Real-Name Complaint: Officials Seized Farmland from Residents of Zhejiang’s Anji County, the Birthplace of Wang Junqiang’s Two Mountains Theory, for Rent-Seeking
In February 2025, crops on 25.87 mu of farmland in the Houcun Group of Kangshan Village, Dipu Subdistrict, Anji County, were violently cleared, after which yellow-sand resources were illegally excavated from the farmland and it was covered with concrete and converted into an open-air night market with several stalls.
Chen Lei (son), the Party secretary of Kangshan Village, and Yang Micheng (father), the head of the Houcun Group, are biological father and son. It was later discovered that the two privately signed a land-transfer agreement on May 26, 2025, prompting the residents of the Houcun Group to jointly sign a petition opposing it (the transfer agreement and list are attached). Even more bizarrely, as early as March 2025, Chen Lei had signed a tripartite cooperation agreement with other companies (images attached) to trade farmland that did not belong to the Kangshan Village collective.
Development was carried out in the name of the fictitious Xigang Creek Waterfront Park project. In reality, there are only nighttime street stalls and no park. The purpose of forcibly buying and selling and seizing the land was to excavate sand and conduct commercial cooperation for the night market (including funds for the Xigang Creek Waterfront Park project) for rent-seeking.
Despite the facts being clear and the evidence conclusive, village representatives and I filed complaints with discipline inspection and supervision commissions at all levels and the subdistrict Party secretary’s office, but none followed statutory procedures; the complaints were handled coldly and the matter was not resolved.
On the one hand, discipline inspection and supervision commissions at all levels and local leaders make grandiose declarations of zero tolerance for corruption; on the other hand, the embarrassing situation of residents having no avenue for complaints has occurred in Anji County, Zhejiang Province, the birthplace of the Two Mountains theory.

On September 14, 2026, this outlet reported that Shanghai petitioner Ma Chunying had been confined in a Beijing hotel by six unidentified people for 21 days, lacking medical care, medicine and adequate food. Ma began petitioning after a labor dispute and later sought payment promised by Hongkou District authorities. From 2003 to 2020, she was repeatedly intercepted, detained more than ten times and imprisoned for over 600 days. In 2020, she was sentenced to two and a half years for “disrupting state order.”
