Feng Zhenghu: I will sue the People's Bank of China over its unlawful and unfair handling of Alipay, but it has still neither filed the case nor issued a ruling—report on the process of defending my rights

At 3 p.m. on June 10, 2026, in the filing hall of the Litigation Service Center of the Shanghai Jing'an District People's Court,I found Wei Kai, a judge with the case-filing division。He received my complaint on March 30, 2026, in which I sued the People's Bank of China over its unlawful and unfair handling of Alipay,but to this day he has neither filed the case nor issued a ruling,and the court's conduct is already unlawful。

I went to ask why he had not responded。As soon as he saw me, he said self-righteously:“I cannot file your case。Do you know who you are?What is your status?You can appeal to higher authorities,and you can go and file a complaint immediately。”I replied:“Who I am has nothing to do with whether this case is filed。I am a Chinese citizen,and I work in the legal field。I have come to confirm the filing status,and I will then initiate the procedure for urging a response,and in accordance with the law, directly sue in a higher-level court or lodge a complaint with the procuratorate。”

The courts in Shanghai are mostly afraid of me coming to file cases and bring lawsuits in person,and want to avoid seeing me and evade responsibility by pretending not to understand,but I will pursue this relentlessly,hold those responsible accountable in accordance with the law all the way,and personally demonstrate how to defend one's rights in accordance with the law。

Over the past two months, I have been busy publicly discussing online with the Ministry of Public Security's Political Security Protection Bureau the legal principles concerning restrictions on leaving the country。Originally, I had not planned to do this; I was going to Japan to visit relatives, sightsee and relax,not to labor over writing articles and demonstrating how to defend my rights。Perhaps it was fate,forcing me to take action and make a contribution。I hope they can improve their practices。

At present,in the civil lawsuit I filed against Ctrip in Shanghai's Changning District People's Court,the mediator from the Changning District Court has already contacted me。On May 17, 2026, I sued the Beijing No. 2 Intermediate People's Court over a government information disclosure case involving the Ministry of Public Security。The result of the administrative reconsideration application I submitted to the Ministry of Public Security on April 3 is about to be announced。
