Wuxi Authorities Detain, Kidnap and Confine Petitioners During the Fifth Plenum in the Name of Stability Maintenance
(Rights Defense Network Information Center report) On October 28, 2026, this outlet learned that during the Fifth Plenum, the Chinese Communist authorities in Wuxi detained, kidnapped and confined petitioners in the name of stability maintenance.
On October 27, 2026, Gu Xuexing, a petitioner from Xishan District, Wuxi, went to Beijing and was intercepted by the Wuxi Office in Beijing at Beijing South Railway Station. He was then immediately forcibly taken back by Wuxi Xishan police and petition affairs personnel. After arriving in Wuxi in the early hours of the 28th, he was unlawfully confined at home.
On October 26, 2026, Fan Yongping, a petitioner from Huishan District, Wuxi, was at Wuxi Railway Station preparing to go to Nanjing when people dispatched by the head of the Shanbei Police Station of the Wuxi Public Security Bureau forcibly intercepted him and kidnapped him back home. Personnel were then stationed outside his shop around the clock to keep watch and prevent him from leaving home. The same day, Jiang Longmei, a petitioner from Liangxi District, Wuxi, was also forcibly taken home from Wuxi Railway Station by police from her registered-place-of-residence jurisdiction. Security company personnel were assigned to unlawfully confine her at home and prevent her from buying groceries or cooking. Jiang Longmei called the police, but the police told Jiang Longmei to negotiate with the security company.
In addition, on October 24 and 25, 2026, Zhu Leying, a petitioner from Xishan, Wuxi, went to the District Natural Resources and Planning Bureau to raise concerns and was twice summoned verbally by the Dongting Police Station of the Xishan Branch of the Wuxi Public Security Bureau and held at the police station for eight hours. Huang Minju, a petitioner from Xinwu District, Wuxi, went to the Xinwu District Government to petition and raise concerns, but was forcibly kidnapped and taken back by community workers, then unlawfully confined at home by hired underworld figures.
According to petitioner rights defender You Mouying in Wuxi, during the Fifth Plenum, the Chinese Communist authorities in Wuxi have been absolutely top-tier in their crackdown on petitioners and rights defenders, and the whole city is under a state of terror-like stability maintenance that is ahead of schedule. All information on rights defenders is controlled and monitored in real time by the police, the biggest underworld gang.
According to another Wuxi rights defender, Chen Moudi, the Chinese Communist authorities in Wuxi are now using every means to attack and suppress rights defenders. The police are being used as thugs for criminal forces, leaving rights defenders in a situation where calling to heaven brings no answer. If the Communist Party continues this way, it will certainly lose public support and certainly fall from power; otherwise, another “Mao Zedong” will emerge to overthrow the three mountains of the current “black government,” “black judiciary” and “black police,” shatter the “Chinese Dream” in which ordinary people are worse off than dead, and awaken the people.

Weiquanwang Policy and Regulations Analysis: Ministry of Civil Affairs Seeks Public Comment on the National Standard “Classification of Elderly Care Institutions” — Standards on Paper Cannot Stop Favor Trading and the Failure to Uphold the Bottom Line in Elderly Care
Special Commentator: Zhang Haoran. On October 28, 2026, the Ministry of Civil Affairs issued a notice seeking public comment on the newly revised national standard “Classification of Elderly Care Institutions.” Revised from the previous “Classification and Rating of Elderly Care Institutions,” the standard specifies that ratings of elderly care institutions follow the principles of voluntary application, objectivity and impartiality, and standardized procedures, and are assessed comprehensively across four dimensions: environment, facilities and equipment, operational management, and services. The standard divides elderly care institutions into five levels, from Level 1 to Level 5. A higher level indicates stronger overall service capacity, and the corresponding rating marks use a five-pointed star design. Rating certificates are valid for three years; institutions must apply for reassessment three months before expiration, and the existing rating automatically lapses if they fail to apply on time. The deadline for submitting comments is December 28, 2026. (For details, see: https://www.mca.gov.cn/aofront/p

At about 4 p.m. on September 3, 2025, while I (Shen Aibin of Wuxi, hereinafter the same) was waiting for someone in a shop space beside No. 186 Xingang Road, Xishan District, Wuxi, a person of unknown identity suddenly rushed into the shop space and angrily pointed at me while asking the shopkeeper: “Do you know this person? Do you know this person? Do you know this person?” The shopkeeper looked at him in confusion and said quietly, “He’s waiting for someone.” The person then pointed at me again and shouted angrily: “This is not your territory. Please leave!” He shouted this three or four times. I asked who he was. He said he was a police officer. I asked him to show me his identification. He waved his hand. I said I hadn’t seen it, but he said, “I showed it to you.” I then said to him: “I can’t even be sure that you’re a police officer. Even if you are, you have no authority to interfere with me. The shopkeeper agreed to let me wait for someone in the shop. We have no dispute, and nobody called the police. What right do you have to interfere with me? Stop abusing your power
