Jilin Siping human rights defender Guo Hongying sentenced to 3 years and 3 months by Siping Tie-dong District Court for “picking quarrels and provoking trouble”

(Rights Defense Network Information Center report)On May 22, 2026,this outlet learned:Guo Hongying, a human rights defender in Siping, Jilin, was today sentenced to 3 years and 3 months by the Siping Tie-dong District Court for “picking quarrels and provoking trouble”. Her sentence ends on January 12, 2028。

Ms. Guo Hongying, a human rights defender from Siping, Jilin Province, was arrested on charges of “picking quarrels and provoking trouble” because she sought justice for her elder brother, Guo Hongwei, who died in prison for unknown reasons。At shortly after 6 a.m. on October 13, 2024, Guo Hongying was abducted in Jiaozhuang, Fangshan District, Beijing, and forcibly taken back to Siping in a Siping police vehicle,and the following day, October 14, she was criminally detained by the Tie-dong Branch of the Siping Public Security Bureau on suspicion of picking quarrels and provoking trouble,and held at the Siping Detention Center。

Guo Hongying’s elder brother, Guo Hongwei, was sentenced to 13 years in prison in 2016 for rights advocacy,and died as a result of persecution in Siping Prison on April 9, 2021。Guo Hongying was sentenced to five years in prison in 2018 for rights advocacy and was released after completing her sentence in 2023。

Profile of Guo Hongying:Female,born on August 30, 1966,a native of Siping, Jilin Province,a resident of the Haiyin Garden residential compound in Siping’s Tie-dong District,a laid-off worker,and a rights defender。

In March 2006,because her elder brother Guo Hongwei reported that the head of the Petitions Department of the Longtan District Procuratorate in Jilin Province and his relatives and friends had fraudulently issued government-fund invoices,she was arrested and imprisoned in retaliation and wrongfully sentenced to five years;her elder brother, refusing to accept this, repeatedly went to Beijing to petition and lodge complaints together with their mother after his release,and was again suppressed by the local authorities,with the mother and son both criminally detained and arrested in March 2015。On February 1, 2016, her elder brother (Guo Hongwei) and their mother (Xiao Wenling) were separately wrongfully sentenced to 13 years and six years by the Siping Tie-dong District Court in Jilin Province,and during their imprisonment,the mother and son both became critically ill multiple times and were refused requests for medical parole;

In order to seek justice for her family members,she bravely defended their rights,and because she had long stayed in Beijing to lodge complaints and actively participated in various rights-defense activities,she was consequently subjected to further severe suppression by the local authorities;

On January 24, 2018,she was intercepted and abducted by stability-maintenance personnel after going to Changchun to deliver petition materials to delegates to Jilin Province’s “Two Sessions”;on March 6 of the same year,she was again administratively detained for 15 days by Siping police on the grounds of “petitioning beyond one’s level and assaulting another person” after going to visit her elder brother in prison;on March 24 of the same year,she was again criminally detained by police on suspicion of “obstructing official duties”;one month later,she was prosecuted by the Siping Procuratorate, which additionally charged her with “picking quarrels and provoking trouble”;

On April 18, 2019,her case was heard by the Siping Tie-dong District Court in Jilin Province,and two days later she was sentenced to one year and six months for “obstructing official duties”(one year and six months)and four years for “picking quarrels and provoking trouble”(four years), with the two offenses combined for a final prison term of five years;she appealed, refusing to accept the judgment;on August 21, 2019,the Jilin Siping Intermediate People’s Court upheld the original judgment on appeal,with her sentence ending on February 1, 2023。She served her sentence at the Jilin Province Changchun Women’s Prison。

On October 13, 2024, Guo Hongying went to Beijing to arrange a second autopsy for her elder brother when she was forcibly taken back by the Tie-dong Branch of the Siping Public Security Bureau,and on October 14 she was criminally detained by the Tie-dong Branch on suspicion of picking quarrels and provoking trouble,and held at the Siping Detention Center。This case was heard in December 2025。On May 22, 2026, Guo Hongying was sentenced to 3 years and 3 months by the Siping Tie-dong District Court for “picking quarrels and provoking trouble”. Her sentence ends on January 12, 2028。
