Qin Yongpei: Extra Edition: A Little Self-Promotion—My Vision and Appeal

To all those who have been wronged、and all friends who care about the rule of law in China：

This is what I discussed yesterday while chatting with lawyer Yu Wensheng，and it is also the foremost matter currently under consideration by our group of non-lawyers。

I，Qin Yongpei，was framed and arrested by public power for representing sensitive cases、and speaking up for the vulnerable，ultimately losing my lawyer’s licence。Today，together with Zhou Shifeng、Yu Wensheng、Wen Donghai、Chen Keyun、Wang Liqian、Xie Yang、Ren Quanniu and a group of lawyer brothers who were likewise framed，I have become a “non-lawyer”。But we have never regretted it，nor have we ever given up。

On the contrary，these hardships have become our most valuable asset。Having been so heavily “invested in” by public power to advertise us，each of us “non-lawyers” now has an influence far exceeding that of 100 ordinary lawyers。Ten such non-lawyers joining together as a group have an influence far greater than that of 10,000 ordinary lawyers。This is the harsh reality created by the current judicial environment。

Precisely for this reason，if those involved in major wrongful convictions across the country do not seek out a non-lawyer team like ours，it will be difficult for any other lawyer to provide substantive help。If the entrepreneurs、businesspeople and officials who have been wronged are sufficiently smart，they will certainly choose our non-lawyer team without hesitation——this is their wisest and most reliable choice。

These brothers and I have decided to join hands to establish a professional legal company and form a Lawyers’ Justice Alliance，providing the strongest possible protection for major wrongful-conviction cases across the country through the approach of “joining together for warmth、and wielding greater influence as a group”。This is not empty talk，but a practical、feasible vision capable of genuinely changing the fates of those involved in these cases。

We will operate as follows：

The legal company will adopt a broker model based on contingency representation。We will not charge clients high fees in advance，but will carefully select the most responsible、brave and professional lawyers for each client，forming the optimal defence team。Only when we have genuinely achieved the client’s expected objectives and effectively safeguarded their lawful rights and interests will we charge reasonable fees in accordance with the law。Clients will not have to spend a penny unnecessarily，truly achieving “zero-risk” representation。

When a case involving the confiscation of enormous assets、a wrongful organised-crime case or a major human-rights case arises，our team will take it over as a whole。Several senior “non-lawyers” will join forces to analyse and assess the case and direct it collectively，while the team will uniformly train the client’s relatives and friends to appear in court as auxiliary defence counsel，deeply uncovering the truth、organising the evidence and exposing procedural violations。An individual lawyer may be isolated and weak，but when these nationally renowned forces for justice speak out collectively，any judicial personnel attempting to render a judgment in violation of the law will face enormous pressure。The truth of the case will rapidly spread throughout the country through professional channels，and every improper action by a judge could become the focus of scrutiny by hundreds of millions of members of the public。No matter how powerful “Zhao Gao” is，he cannot block the spread of the truth。

This is our core value：

At a time when the current judicial environment is particularly adverse，this is precisely when our group can play its greatest role。Relying on our collective reputation，we can make judges afraid to violate the law lightly and firmly safeguard clients’ lawful property。The dual-defence model of one relative or friend plus a team-selected lawyer can both efficiently protect rights and interests and enable relatives and friends to speak effectively after professional training。

For clients，this is the greatest guarantee of their interests；for us，this is a wholly new and broad stage；for society and the judiciary，this is a positive force driving progress。“Where there is loss there must also be gain”——the wrongful imprisonment we have endured and the framing we have suffered have now been transformed into the strongest public credibility and influence。We are more powerful、happier and more filled with a sense of mission than ever before。

I planned to establish the “China Lawyers’ Post-Club” as early as September 2018，and today this vision is becoming reality。This Lawyers’ Justice Alliance is not about confrontation，but construction。Through professionalism、unity、courage and an innovative contingency-representation model，it will promote the judiciary’s advance towards fairness and transparency，allowing every citizen to genuinely feel equality and hope before the law。

Wronged entrepreneurs、businesspeople and officials，when you face the improper confiscation of enormous assets、or when you are isolated and helpless in court，please remember：our non-lawyer team is still here。We will use all our experience、influence and wisdom to provide you with a safety net、make your voices heard and hold the line。

Unity is strength。 Justice begins with joining together。

May this vision become reality soon and inject powerful new momentum into the rule of law in China！
