76-year-old Beijing rights-defending military wife Guo Likun criminally detained again

（Rights Defense Network Information Center report）On August 17, 2026，this outlet learned that Guo Likun, a 76-year-old Beijing rights-defending military wife, went to Beidaihe for a trip on July 29, 2026，and was immediately taken back to Beijing，after which she was held at the Fengtai Detention Centre in Beijing and criminally detained。Her daughter has already gone to the detention centre to deliver clothing and medication，but has still not received a criminal detention notice。

Introduction to Guo Likun：Female， born on July 27, 1950， a native of Beijing， formerly a resident of Courtyard No. 5, Dongdajie, Fengtai District, Beijing （Navy）， of Mongolian ethnicity， a retired doctor and a rights-defending Navy military wife。

In 2011, corrupt naval officials, seeking profit, turned the housing at the “rest home for retired cadres” for military retirees （namely the Navy Wanquansi residential compound） into a shoddy construction project。As a result, Guo Likun and her husband were unable to move into the dangerous property, which had cracked walls、electrical leakage、water seepage and numerous hazards，and were forced out by various means，with not only their water、electricity、gas and heating supplies cut off，but their house and belongings also damaged and destroyed。

On July 9, 2015, the original home of Guo Likun and her husband was forcibly demolished。During the forced demolition, Guo Likun’s husband, Ji Zhuotu （former head of the Logistics and Technical Department of Naval Aviation, who had participated in the War to Resist US Aggression and Aid Korea in his early years and was a military cadre who had made outstanding contributions to national defence science and technology），was beaten by those carrying out the demolition at the age of 80, suffering multiple bone and internal-organ injuries throughout his body, with four teeth knocked out. His injuries were serious, and he lost consciousness at the scene before being taken to the Navy General Hospital for emergency treatment. The hospital subsequently issued critical-condition notices several times, until he died in grief at the hospital on January 5, 2018。

Over the past 15 years，Guo Likun has exhausted all the various official channels established for defending rights，but these government posts, established at great cost to the people, and these government agencies, written in lofty terms in reports and spoken of by bureaucrats with the slogan “serve the people,” all became mere ornaments once ordinary people sought their help。When Guo Likun went to them to report her demands，she not only received no response，but instead became an object of the authorities’ “stability maintenance” efforts and suffered retaliation from corrupt officials acting in collusion with these departments。

On June 15, 2020，Guo Likun went to the Beijing Jinghai Building, where the Central Military Commission inspection team was located, to petition and was violently beaten, injuring her neck、lower back and thighs；in September 2021，Guo Likun was again criminally detained by Fengtai District police for petitioning, on suspicion of “picking quarrels and provoking trouble,” and held at the Fengtai District Detention Centre in Beijing。She was not released until March 15, 2023, a year and a half later。On July 29, 2026, she was arrested again, immediately criminally detained and held at the Fengtai Detention Centre in Beijing。
