Yu Wensheng: Administrative Reconsideration for Xu Yan’s Right to Work
Today, September 28, 2026, Yu Wensheng, acting as Xu Yan’s representative, accompanied Xu Yan to the Administrative Reconsideration Filing and Registration Office of the Ministry of Justice and submitted an Application for Administrative Reconsideration challenging the Beijing Municipal Bureau of Justice’s “Notice of Non-Acceptance of Application for Legal Professional Qualification.”
The Ministry of Justice received the administrative reconsideration materials and accepted Xu Yan’s application for administrative reconsideration, but did not provide Xu Yan with written acknowledgment of receipt of the materials or a notice of acceptance.

Pastor and preacher An Yankui of Taiyuan Xuncheng Reformed Church placed under 15 days of administrative detention for “organizing illegal religious activities”
The Rights Defense Network Information Center reported that preacher An Yankui, pastor of Taiyuan Xuncheng Reformed Church, was taken from his home by the Taiyuan Public Security Bureau at about 10:30 a.m. on September 29, 2026, on suspicion of organizing illegal religious activities. His wife, Yao Congya, was told the next day that he had been placed in administrative detention for 15 days. In 2022, An was sentenced to one year in prison for illegally crossing national territory.

Application by Lawyer Qin Weijin to the Ministry of Justice for Administrative Reconsideration
Qin Weijin has asked the Ministry of Justice to overturn the Guangxi Department of Justice’s August 20, 2026 decision revoking his lawyer’s practice certificate. He says the decision followed his completed sentence of two years and six months for picking quarrels and provoking trouble, an offense he describes as unrelated to his legal work. He also seeks restoration of his practice qualification and referral of a challenge to the legal basis for revocation for constitutional review.

Beijing Jiaquan Church September 4 Case: Hundreds of Police Raid Church’s 20th Anniversary Celebration; Pastor Zhou Zixun and a Total of Eight Pastors and Church Workers Criminally Detained on Fraud Charges
On September 4, 2026, more than 100 police surrounded about 50 people preparing for Beijing Jiaquan Church’s 20th-anniversary celebration in a hotel conference room. Pastor Zhou Zixun and seven church workers were later criminally detained on fraud charges, according to an open prayer letter by Choi Jin-young, Zhou’s wife. Choi said she has been unable to enter China for three years and urged people to pray for those detained.
