Brief Report on the Cruel Violations by the Chinese Communist Party in Wuxi of Human Rights Defender Shen Aibin’s Fundamental Human Rights

Shen Aibin, male, Han Chinese, 54 years old, from Wuxi, Jiangsu, is a human rights defender, citizen journalist and legal worker. He lives in Room 202, No. 53 Guangyi Jiayuan, Liangxi District, Wuxi City, Jiangsu Province. Telephone: 17348228687.

Shen Aibin served in the military for 12 years. In 2002, he was transferred to work in Wuxi’s urban management system, where he engaged in legal supervision and law-enforcement administration, and successively served as squadron leader, deputy brigade leader, brigade leader and director of the legal affairs section.

Since 2009, Shen Aibin has provided legal consultation and assistance to petitioners and rights defenders in the Wuxi area, and on five occasions organized people to rescue petitioners who had been illegally detained by the Chinese Communist Party’s Wuxi Three-Level Joint Conference Office (a temporary Party committee body) in hotels, factories, military bases, Party schools and other locations under the pretext of holding “legal education and study classes for petitioning citizens” (commonly known as “black jails”). As a result, he incurred the hatred of corrupt Wuxi Chinese Communist Party officials and judicial scoundrels. Since 2013, Shen Aibin has suffered a series of abuses of power and persecution deliberately plotted and orchestrated by the criminal judicial elements of the Wuxi Chinese Communist Party. The brief details are as follows:

1. Wrongfully sentenced three times: 7 years in total, actual imprisonment

2. Placed under residential surveillance: 6 times (including the current instance)

3. Released on bail pending trial: 3 times

4. Criminally detained: 8 times

5. Subjected to administrative punishment (detention): 6 times

6. Detained in black jails: 5 times

7. Wrongfully subjected to criminal case filing: 3 times (including the persecution currently underway)

8. Summoned and questioned: nearly 50 times

9. Communications and movements monitored: for years

10. Attacked with extremely strong electromagnetic radiation and sound waves: for a period of time

11. Social connections and finances blocked: for years

12. His underage daughter was implicated, persecuted and sentenced

13. Colluded with Liyang Prison in Jiangsu Province to carry out a series of abuses of power and acts of persecution against Shen;

It is understood that, in order to cover up the above-mentioned abuses committed against human rights defender Shen Aibin, the criminal judicial elements of the Wuxi Chinese Communist Party have, on the one hand, continued to use every possible means to abuse their power to suppress and persecute Shen Aibin’s lawful and legitimate rights-defense activities, attempting to prevent Shen Aibin from exposing their criminal activities. On the other hand, by sending “confidential letters” to leaders of higher-level Party, government and judicial organs, they have secretly and unscrupulously smeared, vilified and defamed Shen Aibin, blackening and discrediting him in every way in order to win the understanding and protection of higher-level Party, government and judicial leaders for their criminal acts, recruit and corrupt higher-level leaders to publicly support their criminal acts, and have them serve as protective umbrellas for those acts. As a result, since 2019, Shen Aibin has mailed nearly 2,000 reports, appeals and complaint letters separately to Party, government and judicial organs at the provincial level in Jiangsu and at the central level, all of which have disappeared without a trace. Judicial rulings that were plainly unlawful have nevertheless repeatedly been rejected.

Looking at the criminal acts committed by the Chinese Communist Party in Wuxi against Shen Aibin, they are shocking, infuriating and even more incomprehensible! Look at the Chinese Communist Party’s “Party Constitution,” “Constitution” and laws: they are expressed so movingly, so perfectly, and as so great, glorious and correct. Yet when compared with the actions of the Chinese Communist Party in Wuxi, people see a Chinese Communist Party baring its teeth, with a ferocious appearance, terrifying and extremely evil. This is the reality, which no one can change. Shen Aibin’s experience in Wuxi is ironclad evidence! This is also the most typical ruling method and characteristic of an authoritarian tyranny.

Even worse, in the face of the criminal acts of the Chinese Communist Party in Wuxi, the Jiangsu Provincial Committee of the Chinese Communist Party, the Political and Legal Affairs Commission, the Provincial High People’s Court and Provincial Procuratorate, and the Provincial Commission for Discipline Inspection and Supervision have all remained silent, and have even served as accomplices. This further demonstrates the evil of the Chinese Communist Party’s judicial system and its management, supervision and evaluation mechanisms: as long as a local Party committee commits evil acts, the higher-level Party committee unconditionally serves as its protector and accomplice; all laws and supervision become entirely false window dressing, tricks for deceiving the people. Shen Aibin’s experience in Wuxi bears witness to this. Ultimately, the people have all been driven to Beijing, as is further demonstrated by the long queues of people that stretch endlessly outside the National Public Complaints and Proposals Administration throughout the year! If even one provincial or municipal department performed its duties in accordance with the law, the people would not have to go to Beijing to petition.

At present, Shen Aibin is still under residential surveillance at home by Wuxi public security authorities. He is not allowed to seek medical treatment when ill and is undergoing a fourth criminal persecution carefully planned by the judicial scoundrels of the Chinese Communist Party in Wuxi. The cause of this case, however, was that Shen Aibin was inexplicably attacked in the lobby of the Dongting Police Station of the Wuxi Public Security Bureau: Deputy Station Chief Dai Feng (a second-generation rich person) first seized his mobile phone and then instructed unidentified persons to beat him, causing bilateral nasal bone fractures constituting a Level 2 minor injury and creating legal grounds for criminal liability! To help Dai Feng conceal and evade criminal responsibility, individual judicial scoundrels within the Wuxi Public Security Bureau, the Xishan Branch and the Liangxi Branch openly distorted the facts and abused the law, immediately arresting Shen Aibin for the crime of provoking trouble, criminally detaining him for 30 days, and then placing him under residential surveillance at home. After exhausting all channels for redress, Shen Aibin appealed for help to the United Nations Human Rights Council.

Wuxi rights-protecting citizens unanimously condemn Du Xiaogang, secretary of the Wuxi Municipal Committee of the Chinese Communist Party; Jiang Feng, mayor; Zhou Changqing, secretary of the Political and Legal Affairs Commission; and Shi Yong, secretary of the Commission for Discipline Inspection and Supervision, and demand that they immediately perform their duties in accordance with the law and order the judicial scoundrels in Wuxi public security authorities to immediately stop their abuse of power and persecution against Shen Aibin.

Jiang Mouhua, a Wuxi rights defender, said: “Wuxi Chinese Communist Party officials have become devoid of humanity for the sake of their performance records. Shen Aibin is a true public servant who serves the people, yet he has suffered such brutal persecution through abuse of power, and now they still want to continue persecuting him. We really are calling to Heaven and getting no response, calling to Earth and getting no answer; we have grievances with nowhere to appeal, and it is dark everywhere.”

Another Wuxi rights defender, Zhu Mouming, said: “They are forcing us to rebel now. We have no guns, but we can perish together with these judicial scoundrels. They abuse their power to create conflicts and injustice, then abuse their power to suppress and crack down on people with grievances, preventing us from seeking redress. If the Communist Party continues doing this, it is destined to collapse.”

A person surnamed Fang in Wuxi said angrily: “We rights defenders have been monitored by the public security authorities, subdistrict offices and village committees for years. We have no personal freedom, and during sensitive periods we are followed and monitored at close range. Where is the law? Where are human rights? Who gave them the power? When will we ever see the light of day? Wuxi is truly thoroughly criminal and evil. No matter how we report the leaders they have bought off, no one pays any attention.”
