Ren Zhong (Wang Cong’s husband): The evidence in the Zion 109 case is insufficient; all people in custody should be released immediately, coercive measures lifted, and prolonged detention ended to achieve justice under the law
On October 22, 2026, the Zion 109 case once again received a decision to postpone the trial from the People’s Court of Yinhai District, Beihai City
Problems:
1/ The case is now at the trial stage in court. Yet, without holding a hearing, the procuratorate has actually recommended postponing the trial, which completely defies legal logic.
If you brought the case to court, that means you believe the evidence is indeed sufficient. Now, conducting a supplementary investigation before holding a hearing shows that your evidence is insufficient. How unlawful can this conduct be?
2/ At the procuratorate, 331 volumes of case files (not to mention the many discs) were hurriedly sent to the court in just one month. There was simply no time to finish reviewing the files and video recordings, let alone carefully examine whether the conditions for prosecution were met; the defense counsel and defendant were not heard as required by law (with their views recorded in the case file or attached to it); and the circumstances of the victims were not verified…
Isn’t this blatant procedural illegality followed by an abuse of power?
Under the principle of presumption of innocence, when the evidence proving the defendant’s guilt is insufficient and reasonable doubt exists about the facts of the case, the decision must favor the defendant—no prosecution or an acquittal—not continued detention, continued supplementary investigation, or continued “searching for evidence.”
Detaining criminal suspects for a prolonged period and then seeking to supplement evidence that should have been in place before prosecution is, in essence, treating “suspects” as “criminals.” It is a typical case of presuming guilt.
The practice of presuming guilt infringes personal liberty, and any legal outcome it produces cannot be called just!
We call for:
1. An investigation into and correction of procedural violations at the prosecution review stage. We firmly believe that handling cases strictly in accordance with the law and implementing the principle of deciding in favor of the accused when in doubt are the only correct ways to uphold judicial fairness and protect citizens’ lawful rights.
2. The procuratorial organs should immediately withdraw the indictment and issue decisions not to prosecute those in custody.
3. The evidence is insufficient; all people in custody should be released immediately, coercive measures lifted, and prolonged detention ended to achieve justice under the law.

Lawyer Ding Jiaxi’s Wife, Luo Shengchun: Update on Lawyer Ding Jiaxi’s Situation at Jiangbei Prison (November 3, 2026)
It has been nearly two years since lawyer Ding Jiaxi was transferred to Hubei’s Jiangbei Prison in late November 2023. The issues concerning Jiaxi’s outdoor exercise time, access to reading materials, phone calls to me, and the opening and withholding of letters I sent him have still not been resolved. After months of difficulties, I finally managed to get the power of attorney I signed to my friend Lu Siwei. The authorization process is complete: under the new Prison Law, he is authorized to visit Jiaxi on my behalf, handle various information disclosure matters and complaints and reports concerning rights violations, and receive related correspondence. Thank you to Siwei for sending the visit application and information disclosure application to Jiangbei Prison by registered mail on October 31. I look forward to Jiangbei Prison’s reply. Thank you all for your continued attention to Jiaxi’s situation in prison.

Li Qiaochu: Day 504 since Xu Zhiyong and I applied to marry without success — filing an administrative reconsideration application over the Donggang District Civil Affairs Bureau of Rizhao’s failure to perform its duties
On August 24, 2026, I went to the marriage registration office in Donggang District, Rizhao, to inquire and learned that we could first submit both parties’ documents online for preliminary review and, once their authenticity and validity were verified, coordinate the next steps. On August 27, I uploaded both parties’ documents to the Shandong Provincial Department of Civil Affairs platform. The process required selecting an appointment date before proceeding to preliminary review, so I chose September 3, completed the basic information, and submitted the application. On the morning of August 31, the registration office called to say the preliminary review had passed, but told me only verbally that both parties’ documents had passed review. I said: “The online system still shows that the documents have not been reviewed. I need to print the appointment slip before going to communicate with the prison. How to arrange for an in-person visit is a matter for me to negotiate with the prison, but preliminary review of the documents is the marriage registration office’s responsibility. I am only asking that the uniform rules be followed.” On the afternoon of September 1, I called again to ask. The staff member then said the online appointment system had malfunctioned and they did not know when it could be fixed, adding that preliminary reviews for all registrations were unavailable and that this was not directed at me. However, when the previously booked appointment time arrived on September 3, the system still displayed: “Appointment information has not yet passed review; printing unavailable.”
