(Rights Protection Network Information Center report)On August 17, 2026,this outlet learned:Guangxi human rights defender Lu Huihuang, who was sentenced to 4 years and 6 months, completed his sentence today。Lu Huihuang has long published articles online calling for political system reform、opposing Xi Jinping’s constitutional amendments、and focusing on workers’ rights。On August 1, 2018,he was arrested and prosecuted for his speech,and was later sentenced to 2 years and 6 months。On February 18, 2022,he was arrested again for calling for a thorough investigation into the “chained woman” case in Xuzhou,and was later sentenced to 4 years and 6 months。
Lu Huihuang:Born on February 7, 1978,he is from Guiping, Guigang City, Guangxi Zhuang Autonomous Region,is Zhuang,a resident of Daling Xincun in Nanning, Guangxi,a freelancer,online writer, dissident citizen,rights defender,and political prisoner。
In recent years,he worked in the Pearl River Delta and other places in Guangdong Province to make a living,and because he was concerned about the country and people’s livelihood,he often used writing in his spare time to disseminate his views and understanding online;in 2013、2016、and 2018,he wrote several times, respectively, such articles as “An Open Letter to the Central Committee of the Chinese Communist Party—Thoughts and Suggestions on Political System Reform”、“‘Irresponsibly Discussing’ State Affairs”、“Analysis of and Appeals Concerning the Current Political Situation”、and “Suggestions for ‘Overcoming the Communist Party in Difficult Times’”,clearly expressing his understanding of the country’s political system and suggesting that the Chinese Communist Party promptly carry out democratic constitutional reform,while also calling on Xi Jinping to pay attention to and care about migrant workers,opposing Xi’s constitutional amendments and attempts to promote a personality cult,thereby immediately sparking online discussion and resonance among netizens;
Because his articles were widely disseminated through QQ groups、WeChat groups, and email inboxes, among other means,and were published several times on the overseas Beijing Spring website。In particular, in July 2018,after he published another article, “Letter to the China Labour Watch Organization”,which described the true situation of Chinese workers, especially migrant workers,requested that the China Labour Watch Organization help protect his rights,and was disseminated to netizens through QQ and WeChat groups,he came to the attention of the internet police,and on August 1 of the same year,he was summoned by police from the Fumin Police Station in Longhua District, Shenzhen,and detained the following day by police in Longhua District, Shenzhen, on suspicion of “the crime of picking quarrels and provoking trouble”;
On September 7, 2018,he was formally arrested by the Longhua District Procuratorate in Shenzhen on the same charge;
On April 15, 2019,the procuratorate brought his case to court,accusing him of using QQ、WeChat、email, and other channels to publish articles that “spread false information、insulted national leaders、fabricated rumors and defamed the country’s political system、legal system、basic national policies、guiding ideology、strategic planning、anti-corruption struggle、development path、labor system and its current state、and national rejuvenation goals, among other matters”,causing an extremely negative impact on society,and therefore warranting his arrest and sentencing;
In December 2019,his case was heard at the Longhua District Court in Shenzhen;on April 30, 2020,he was finally sentenced at first instance to 2 years and 6 months for “the crime of picking quarrels and provoking trouble”,and after the second instance upheld the original judgment,he was sent to serve his sentence at Conghua Prison in Guangdong Province;on January 31, 2021,he was released after completing his sentence;
After his release,because he had been subjected to torture, including electric shocks、food deprivation、and being shackled, for refusing to admit guilt while in detention,and because sleeping only on the floor for an extended period had caused him to develop rheumatism and lumbar spine disease,and because his right to communicate had also been prohibited,he repeatedly filed appeals, but to no avail;
On February 18, 2022,because he called on the Chinese Communist Party authorities to thoroughly investigate the Xuzhou “chained woman” case,he was taken away and criminally detained by police from Guigang City, Guangxi, at his residence in Daling Xincun, Nanning、and has been out of contact ever since;
On November 20, 2022,Lu Huihuang was sentenced at first instance by the Guigang City Court of the Guangxi Zhuang Autonomous Region to 4 years and 6 months in prison for “the crime of inciting subversion of state power”,with his sentence running until August 17, 2026;dissatisfied with the judgment,he stated that he would appeal。He had previously been detained at the Guigang City Detention Center in Guangxi(Batang Town, Gangnan District, Guigang City, Guangxi Zhuang Autonomous Region,postal code:537131)。
