Shanghai’s Bi Heying and Bi Yichao: The government uses the state’s authoritarian privileges to rob people—lawless and beyond the reach of the law!

In a country where power is above the law, corrupt officials are rampant, people receive no legal protection, and human rights disasters involving the trampling of rights are countless and endlessly recurring, the national petitions office is overcrowded year after year, with people queuing overnight for years on end. The country’s annual “stability maintenance” spending far exceeds its military expenditure year after year—is the enemy abroad or at home?! It is obvious that people robbed and exploited by privileged corrupt officials are treated as “hostile forces” and sent to prisons or secret black jails. Without “legal procedures” or “legal formalities,” they suffer torture, abuse and poisoning in prison; they are not allowed to hire lawyers or notify their families; information is tightly controlled to prevent leaks, and interviews and reporting are strictly forbidden. They cannot speak out. The truth about the persecution and robbery of people by privileged corrupt officials has all become a “state secret” subject to strict control.

National law clearly stipulates: “Expropriation may be carried out for the public interest,” but after the government deliberately provided false documents and colluded with Metro Line 7 to defraud people during the relocation, and after the government forcibly expropriated and demolished our homes and robbed us of our residential property, our land project unexpectedly became the “Xuhui Commercial Building.” (Photographs of Xuhui Commercial Building) The privileged government deceives society in the name of “public utilities”; the fraud is obvious, yet no one can do anything about it. There is no oversight mechanism, and the law has been rendered meaningless. The Chinese Communist Party’s privileged government is not subject to any legal constraints. It can do anything not authorised by law or prohibited by law. Conversely, it can also refuse to fulfil responsibilities and obligations that the law requires it to fulfil. Thus, it brazenly commits fraud and robbery, then blocks the internet, controls people who tell the truth, reverses right and wrong, confuses black and white, and continually creates unjust, false and erroneous cases to make victims disappear. It exploits vulnerable and wronged ethnic groups who are unable to make their voices heard, defrauding huge amounts of “stability maintenance” funds and calling it “stability maintenance.” What an absurd logic. The real purpose is to deceive and hoodwink people, disrupt society and take advantage of the chaos to rob. Even the world’s largest criminal gang would probably retreat in fear and exclaim: nothing compares with robbery and crime bearing the state’s privileged, state-level “licence”—how can such lawlessness still be “beyond the reach of the law”?

The years of life cruelly tormented and innocently devoured by privileged corrupt officials are a historical microcosm of a period when evil forces ran rampant, leaving mental and physical scars that can never be erased. The privileged government fabricated wrongful cases against us, repeatedly abducting us and forcing us to disappear into prisons and black jails, where we were persecuted; in the cages, we were brutally abused, and after enduring repeated torment while on hunger strike, we were brought to the brink of death, allowing the perpetrators who embezzled public funds, violated the law and created these problems to continue doing evil. I personally experienced decades of being framed, smeared, defamed, incited against, subjected to rumour-mongering and stigmatised. The evil of authoritarian privilege is omnipotent: it can tear apart families and siblings, as well as petitioners who refuse to submit to its exploitation and oppression.

The privileged government acts recklessly and without restraint in broad daylight. Justice has been almost completely lost; this is an era in which telling the truth has become a “crime,” and everyone is living in fear. If a grievance must be carried for life, and if telling the truth is a “crime,” I will once again be “criminalised and made to disappear.” I ask all people of conscience around the world to pay attention to the grave human rights situation in Shanghai, China!
