Shanghai Bi Heying and Bi Yichao: Government Uses the State’s Authoritarian Privileges to Rob; Lawless and Above the Law!

In a country where power is greater than the law, corrupt officials are rampant, and the people receive no legal protection, human rights disasters involving trampling on people’s rights are countless and continually emerging. The State Bureau for Letters and Calls is overcrowded year after year, with people lining up overnight for years on end. The country’s annual “stability maintenance expenses” far exceed its military budget year after year—is the enemy outside or inside?! It is obvious that the people robbed and squeezed by privileged corrupt officials are treated as “hostile forces” and sent to prisons or secret black jails, without “legal procedures” or “legal formalities.” In prison they are subjected to torture, abuse and poisoning; they are not allowed to hire lawyers or notify their families; information leaks are strictly controlled, and interviews and reporting are even more strictly prohibited. They cannot speak out. The truth about the persecution and robbery of people by privileged corrupt officials has all become “state secrets” and is under strict control.

State law clearly stipulates: “Expropriation may be carried out for the public interest,” but after the government deliberately provided false certification documents, colluded with Metro Line 7 to defraud us in the relocation, and forcibly expropriated and demolished our homes and robbed our residential property, our plot project unexpectedly became “Xuhui Commercial Building.” (Photo of Xuhui Commercial Building) The privileged government deceives society in the name of “public utilities,” blatantly fabricates information, yet no one can do anything about it. There is no oversight mechanism, and the law has effectively become a dead letter. The Chinese Communist Party’s privileged government is not subject to the constraints of any law: it can do anything not authorized by law or prohibited by law. Conversely, it can also refuse to fulfill the responsibilities and obligations that the law requires it to fulfill. Thus, it openly deceives and robs, then blocks the internet, controls people who tell the truth, reverses right and wrong, confuses black and white, and continually manufactures wrongful and false cases to make victims disappear. It exploits vulnerable aggrieved groups who are unable to make their voices heard to defraud large amounts of “stability maintenance expenses,” calling it “stability maintenance”—what an absurd logic. The true purpose is to deceive, bamboozle and disrupt society in order to take advantage of the chaos and rob people. Even the world’s largest underworld gang would probably retreat in fear and exclaim: Nothing compares with robbery and criminality carried out under state privilege and a state-level “license.” How can such lawlessness still be “above the law”?

When one’s life is brutally tormented by privileged corrupt officials, the years innocently devoured are a historical microcosm of a period when evil forces ran rampant, leaving spiritual and physical scars that can never be erased. After the privileged government fabricated wrongful cases against us, we were repeatedly kidnapped, forcibly disappeared and sent to prisons and black jails, where we suffered persecution. In the cages, we were cruelly abused and, after going on hunger strikes, tormented repeatedly to the brink of death, enabling the perpetrators who embezzled public funds, violated the law and created the problems to continue their wrongdoing. I personally experienced decades of being framed, smeared, defamed, incited against, subjected to rumor-mongering and stigmatized. The evil of authoritarian privilege is omnipotent; it can tear families and siblings apart, as well as petitioners who refuse to submit to its exploitation and squeezing.

The privileged government behaves outrageously and unscrupulously in broad daylight. This is an era in which justice has been almost completely lost and telling the truth has become a “crime,” leaving everyone fearful. If I must bear my grievances for life, and if telling the truth is a “crime,” I will once again be “criminalized” and “disappeared.” I ask all people of justice around the world to pay attention to the abysmal human rights situation in Shanghai, China!
