(Rights Defense Network Information Center report)On June 18, 2026, this website learned:renowned human rights defender Feng Zhenghu had filed administrative lawsuits over the Ministry of Public Security’s failure to perform its statutory duties under the Government Information Disclosure Law and its failure to act on administrative reconsideration。These two cases, concerning restrictions on Chinese citizens leaving the country, have been sent to the Beijing No. 2 Intermediate People’s Court, which has acknowledged receipt and is currently hearing them。We will wait and see how the Beijing courts adjudicate the cases in accordance with the law。

The exit ban imposed on Mr. Feng Zhenghu at Shanghai Hongqiao Airport on March 17, 2026, is not only a specific case of administrative restriction, but also profoundly reveals the deeper issues existing between the protection of Chinese citizens’ fundamental rights and the boundaries of the exercise of administrative power。Because of its typical characteristics of “no document、no reason、no time limit”, this incident quickly became a key case for examining procedural justice and substantive justice in the practice of the rule of law in China。
