Jiang Xinna: A Strong Complaint Against the Huoqiu County Public Security Bureau for Leaving Homicide Cases Unresolved, Cracking Down While Itself Building Illegally, and Abusing Its Power to Detain a Woman
Under the sunlight of what is called a rule-of-law society in today’s China, an appalling、utterly absurd tragedy has occurred。Jiang Xinna, a villager from Liji Village, Linshui Town, Huoqiu County, Lu’an City, Anhui Province, has spent years crying out in anguish for her mother, who died a horrific death, and her brother, who has been missing for 20 years, and posting reward notices far and wide, yet the Huoqiu County Public Security Bureau has turned a blind eye、refused to open a case; however, when Jiang Xinna engaged in ordinary daily activities, playing music and clearing rubbish in her own courtyard in a remote rural area, the Huoqiu County Public Security Bureau came down hard, placing her in administrative detention for 12 days on the grounds of “picking quarrels and provoking trouble”。More heartbreaking still, with the owner unjustly detained, several innocent puppies at home starved to death。
Human lives are at stake, yet no one asks, and a woman seeking to defend her rights is detained。The Huoqiu County Public Security Bureau’s conduct, in addition to seriously betraying the principle of “the people’s public security serving the people”, is also suspected of serious dereliction of duty and abuse of power!
I、Blood and tears:Two deaths remain unresolved, and the public security authorities coldly do nothing。

In 2005,Jiang Xinna’s brother, Jiang Xinquan, mysteriously disappeared from his own home, and for a full 20 years there has been no sign of whether he is alive or dead。On June 16, 2020, her mother, Wang Zuzhen, disappeared 200 meters from home, and the next day was found dead in a fishpond。According to the reward notice provided by Jiang Xinna and suspicious details at the scene:when her mother was retrieved from the water, her mouth was tightly closed and her eyes were bloodshot, there were clear finger marks and bruises around her mouth and neck, and she was clutching grass that did not grow anywhere in the fishpond;there was no water in the deceased’s stomach, and one rain boot and an umbrella were missing。Despite these extremely obvious signs of a staged scene suggesting homicide, the death was summarily classified as natural。
Even more puzzling, after the body was retrieved from the water, the family not only failed to call the police, but was obstructed by village officials, and the body was hastily cremated that same day without any documentation and while the deceased’s children were absent。After years of pursuing the matter through various channels, on January 26, 2026, Jiang Xinna mailed an Application to Perform Statutory Duties to the Huoqiu County Public Security Bureau, explicitly demanding a criminal investigation into the suspected premeditated killing by Wang Ruili, Fang Xinwu, Jiang Xia and others。However, the Huoqiu County Public Security Bureau issued a Notice of Refusal to Open a Case on the grounds that there were “no facts of a crime”。In the face of all these suspicious circumstances, the Huoqiu County Public Security Bureau has done nothing for years, leaving the deceased unable to rest in peace and the living grieving in anguish!
II、The thief cries “stop thief”:it builds illegally on a massive scale, with multiple departments joining to cover it up。
The Huoqiu County Public Security Bureau ignores homicide cases involving ordinary people, so what is it doing? It is furiously building luxurious offices in violation of the law!

According to conclusive evidence obtained through Jiang Xinna’s government information disclosure applications, the 46 office premises claimed by the Huoqiu County Public Security Bureau, after verification and removal of duplicates, actually total 33。Of these 33 sites:the Huoqiu County Public Security Bureau could provide only partial information for 5 sites, and said it “could not locate” information for the other 26;the County Natural Resources and Planning Bureau could provide land-use approval and planning documents for only 10 sites, with no documents whatsoever for the other 18;the County Housing and Urban-Rural Development Bureau could provide construction permits for only 3 sites, and said it had “no relevant information” on construction-permit information for the remaining 43 sites and completion acceptance filing information for all 46 sites;the approval procedures that should legally have been handled by the Lu’an Municipal People’s Government were entirely absent, while the Lu’an Municipal People’s Government Office shifted responsibility for the relevant approval procedures to the municipal and county development and reform departments。
The approval chain has completely broken down, and the documentation is incomplete! The Huoqiu County Public Security Bureau openly used the name “business and technical premises” to build what are in fact luxurious office premises, constructing extensively before obtaining approval and putting buildings into use without acceptance inspections。This is not only an unlawful act that seriously violates the Construction Law and the Regulations on Quality Management of Construction Projects, but also an open defiance of the decisions and directives of the CPC Central Committee and the State Council to strictly control buildings and facilities for Party and government organs! How can a law-enforcement agency that itself leads by breaking the law and is riddled with violations have the face to enforce the law against ordinary people?
III、A charge fabricated out of nothing:abusing the catch-all provision on “picking quarrels and provoking trouble” to viciously retaliate against a whistleblower。
By lawfully reporting the Huoqiu County Public Security Bureau’s illegal construction and persisting in seeking answers about her mother’s and brother’s deaths, Jiang Xinna has thoroughly struck a nerve with certain people。

In September 2026,the Huoqiu County Public Security Bureau imposed the maximum administrative penalty of 12 days’ detention on Jiang Xinna, citing her “repeatedly piling and dumping bricks and other debris” and “playing audio equipment at home”,under the highly elastic catch-all provision on “picking quarrels and provoking trouble” in the Public Security Administration Punishments Law!Clearing rubbish in her own courtyard and playing music on a mobile phone somehow became “picking quarrels and provoking trouble”;the evidence consisted solely of one-sided testimony from interested parties, with no noise assessment and no determination of the sound level。Even before imposing the penalty, the authorities used a phone call in place of written notice, depriving her of her right to make statements and submit a defense。
This is blatant selective enforcement and retaliation! The bureau turns a deaf ear to actual threats inside her home and public insults;yet when it comes to a vulnerable woman who reported its own illegal construction,it acts swiftly and comes down hard。By inflating a civil neighborhood dispute into a public security case and distorting lawful rights defense into picking quarrels and provoking trouble, the Huoqiu County Public Security Bureau has become a tool for suppressing ordinary people and covering up its own corruption and illegal conduct。
IV、A horrific tragedy:innocent creatures starve to death, and the dignity of the rule of law is utterly lost。

During the 12 days Jiang Xinna was forcibly deprived of her liberty, several puppies left unattended at home starved to death in desperation。When Jiang Xinna regained her freedom and returned home, seeing the once-living animals turned into cold corpses caused her to suffer a complete mental breakdown。It was puppies that starved to death, but it was public sentiment that was trampled! Today,in a society governed by the rule of law, against the backdrop of repeated central directives to “comprehensively advance law-based governance”,how can such a tragedy still occur,in which abuse of power to detain an innocent citizen leads to the destruction of life and the breaking apart of a family?

Advocacy Commentary: Justice in His Writing—What Crime Has He Committed? Questions the Yin Jiangen Case Raises for the Rule of Law
Yin Jiangen, a self-media writer from Zhuzhou, Hunan, serving a two-year-and-three-month sentence at Fuyang Prison, was convicted of picking quarrels and provoking trouble after refusing officials’ demand to delete an article about Chen Dezhen’s longstanding debt dispute in Anhui. The article argues that his writing drew on materials supplied by Chen and that sharp criticism should not be treated as fabricated rumors. It calls for a retrial and says public complaints should be investigated rather than silenced through criminal punishment.

Rights Commentary: The “Huijian” Case—A Righteous Man’s Blood Stains the Wilderness; Justice Must Not Fail Those Who Gather Kindling
Special Commentator: Liang Zhiwen. “Though my position is humble, I dare not forget my concern for the nation; even when matters are settled, judgment must await the closing of the coffin.” Today, these words, written by Huijian on his personal homepage, read as deeply sorrowful. This self-media writer from Anqing, Anhui, wielded his pen like a sword, persistently exposing the shadowy network of interests behind cross-border telecom fraud rings and exposing countless concealed crimes. In the end, this brought a million-yuan bounty from criminal networks overseas and a carefully planned murder plot. The killers disguised themselves as law enforcement officers and abducted him, taking him on a long journey and repeatedly beating and torturing him, then abandoning him, barely alive, in a remote wilderness, where he died in a desperate place with no one to help him. The second-instance trial has concluded, and principal offender Zhao Bing was sentenced to death with a two-year reprieve. After the news broke, public doubts and outrage would not subside for a long time. The part of the reasoning in this case that most pains the public is the judgment document’s mention that the victim had an underlying illness and that the illness played a part in the death. Many find this logic hard to accept: does having a chronic illness mean that a person must share responsibility for their death with the killer?
