On the 77th Anniversary of the Founding of the CCP, Chinese Expatriate in Japan Yang Caiying’s Tearful Indictment of China’s Petitioning System: Does Xi Jinping’s Promised Community of Shared Future for Humanity Include My Elderly, Weak, Sick and Disabled Family Members?

After authorities forced the family from their home and seized their land in Changzhou, Jiangsu, their efforts to defend their rights through petitioning were met with more than a decade of brutal suppression and persecution. Their mother died, their father was seriously injured, and their sister is on dialysis. When will the CCP authorities deliver justice to petitioners defending their rights?

Chinese expatriate in Japan Yang Caiying alleges that, because she mistakenly trusted the CCP’s judicial and petitioning systems, as well as the rule of law and so-called community of shared future for humanity proclaimed by Xi Jinping, her parents in their seventies, Yang Guoliang and Xu Dongqing (who suffers from severe cardiovascular and cerebrovascular diseases), and her sister Yang Li, who has a rare kidney disease, all living in Changzhou, Jiangsu, were detained, tortured and deprived of medical care for a prolonged period by Jiangsu authorities simply for defending farmers’ rights, seeking the return of farmland illegally requisitioned by the authorities, and trying to recover 1.3 million yuan in life-saving medical savings seized by the Jintan authorities. This petitioning system, which only “solves the person, not the problem,” ultimately led to the death of her mother Xu Dongqing, the fatal beating of her father Yang Guoliang at the funeral hall, while police refused to respond and allowed the violence to continue; her sister Yang Li was tortured in prison until she reached end-stage kidney failure, yet continued to be deprived of medical care for a prolonged period and was critically ill several times....

Faced with bloody repression, and after the Yang family’s appeals through channels within the CCP system yielded no results, Yang Caiying was forced to lodge a complaint with the international community. But even though the case received public attention from several UN special rapporteurs and was publicly named at the 61st session of the UN Human Rights Council, the “community of shared future for humanity” proclaimed by Xi Jinping seems to belong only to the vested-interest group of CCP officials, and certainly does not include ordinary farmers like us, whose lives have been taken and whose land and all their life-saving money have been seized.

On May 25, 2026, Xu Dongqing died unjustly after being deprived of medical care; to this day, the authorities continue to severely restrict Yang Li’s dialysis and treatment. On July 2, 2026, Yang Li went to the Jintan District Government building carrying her mother’s ashes, seeking District Party Secretary Xu Yawei to protest the denial of medical care and hoping to secure the freedom to seek treatment outside the district. Jintan police violently obstructed her and deliberately injured the arteriovenous fistula in her arm used for dialysis.

The authorities’ denial of medical care to her mother and sister and their violent assault on her father are, in essence, part of a cruel plan to wipe out the family and seize its property: In early January 2026, Xu Yawei took office as Jintan District Party Secretary. On the 4th of that month, Zhang Kaijie, squad leader at the Binhu Police Station in Jintan, openly told Yang Li: “Once you’re dead, your parents won’t live for many more years either. Once both your parents are dead, the government can confiscate all your family’s property. Then there won’t be any petitioning issues over land expropriation and demolition.” On March 17, station chief Ma Yunpeng told Yang Guoliang bluntly: “We’d be very happy to watch your whole family die. Then we’d have one less headache.” Before this, other police officers at the station had also repeatedly threatened to run Yang Li over with a car or stab her to death. Luan Liukang, director of Jintan’s Xicheng Subdistrict, responsible for maintaining stability and formerly deputy head of the Jintan Public Security Bureau, also stated repeatedly: “Once you’re all dead, everything you own will belong to the government.”

Background to retaliation by state power:

In 2009, with the support of the then governor of Jiangsu Province, the Jintan authorities in Changzhou engaged in widespread fraudulent land expropriation and forced home demolitions in the name of building a new city.

More than 1,000 mu of contracted land and homes in the village where the Yang family lived were included. Starting in 2013, the authorities hired criminal gangs to violently force residents to move. The Yang family was subjected to violent vandalism and forced eviction. Xu Dongqing suffered a heart attack triggered by the shock and required emergency treatment, but the police consistently refused to respond. In 2014, the authorities ordered the destruction of roads used by villagers; when Yang Li called the police to demand that they stop it, she was retaliated against with detention. In 2016, the authorities illegally occupied more than 300 mu of land, including the Yang family’s contracted land, to build Qianzihu Avenue. Jintan police and the procuratorate fabricated facts and refused to open a case, claiming that the land had already been expropriated as state-owned land. In reality, approval for land expropriation for the project was not issued until 2018. Trees on the Yang family’s contracted land were destroyed, and the authorities have refused to pay compensation to this day. In 2017, Yang Guoliang was defrauded of all his savings, 1.3 million yuan, by Tang Xiaojun, head of the Hengjie Branch of the Bank of China in Jintan. To retaliate against the family for defending its rights, the Jintan Public Security Bureau deliberately shelved the case after opening it and failed to investigate. The money is currently being held by the Jintan District Government, which refuses to return it. In response to the above illegal violations of their rights, the Yang family has continuously sought remedies through the judicial system for more than a decade, but has never obtained an effective resolution. Given that large areas of fertile farmland have remained abandoned. In November 2022, the Yang family submitted an application for investigation to the CCP’s Ministry of Land and Resources, demanding that the fraudulently expropriated land be returned to the people. After being ignored, they went to Beijing to petition and defend their rights, angering vested-interest groups and prompting Li Yaoguang, secretary of the Jiangsu Provincial Political and Legal Affairs Commission, to order retaliation:

Police violence and obstruction of medical care:

On February 13, 2023, Xu Dongqing and Yang Li went to Peking University First Hospital for medical care. While waiting for their appointments with specialists, they went to the National Public Complaints and Proposals Administration to submit materials and petition. Two days later, the two were forcibly taken back by Jiangsu police, and their plans for medical care were interrupted.

To secure their right to medical care, from February 2023 to October 2024, Xu Dongqing and Yang Li went to Beijing more than 20 times. Each time, plainclothes police sent by the Jiangsu authorities beat and abducted them. They were repeatedly detained and tortured during interrogation to coerce them into giving up their legitimate right to seek medical care and petition in Beijing. Among the most brutal instances of violence were:

On April 5, 2023, the two had appointments with specialists in the nephrology and cardiology departments of Peking University First Hospital. They had just arrived at Beijing South Railway Station by high-speed train when personnel sent by the Jintan local government violently beat and abducted them. The assailants explicitly told them that the Jintan local government had ordered the beating.

On September 6, 2023, the two were receiving inpatient treatment at Peking University First Hospital. Yang Li had just finished seeing a specialist and had not yet had a chance to obtain her medication when plainclothes police sent by the authorities forcibly took her back to Jiangsu, where she was tortured during interrogation and detained. On her hospital bed, Xu Dongqing was tied to a stretcher with bed sheets by plainclothes officials disguised as medical staff, then forcibly taken in a fake ambulance with only an exterior shell and abandoned by the roadside near her home. During the more than ten-hour journey, she was never untied.

On September 14, 2023, the Jintan District Party Secretary said that orders to prevent them from seeking medical care and petitioning had come from Tian Hong, head of the Jiangsu Provincial Public Complaints and Proposals Administration (who was exposed in connection with the scandal involving flight attendants from China Eastern Airlines being paid to sleep with officials), and Chen Jinhu, Changzhou Party Secretary (who has since fallen from power and was exposed in connection with a case involving more than one billion yuan). The secretary also told the Yang family that the entire family had been placed on a “key personnel” list for surveillance.

On March 7, 2024, Yang Li went to Beijing, where police from the Fuyou Street Police Station stopped her and handed her over to plainclothes Jiangsu police. In a remote open area in Beijing, Yang Li was beaten unconscious by Jintan plainclothes police wearing masks and sunglasses. The following evening, under cover of darkness, the authorities sent the unconscious Yang Li back. That same day, the authorities deployed 40 to 50 people each day to monitor the Yang family around the clock. Late on the night of the 10th, Yang Guoliang was hit and injured by a stone thrown by surveillance officers at the doorway. His injuries resulted in more than a month of hospitalization.

After the family had endured ongoing violence, Xu Dongqing, physically and emotionally exhausted, fell unconscious as her condition worsened on April 7, 2024, and was rushed to Jintan District People’s Hospital for emergency treatment. After she regained consciousness, the hospital said it lacked the ability to treat her and planned to transfer her to Peking University First Hospital in Beijing. On the 17th, Xu Dongqing and Yang Li went to Peking University First Hospital, but plainclothes Jintan police intercepted them at Beijing South Railway Station. After intervention by Beijing police, the two were sent to the Jiujingzhuang Reception Center. Inside the center, more than ten Jiangsu police officers pinned the two to the ground and beat them until they cried out for help. More than ten Beijing police officers and security personnel were also present, but no one came to their aid. The two were then robbed of their identity documents and forcibly taken back. Yang Li was tortured during interrogation and detained; when her detention ended, her arms were still covered in bruises.

Because she was beaten and abducted over a prolonged period and prevented from receiving medical care, Xu Dongqing’s heart disease and high blood pressure continued to worsen, requiring emergency treatment after repeated attacks. Yang Li’s kidney disease also rapidly deteriorated to stage 4 during this period. To save herself, Xu Dongqing began trying to travel to Zhongnanhai with a letter to seek help from Xi Jinping, the CCP’s top leader.

Letter seeking help

Dear General Secretary Xi Jinping:

I am Xu Dongqing, a 71-year-old villager from Wugan Village, Chengnan Village Committee, Xicheng Subdistrict, Jintan District, Changzhou, Jiangsu Province. I have serious heart disease. My daughter Yang Li, 46, has kidney failure. Jiangsu officials have failed to resolve our petitioning issues for many years. Now they are using violence to abduct and intercept us, preventing us from petitioning and getting medical care. We have been driven to the end of our rope, and I am now appealing to the General Secretary for a way to survive. Our specific demands are as follows:

1. We request that you urge Yao Xiang to return the money immediately

To retaliate against our years of land rights defense, Jiangsu police deliberately shelved and failed to investigate the case in which my family member Yang Guoliang was defrauded of 1.3 million yuan in life-saving money by Tang Xiaojun, head of a Bank of China branch. We were forced to go to Beijing to petition for justice in February 2023. On September 14 of that year, Jintan Deputy District Mayor Yao Xiang came to my home holding a check and said that 1.3 million yuan had been raised to resolve the fraud case. But Yao Yang is still illegally withholding the money and refusing to return it to us, leaving us in hardship. We now request that you urge Yao Xiang to return the money immediately.

2. We request that you stop the illegal violations of our rights by Tian Hong, Chen Jinhu and Jintan police

Tian Hong, former head of the Jiangsu Provincial Public Complaints and Proposals Administration (now head of the Social Work Department), and Changzhou Party Secretary Chen Jinhu ordered the interception of petitioners to prevent my mother and me from getting medical care. Jintan police took advantage of this to collude with criminal gangs to beat and abduct us, and repeatedly fabricated false cases to detain my daughter Yang Li. We now request that you stop the illegal violations of our rights by Tian Hong, Chen Jinhu and Jintan police. If the above illegal conduct is not stopped, we will resort to self-help remedies.

3. We request that you urge Jiangsu officials to stop shirking their duties and resolve petitioning issues in accordance with the law

The principal Party and government officials at the provincial, municipal and district levels in Jiangsu, Changzhou and Jintan have long shirked their duties and failed to act. They only send people to intercept petitioners and do not resolve petitioning issues. We now request that you urge Jiangsu officials to stop shirking their duties and resolve petitioning issues in accordance with the law.

Forced to seek Xi Jinping’s help, but met with detention, torture and denial of medical care

In July 2024, Xu Dongqing was held in criminal detention for 30 days. During that time, she was deprived of medical care, forced to work, tortured by being made to sit cross-legged for long periods, subjected to food abuse, and given large quantities of unidentified medication; after going to the toilet outside the permitted hours because of diarrhea, she was punished by being denied water for several days…

In October 2024, Xu Dongqing and Yang Li were separately arrested and imprisoned on the instructions of Li Yaoguang, secretary of the Jiangsu Provincial Political and Legal Affairs Commission. The “evidence” of their “crime” was more than 200,000 yuan in stability-maintenance funds spent by Jintan police and officials responsible for rights defense. In September 2025, they were sentenced to one year and two months and one year and three months, respectively. Xu Dongqing and Yang Li were released after serving their sentences in November and late December 2025, respectively. In early January 2026, Xu Yawei, the Jintan District Party Secretary who rose to power by amassing capital through land expropriation and demolition in collusion with criminal gangs, took office and launched a police-violence campaign to maintain stability that shocked the international community: ripping out fingernails to stop people from seeking medical care, seizing phones to cut off communications, and even openly threatening to wipe out the family and seize all its assets…

——Urgent appeal: Immediately order medical treatment for critically ill Jiangsu rights petitioner Yang Li and stop the local authorities’ systematic denial of medical care

At the start of the new year in 2026, as a citizen of Jiangsu Province in the People’s Republic of China, I am writing this open letter with a deeply heavy heart. I earnestly ask you, as President and a Jiangsu deputy to the National People’s Congress, to listen to the people’s voices and uphold the principles of “putting the people and their lives first” and “striving to ensure that the people feel fairness and justice in every judicial case.”

To cover up large-scale illegal land expropriation and demolition spanning more than a decade, the Jiangsu authorities have carried out systematic, life-threatening and cruel retaliation against my younger sister Yang Li, a patient with severe kidney disease, and her family for lawfully responding to central government policy and petitioning to report illegal conduct. This illegal land expropriation and demolition began in 2009 and involved the illegal expropriation of approximately 5,000 mu of land and the demolition of approximately 2,300 homes. Current local Party and government officials, as well as public security, procuratorial and judicial personnel, were deeply involved and profited. To cover up the truth, the Jiangsu authorities have subjected my younger sister Yang Li and her family to prolonged and organized persecution.

1. Torture and systematic denial of medical care in detention

In October 2024, after nearly two years of violently obstructing their access to medical care, Li Yaoguang, secretary of the Jiangsu Provincial Political and Legal Affairs Commission, directed the criminal suppression of my younger sister Yang Li and our mother Xu Dongqing. They were detained at Changzhou Detention Center and tortured.

My younger sister Yang Li was repeatedly beaten by fellow detainees, including violent murderers and drug traffickers serving life sentences. Han Yu, the officer in charge, explicitly said that he would not stop anyone from using violence against her. She was kept in shackles and handcuffs weighing about 15 jin; after she went on hunger strike in protest, she was forcibly subjected to nasogastric feeding several times. Because she asked Jiang Guonian, head of the detention center’s resident procuratorate office, to provide her with medication, she was held alone for a month in a cramped cell measuring only about two square meters. During that time, she was doused with cold water and deprived of basic sanitary conditions. Although the authorities knew that my younger sister Yang Li had severe kidney disease before she entered the detention center, they subjected her to prolonged and systematic denial of medical care. During her detention, the detention center only conducted frequent blood tests and never provided any substantive treatment. She repeatedly requested medication and medical treatment, but all she received was a small portion of old medication she had taken before her condition rapidly worsened. This deliberate denial of medical care and torture directly caused her condition to deteriorate rapidly to late-stage uremia, along with serious illnesses including an abdominal muscle cyst and a left kidney hemangioma.

2. Collective refusal to change detention measures despite knowing she was critically ill

After Yang Li’s condition was clearly determined to have deteriorated significantly, Gu Yi, deputy head of Changzhou Detention Center, repeatedly took medical certificates issued by the hospital to the case-handling agencies, including the Jintan District Public Security Bureau, Jintan District People’s Procuratorate and Jintan District People’s Court, requesting that her detention measures be changed in accordance with the law. Every request was rejected. Our family and retained lawyers submitted five applications for medical parole in accordance with the law, and all were rejected. Prosecutor Liu Zhan and presiding judge Wang Nannan repeatedly said privately that they “couldn’t make decisions” in the case. Despite knowing that her life was under serious threat, the public security, procuratorial and judicial systems collectively chose to disregard the law and humanity, in direct opposition to the principle of “governing the country according to the law.” They sentenced my younger sister Yang Li to one year and three months in prison and our mother Xu Dongqing to one year and two months, continuing to detain them and systematically deprive them of medical care. In November 2025, a detention center doctor explicitly told the family that Yang Li needed immediate dialysis. At the same time, a detention center doctor admitted to the family that he had ordered that Yang Li not be given meals for sick detainees. On December 18, 2025, a doctor told Yang Li that her creatinine level had reached more than 800 and that, without prompt treatment, she could suffer heart failure at any time, putting her life at risk. But Gu Yi, deputy head of the detention center, consistently responded only that approval from the leadership was needed.

3. Still restricted after completing her sentence, continuously deprived of medical care and avenues to seek help, and subjected to a form of torture by being declared dead

On December 30, 2025, Yang Li completed her sentence. But Jintan Binhu Police Station officers and government workers forcibly took her in a wheelchair and a private car to the Binhu Police Station, where she was placed under 24-hour, close personal surveillance. She tried calling Jintan District Party Secretary Lu Qiuming for help and was told to “have the police arrange medical care.” But Ma Yunpeng, head of Binhu Police Station, refused to act, saying that he had “not received instructions.” When she called Lu Qiuming again and sought help through the government hotline, police officer Wan Jia seized her phone and used force to stop her. Every day at the police station, she faced body-worn cameras and surveillance equipment, repeatedly demanded medical treatment, and described the torture and systematic denial of medical care she had suffered in the detention center. However, each time she finished speaking, the police immediately replaced the surveillance equipment.

On January 3, 2026, Binhu Police Station chief Ma Yunpeng summoned medical staff through the 120 emergency service. He actually ordered them to announce on the spot that Yang Li could die at any time from heart failure caused by kidney failure, then leave the scene. Knowing that an ordinary person was at risk of losing her life, they still refused to provide medical assistance. This is how “putting the people and their lives first” is being put into practice.

4. Collective family persecution and seizure of all the family’s assets

After my mother Xu Dongqing was released from prison, she continued to be subjected to medical deprivation in another form. Every time she and my father Yang Guoliang went out to seek medical care, police stopped and detained them; during a medical examination at a local hospital, her life-threatening cerebral aneurysm was deliberately concealed; after emergency treatment for a brain hemorrhage, she was forcibly removed from the ICU while her condition remained highly dangerous. My father Yang Guoliang’s heart disease clearly worsened under police violence and prolonged, extreme psychological pressure, but he was forced to forgo his own examinations and treatment to care for his family. Regarding our plight, Zhang Kaijie, squad leader at Binhu Police Station, openly told Yang Li: “Once you and your parents are all dead, the government can confiscate all your family’s property. Then the demolition issue won’t exist anymore.”

5. International attention

For nearly three years, I have continually reported what happened to Yang Li and our parents to Chinese diplomatic missions in Japan, but they have consistently ignored us. At the same time, the case has attracted considerable international attention. Mary Lawlor, the UN Special Rapporteur on the situation of human rights defenders, has publicly expressed concern about the case. The Associated Press also detailed what happened to my family in an investigative report published on September 9, 2025. My family’s case is not isolated; it exposes the systematic persecution commonly faced by grassroots rights defenders.

6. Requests

My younger sister Yang Li’s life is now in extreme danger. Continuing to refuse treatment and restrict her freedom despite knowing the risk of death would be seriously at odds with your fine narrative that “the people are the country, and the country is the people,” whatever the consequences. I earnestly appeal to President Xi Jinping:

1. Immediately order the lifting of all unlawful restrictions on the personal freedom of Yang Li and her family, and ensure her right to receive medical treatment freely;

2. Launch an independent investigation into torture during detention and the systematic denial of medical care, and hold those responsible accountable in accordance with the law;

3. Use this case as an opportunity to correct the Political and Legal Affairs Commission system’s de facto control over the public security, procuratorial and judicial systems, genuinely guarantee judicial independence, and ensure that the people feel fairness and justice in every case.

This is a man-made disaster that could have been prevented. I await your response to the calls of the Chinese people through concrete action.

However, following the publication of the open letter and the intervention of the UN Special Procedures, although Yang Li and her parents successfully arrived at Peking University First Hospital on February 10, 2026, under the authorities’ arrangements, the hospital continued to refuse to admit them for more than 20 days, even though doctors issued a hospitalization notice immediately after diagnosing her condition. At around 3 a.m. on March 2, plainclothes Jintan police seized the phones of all three and forcibly took them back to the area in two ambulances from Jintan District People’s Hospital and a black vehicle belonging to a security company. By then, Xu Dongqing’s brain disease had progressed to its terminal stage, but because Changzhou Detention Center, Jintan District People’s Hospital and Changzhou First People’s Hospital systematically concealed her true condition, while Peking University First Hospital continued to refuse her care, the family never learned the true state of her illness.

On March 5, 2026, at the 61st session of the UN Human Rights Council, Mary Lawlor, the Special Rapporteur on the situation of human rights defenders, publicly expressed concern about Yang Li’s situation.

On March 30, 2026, the authorities returned the three phones they had seized. Yang Li immediately used the WeChat mini-program for Beijing Tiantan Hospital to make outpatient appointments for herself and Xu Dongqing. After Luan Liukang, director of Jintan’s Xicheng Subdistrict, learned that Yang Li would again take her parents to Beijing for medical care, he ordered police the next morning to arbitrarily arrest and detain Yang Guoliang. During this time, Xu Dongqing fell ill and was rushed to Jintan District People’s Hospital for emergency treatment. Her family requested a transfer to Beijing or Shanghai’s Huashan Hospital, but Jintan District People’s Hospital refused, claiming it had the ability to treat her. After more than five hours of intense protest, permission was finally granted to transfer her to Shanghai’s Huashan Hospital. On April 1, Shanghai’s Huashan Hospital diagnosed her with terminal malignant brain cancer and gave her one to two months to live.

While at Shanghai’s Huashan Hospital, Yang Li was also diagnosed as critically ill. The hospital urgently scheduled her first dialysis and fistula surgery for April 3. Eight months after Yang Li was diagnosed with end-stage uremia at Changzhou Detention Center in August 2025 and told she urgently needed dialysis, she finally received her first dialysis treatment.

Xu Dongqing died on May 25, 2026. The following day, an official from the Jintan District Political and Legal Affairs Commission arranged for a relative to act as her representative—Xu Liuhong, Xu Dongqing’s younger brother—to deliver a fatal blow to Yang Guoliang’s head with a wooden stool in the funeral hall. Yang Li called the police for help countless times, but Jintan police consistently refused to respond. Yang Guoliang was seriously injured and rushed to Jintan District People’s Hospital for emergency treatment, but, following the intervention of police disguised as doctors, he was assigned the same hospital bed and the same attending physician as Xu Dongqing had before her death.
