Founder Qin Yongpei: Twenty Years of Integrity and Speaking Out Against Injustice
I am Qin Yongpei, the former director of Guangxi Baiyongming Law Firm. From the beginning of my legal practice, I have adhered to the principle that “injustice must be challenged,” and every year I have filed real-name reports against dozens of corrupt officials, including public security bureau chiefs and political and legal affairs commission secretaries, for which I have suffered prolonged and brutal suppression.
The 2015 Lin Liyun case is a typical example: The Beibuwan Building Materials Market in Nanning, which my friends Lin Liyun and her husband had contracted to operate, generated annual rental income as high as 25 million yuan, with enormous total returns over 30 years. The market was targeted by the front man of Tang Bin, then director of the Nanning Municipal Public Security Bureau. Beginning in 2015, they organized 60 to 100 organized-crime members every day, dressed in uniform black clothing and carrying iron rods, to forcibly enter the market, threaten and intimidate merchants, and disrupt operations, in an attempt to force Lin Liyun and her husband to withdraw.
With my help, Lin Liyun and her husband stood their ground for two months. During that period, they reported to the police nearly 100 times at minimum, but the public security authorities refused to respond. After force failed, Tang Bin instructed his mistress, Ge Peisong, director of the Jiangnan Branch of the Nanning Municipal Public Security Bureau, to deploy police forces and arrest Lin Liyun, her husband, and more than a dozen employees. I urgently brought in lawyer Xie Yang to provide assistance, but on the very first night after Xie Yang arrived in Nanning, he was chased and attacked by organized-crime members and his leg was broken.
Within two months, I sent nearly 100 real-name reporting letters to the Ministry of Public Security, the Guangxi Public Security Department, and other bodies, and continued exposing the matter on Weibo; almost one account was destroyed every hour. Nevertheless, under pressure from all sides, Lin Liyun was detained for more than five months, and her husband for one year and two months, before Tang Bin instructed the procuratorial authorities to withdraw the case. This case fully proves that as early as 2015, Tang Bin had powerful backing within the Ministry of Public Security. That year, I had already filed real-name reports accusing Tang Bin and Yang Weichao, secretary of the Nanning Municipal Political and Legal Affairs Commission, of involvement in organized crime.
Afterward, because I continued reporting Tang Bin and officials connected with the Central Commission for Discipline Inspection, I was blacklisted across the entire domestic internet beginning on May 26, 2017, and hundreds of Weibo accounts were destroyed. I subsequently moved to Twitter to continue speaking out. From 2017 to 2019, because I reported officials of the Central Commission for Discipline Inspection, the minister of justice, Supreme People’s Court President Zhou Qiang, and others, I faced coordinated framing from the central authorities down to local authorities:
- • Public security authorities conducted a “dig three feet into the ground” investigation of me and my family, even tracing back to my grandfather’s generation, when he was detained and died in a detention center in 1957.
- • On May 14, 2018, my lawyer’s license and law firm were revoked for fabricated reasons.
- • On October 14, 2019, I filed real-name reports accusing Hu Kai, director of the Qixing Branch of the Guilin Municipal Public Security Bureau, and Meng Xinyu, director of the Quanzhou Public Security Bureau, of involvement in organized crime. The next day, a case was opened against me for “the crime of endangering national security,” and I was arrested on October 30.

Sun Chao, a Christian preacher at Philadelphia Church in Qujing, Yunnan, was transferred to criminal detention on August 7, 2026, after completing a 12-day administrative detention for preaching the Gospel. Authorities reportedly cited suspected “illegal organization of gatherings.” Sun, who has epilepsy and requires regular medication, is detained at Xuanwei City Detention Center. His wife, Zhao Ying, has appealed for attention to his health and rights.
