Attention to Wuxi human rights defender Shen Aibin, who has long been persecuted
(Rights Defense Network Information Center report) On October 27, 2026, this outlet learned details about Shen Aibin, a Wuxi human rights defender who has long been persecuted. The information is reported as follows:
Shen Aibin: Male, Han, university educated, born October 15, 1973, from Wuxi, Jiangsu Province; a retired military officer who previously held leadership positions in departments including the Legal Affairs Section, Law Enforcement Management Section, and Law Enforcement Brigade of the Wuxi urban management system; a citizen journalist and human rights defender.
Because Shen Aibin provided legal consultation and assistance to Wuxi petitioners, he was subjected to a series of carefully plotted, mafia-style abuses of power by corrupt CCP officials in Wuxi and judicial degenerates. He was wrongfully sentenced three times; his underage daughter was also implicated, persecuted, and sentenced. He was further targeted for harm through extremely strong electromagnetic radiation and high-frequency sound-wave attacks, subjected to years of abuses of criminal measures in the name of maintaining stability, placed under long-term abusive surveillance of his communications and movements, and his relatives, friends, and acquaintances were intimidated and threatened through abuses of power. He was prevented from working, and his sources of income were cut off. While serving his sentence at Liyang Prison in Jiangsu Province, Shen Aibin suffered persecution.
Details follow:
On June 22, 2013, Shen Aibin and more than 20 others, including Wuxi residents Ding Hongfen and Xu Haifeng, rescued five petitioners who had traveled to Beijing and been illegally detained inside the Dongjiao Business Hotel in Anzhen, Xishan District, by the Wuxi Municipal Party Committee Joint Conference Office, the Binhu District Party Committee Joint Conference Office, and the Taihu Subdistrict Joint Conference Office under the pretext of holding a “legal education class for petitioners” (commonly known as a “black jail”). This was the fifth time Shen Aibin had rescued people from a black jail.
On June 26, 2013, the Binhu Branch of the Wuxi Public Security Bureau summoned Shen Aibin on suspicion of “gathering a crowd to disrupt social order” and searched his home. Shen Aibin was subjected to torture to extract a confession, illegal detention, beatings, insults, intimidation, threats, and abuse by police officers Zhu Xiangdong, Wu Yuanchao, Xue Yong, and others. Late at night on July 3, 2013, Shen Aibin was placed under criminal detention.
On August 6, 2013, the Binhu District Procuratorate approved his arrest. Because case-file materials titled Legal Education Materials for Petitioners, obtained by the investigative authorities from Taihu Subdistrict in Binhu District, confirmed that the five “students” had been deprived of their personal liberty—in other words, illegally detained—during the “class,” the Binhu District Procuratorate, after “two returns for supplementary investigation and three extensions,” forcibly released Shen Aibin on bail pending trial.
After Shen Aibin and four other people released on bail were freed, they continued to accuse the investigative authorities of inhumane acts including illegal detention and torture to extract confessions, and also raised issues such as the Binhu District Procuratorate’s unlawful grant of bail. In response, the Binhu District Procuratorate distorted the facts and took statements out of context, characterizing as intentional destruction of property several doors damaged when Shen Aibin kicked them open to carry out a rescue after encountering obstruction. The actions in question constituted emergency avoidance and a courageous act to help others. The procuratorate brought charges, leading to Shen Aibin’s arrest on May 29, 2014.
On November 27, 2014, the Binhu District Court of Wuxi sentenced Shen Aibin to one year and six months in prison on the same charge. The case number on the judgment was (2014) Xibin Criminal Second Trial No. 0118.
After completing his sentence and being released from the Wuxi No. 1 Detention Center on March 12, 2015, Shen Aibin continued his rights defense efforts and was subjected to a series of abuses of power by the CCP in Wuxi, including all-around surveillance, tracking, summonses, detention, and false accusations and frame-ups.
On July 30, 2015, the Liangxi Branch of the Wuxi Public Security Bureau opened a case against him on suspicion of obstructing official duties and placed him under residential surveillance at home. Residential surveillance was lifted on January 28, 2016, and he was immediately detained for seven days. He was released on February 4.
On April 13, 2016, the CCP in Wuxi carried out a mass arrest of petitioners known as the “4.13” incident. Shen Aibin was again arrested by the Huishan Branch of the Wuxi Public Security Bureau on suspicion of “intentional injury” and held in criminal detention for 37 days. After the Huishan District Procuratorate declined to approve his arrest on the grounds that “the facts are unclear and the evidence is insufficient,” he was immediately placed under residential surveillance on suspicion of picking quarrels and provoking trouble.
On August 23, 2016, the Liangxi Branch of the Wuxi Public Security Bureau, fearing that he would continue his rights defense efforts during the G20 summit, placed him in administrative detention for 10 days. Upon his release from the Wuxi Detention Center on September 2 of that year, Huishan police immediately executed an arrest warrant against him on the charge of “picking quarrels and provoking trouble.” On May 25, 2017, the Huishan District Court of Wuxi sentenced Shen Aibin to two years and six days in prison for “picking quarrels and provoking trouble.” The case number on the judgment was (2016) Su 0206 Criminal First Trial No. 514. On January 23, 2019, he was released after completing his sentence at Tongzhou Prison in Jiangsu Province.
In this case, Wuxi Public Security Bureau officer Deng Yongfeng forged medical records and used an injury described as a “compression fracture with wedge deformity of the seventh thoracic vertebra,” which medical science has established cannot be caused by external blows, to falsely accuse and frame Shen Aibin and others, claiming it was caused by their beatings, and have them sentenced. This was the second carefully plotted and orchestrated frame-up, abuse-of-power case, and case of bending the law for personal gain manufactured by the CCP’s mafia-style judicial degenerates in Wuxi.
Shen Aibin says that after his release from prison, CCP authorities targeted him for harm using “black technologies” such as extremely strong electromagnetic radiation and high-frequency sound waves.
On September 3, 2019 (on the eve of the 70th anniversary of the founding of the People’s Republic of China), the Liangxi Branch of the Wuxi Public Security Bureau opened a case against Shen Aibin on suspicion of picking quarrels and provoking trouble, citing as the alleged criminal conduct that he “retweeted 17 posts on Twitter.” Shen was again placed under residential surveillance, and local idlers were hired to monitor him around the clock and prevent him from leaving home. The surveillance was not removed until October 4. Residential surveillance was lifted on March 2, 2020.
On May 14, 2020 (on the eve of the national “Two Sessions”), the Liangxi Branch of the Wuxi Public Security Bureau opened a case against Shen Aibin for picking quarrels and provoking trouble on the grounds that he had “incited others to petition on WeChat on his mobile phone.” Shen was again placed under residential surveillance, which was changed to bail pending trial on November 16 of that year. On June 19, 2021 (on the eve of the 100th anniversary of the founding of the Chinese Communist Party), the Wuxi Public Security Bureau issued a wanted notice for Shen Aibin. After apprehending him on the 24th, it held him in criminal detention for 30 days. He was released on July 24 and again placed on bail pending trial.
On March 5, 2022 (during the national “Two Sessions”), because Shen Aibin posted on WeChat information that Wuxi rights defender Ms. Mao Lihui had died under abnormal circumstances in Tianjin after being intercepted and forcibly returned, the Liangxi Branch urgently arrested him and raided his home. On March 6, he was held in criminal detention for 30 days. On April 5, 2022, he was secretly taken to Yixing City and placed under residential surveillance at a designated location. On September 29, 2022, the Liangxi District Procuratorate decided to arrest him.
On September 20, 2023, the Liangxi District Court sentenced Shen Aibin to three years in prison for picking quarrels and provoking trouble. The first-instance case number was (2022) Su 0213 Criminal First Trial No. 873. On December 28, 2023, the Wuxi Detention Center transferred Shen to Liyang Prison in Jiangsu Province. During his sentence, he was subjected to abuses of power plotted by Liyang Prison in collusion with Wuxi police. He was released after completing his sentence on April 30, 2025. This was the third wrongful-sentencing case carefully plotted and orchestrated by Wuxi’s mafia-style judicial authorities against citizen Shen Aibin.
On July 3, 2025, Shen Aibin went to the Jiangsu Provincial People’s Government to request a meeting with Governor Xu Kunlin. Without any paperwork, Nanjing’s Gulou police lured him to the Ninghai Road Police Station and held him for as long as eight hours, then handed him over to Wuxi Liangxi police, who forcibly took him back. On July 4, he was placed in detention for 15 days for the alleged violation of picking quarrels and provoking trouble. On July 19, 2025, he was released after completing his detention.
On September 3, 2025, Shen Aibin was injured through the excessive use of violence by Zhang Tianyang, a police officer at the Zhangjing Police Station of the Xishan Branch of the Wuxi Public Security Bureau. No action has been taken to date following his complaint.
On September 23, 2025, Shen Aibin went to the Jingxi Hotel in Nanjing to accuse the Central Fifth Inspection Team of the inhumane acts committed against him by Wuxi’s mafia-style judicial authorities. After being intercepted by Nanjing Gulou police, he was handed over to Wuxi Liangxi police. On September 24, Liangxi police detained him for 10 days on the grounds that he had obstructed the performance of official duties. He was released on October 4.
On October 27, 2025, Shen Aibin and Shen Xiaoling accompanied Pu Xingdi to the Dongting Police Station of the Xishan Branch of the Wuxi Public Security Bureau to request the summons notice dated October 11. In the police station lobby, Shen Aibin was brutally assaulted: Deputy Station Chief Dai Feng first seized his phone, then instructed plainclothes officers to beat him, causing displaced fractures to both nasal bones and injuries constituting minor injury, Level II.
To help Dai Feng cover up his crime and evade criminal liability, the Xishan Branch of the Wuxi Public Security Bureau immediately distorted Dai Feng’s criminal conduct into an alleged crime of picking quarrels and provoking trouble by Shen Aibin. After opening a criminal case on October 29, it then had the Wuxi Public Security Bureau designate the Liangxi Branch of the Wuxi Public Security Bureau as the authority with jurisdiction over the case.
On October 30, 2025, the Liangxi Branch arrested Shen Aibin and secretly raided his home. On October 31, it placed Shen in criminal detention for 30 days. On November 30, it placed him under residential surveillance. At the same time, surveillance cameras were installed at the entrance to Shen’s home and personnel were assigned to monitor him around the clock. A camera was also installed facing the south-facing balcony of Shen’s home.
During residential surveillance, Shen Aibin was not allowed to receive treatment when he fell ill, and his lawyer’s meeting with him was forcibly arranged at a police station.
On May 30, 2026, the Liangxi Branch changed Shen’s status to bail pending trial. The case remains under investigation. Shen Aibin said: “This is yet another blatant case of bending the law for personal gain, because I did not commit any act of picking quarrels and provoking trouble. The actual suspect is Deputy Station Chief Dai Feng. Because he is from a wealthy family and has a strong financial base, some judicial degenerates within the Wuxi public security system are willing to act as a protective umbrella for his illegal conduct, causing the case to take a bizarre and distorted turn—the innocent person is criminally investigated, while the guilty person goes free. This is the current state of the CCP’s mafia-style judiciary in Wuxi.”
In addition, Shen Aibin has been subjected to three searches and had a large number of items unrelated to the case seized. His appeals have not been accepted or addressed.
On August 4, 2026, the Liangxi Branch detained Shen Aibin for five days on the grounds that he had violated supervision and management rules while on bail pending trial. He was released from the Wuxi Detention Center on August 9.
Shen Aibin summarized: As of October 2026, the series of abuses of power by the CCP authorities in Wuxi that he has faced include:
1. Wrongful sentencing carefully plotted and orchestrated by Wuxi’s mafia-style judicial degenerates: 3 times;
2. Placed under residential surveillance: 6 times;
3. Placed on bail pending trial: 5 times;
4. Placed in criminal detention: 8 times;
5. Placed in administrative detention: 8 times;
6. Detained in black jails: 5 times;
7. Subjected to wrongful criminal case filings: 3 times;
8. Underage daughter implicated, persecuted, and sentenced: 1 time;
9. Tortured (the “human ladder” torture): 1 time;
10. Summoned and questioned: nearly 50 times;
11. Targeted for harm through extremely strong electromagnetic radiation and high-frequency sound-wave attacks: for a period of time;
12. Communications and movements monitored: for years;
13. Social connections and finances blocked: for years;
14. Collusion with Liyang Prison in Jiangsu Province to subject Shen Aibin to a series of abuses during his sentence, including electromagnetic radiation and theft of materials.
At present, the Liangxi Branch of the Wuxi Public Security Bureau continues to impose the criminal coercive measure of bail pending trial on Shen Aibin, and the persecution is ongoing. The newly appointed Wuxi Municipal Party Committee Secretary of the CCP, Jiang Feng, and the newly appointed Director of the Wuxi Public Security Bureau, Xie Jibu, should order the Liangxi Public Security Branch to immediately stop all abuses of power against Shen Aibin, promptly and properly handle his accusations and complaints in accordance with the law, and thoroughly investigate and punish the judicial degenerates involved in plotting and manufacturing a case of bending the law for personal gain. Please continue to follow the situation of Wuxi human rights defender Shen Aibin and the progress of his rights defense efforts.
