quarrels and provoking trouble. The relevant videos posted by Shen on WeChat in the course of his daily rights defense likewise did not contain fabricated false information, much less cause serious disruption of public order. Therefore, unless they once again manufacture a wrongful case through perversion of the law for personal ends and continue persecuting Shen, under the law Shen has committed no crime. Shen’s lawyers have repeatedly lawfully requested information from the investigating authorities about the criminal facts attributed to Shen, but to date the authorities have not provided such information as required by law.

A legal professional in Wuxi surnamed Zhan said: “The Wuxi police now want to do everything possible to block news about Shen Aibin and do everything possible to suppress those who speak out for Shen Aibin. This approach is extremely foolish. In today’s era of highly developed information networks, unless you do no evil, you will eventually be exposed. Particularly now, under the rule of law, I urge those judicial figures at the Wuxi police who are acting disgracefully to immediately abandon all evil intentions and stop committing wrongdoing and abusing their power.”
