Real-Name Complaint by Xie Jianhe and Liu Jinhuang: Report Calling for Chen Weihong, Deputy Secretary-General of the Loudi Municipal Government and Director of the Loudi Municipal Bureau of Letters and Calls, to Be Removed from the Petitions Cadre Team
First, I wish to state that I have no interest in Loudi’s、and especially Lianyuan’s、bureaucratic politics, which are terminally ill, or its notorious networks of patronage and dependence in official circles. Nor do I intend to name and criticize or attack any government official;second, I have no intention of making a moral judgment on the dull、stifling、political climate in Loudi and Lianyuan, where all the horses have their manes cut alike。If you do not hold office,do not meddle in its affairs。
But,if something concerns the basic right to subsistence of me and my family, and after exhausting every formal and informal channel and showing sufficient respect,we still cannot receive a good-faith response from the other party。Then,as a victim,I have a responsibility to respond appropriately and with dignity to this inhumane political malady, and have the right to hold those responsible to account, even if this person is a “big favorite” in the government’s eyes。
Background and demands
Hunan,Lianyuan,is known as the “Coal Sea of Central Hunan”。For a long time, the local government and its officials have paid for the predatory exploitation of local coal resources by trampling on the law and the property rights and basic rights to subsistence of local villagers。(The details will not be repeated here.)
Xie Jianhe,a resident of Qingshu Village,Fengping Town,Lianyuan City,is one of the victims of this official policy。Because the underground protective coal pillars were mined out, underground water resources were permanently lost, and the rice paddies on which generations of his family had relied for farming and a livelihood had to be abandoned from then on,while the pond and well at his doorstep gradually dried up as well。In 2008,the situation grew worse, and because there was no water,Xie Jianhe had to travel as far as one kilometer away to wash his underwear。At the same time, the house that Xie Jianhe and his wife had built with their life savings developed structural damage—cracks, heaving, and tilting and deformation—because the ground subsided after the underground protective coal pillars were mined out。
With their basic right to subsistence under threat,Xie Jianhe, who had always been honest and never caused trouble, had no choice but to report the problem to officials of the Fengping Town government, only to be met with indifference。At their wits’ end, starting in 2009,Xie Jianhe led his entire family into a long campaign to defend their rights and file complaints。Seventeen years have passed, and the problems raised by Xie Jianhe and his wife remain shelved by the local government and its officials。
Now,Xie Jianhe and his wife are over seventy years old and have been exhausted by years of efforts to defend their rights, with no strength left to continue down this path。Therefore, they no longer insist that the government administer the law in accordance with the law (their specific demands are in the attachment),and ask only for an outcome, for their years of effort to be acknowledged, and for this protracted matter to be brought to a close。
In May 2026,the victims initially thought that Li Pingzi, the newly appointed Fengping Town Party Committee secretary, would “make a vigorous start” in her new post, taking decisive action to get a few practical things done and establish a political image as someone who gets things done。Instead, what awaited Xie Jianhe and his wife was the cold attitude of this new secretary, who “does not deal with old problems left by her predecessor”。
In response to the problems and demands raised by the victims,Secretary Li Pingzi not only showed no sympathy at all,but also adopted a condescending bureaucratic manner, saying right away,“Even if *** came,we would still have to act in accordance with the law and regulations.” (The name is obscured here for reasons known to all.) Asking the government to administer the law and resolve the problem in accordance with the law is precisely what the victims have sought for many years,so they accepted this suggestion without hesitation。
Clearly,Secretary Li Pingzi has never understood what “administration according to law” means。She is merely hiding behind the law as a shield to cover up her true intention of doing nothing。When the victims asked the Fengping Town government to resolve the problem in accordance with the law,Li Pingzi finally showed her true colors and spoke frankly:“If I can’t even keep this kind of small matter under control,I might as well stop being Fengping’s secretary.” A major matter concerning the basic right to subsistence of the victims’ entire family was, in the eyes of this new secretary, merely an insignificant small matter。
My interactions with Secretary Li Pingzi have revealed that the clear difference between her and the previous Party committee secretaries is that Li Pingzi not only does nothing, but also treats this inaction as political capital to boast about,a political style with which to flaunt her authority。I believe that among the twenty townships and towns under Lianyuan City,Li Pingzi is far from an isolated case——these township and town Party committee secretaries are arrogant、overbearing、ambitious beyond measure, regard everyone with contempt, and have no respect for rules。Once they hold power, they do not even take the Party’s leaders seriously。
To my knowledge, the reason Li Pingzi is so overbearing is not that she has any real exceptional abilities, but precisely that she has a well-connected sister-in-law behind her who can pull strings and back her up——Chen Weihong,Deputy Secretary-General of the Loudi Municipal Government and Director of the Loudi Municipal Bureau of Letters and Calls。Chen Weihong is also a native of Lianyuan, and she too rose step by step from the dark, filthy political vat of Lianyuan’s officialdom。Since Chen Weihong became director of the Loudi Municipal Bureau of Letters and Calls in March 2026,Lianyuan has been one of the two counties or districts for which she is personally responsible for liaison。
As the principal person in charge of the petitions department, she should be an effective aide to the government at her level, and should proactively urge the government at the next lower level to resolve social conflicts and address practical problems, while securing policy and resource support for lower-level governments dealing with complex and difficult issues。However,as Deputy Secretary-General of the Loudi Municipal Government and Director of the Loudi Municipal Bureau of Letters and Calls,Chen Weihong not only fails to lead by example and take the lead in urging Fengping Town Party Committee Secretary Li Pingzi to resolve the problem proactively, but instead creates obstacles, clearing the way and providing protection for her beloved younger brother’s wife to act recklessly and run roughshod over the local community。
In view of this,I demand that Chen Weihong be removed from the Hunan Province petitions cadre team。As a political bureaucrat skilled at socializing and adept at the ways of the world,Chen Weihong is not suited to this position。
Improving cadres’ work style requires far more than resolve and political mobilization,it must begin with strict control over appointments。When necessary, those who need to be reassigned should be reassigned, and those who need to be replaced should be replaced。
