Real-Name Complaint: Liu Jinhuang’s Report Calling for the Removal of Li Pingzi, Party Secretary of Fengping Town, Lianyuan City
I am Liu Jinhuang, a villager from Qingshu Village, Fengping Town, Lianyuan City. I am calling for the removal of Li Pingzi, Party Secretary of Fengping Town, Lianyuan City. The facts and reasons are as follows:
Driven by the government’s habitual thinking of controlling the economy and mercantilism, the governments of Loudi and Lianyuan have carried out a sweeping plunder and extraction of coal resources in their jurisdictions at the expense of the rule of law, justice, citizens’ property rights, and the ecological environment. I am a victim of this policy of draining the pond to catch all the fish.
The Dawu Group of Qingshu Village, Fengping Town, Lianyuan City, where I live, is within the mining impact zone of Qingshu No. 2 Mine, a township enterprise in Fengping Town. With the acquiescence and protection of the local government, Qingshu No. 2 Mine illegally mined out all the underground protective coal pillars, causing irreparable and permanent damage to the local ecological environment and groundwater resources. The homes where my ancestors and generations of my family lived have also suffered permanent, total damage due to ground subsidence.
After being unable to get anywhere with complaints to various parties, I was forced to defend my rights starting in 2009. By 2026, this had already gone on for seventeen years. The central dispute between the two sides concerns the compensation standard for the property damage to my home. The Fengping Town government insists that the damaged buildings be graded and assessed under the mining-area policies of the Loudi and Lianyuan governments. Its assessment put the loss to my property at just over 6,000 yuan. I believe, however, that my home suffered irreparable structural and total damage because its entire foundation collapsed. I therefore maintain that I should either receive full compensation based on the replacement cost of the property. To this end, I commissioned Hunan Dongsheng Real Estate Appraisal Co., Ltd. to assess the replacement cost of my property. The appraisal valued the property damage at just over 670,000 yuan; or, under the principles of consistency in law and case law, compensation should be benchmarked against the ancestral home of Xie Yongdong, a former member of the Lianyuan Municipal Party Committee Standing Committee. Like me, he is from Qingshu Village, Fengping Town. His old home is also far from the area affected by Qingshu No. 2 Mine’s illegal mining. In terms of the home’s size, age, and degree of damage, its property value affected by the infringement was far below that of my home (see attached images). According to the owner of Qingshu No. 2 Mine, the Fengping Town government set the compensation terms for Xie Yongdong’s old home, and the mine paid more than 300,000 yuan in compensation.
The wide gap between the Fengping Town government and me in our understanding of laws and regulations and the amount of compensation for the damage to my home has left the matter unresolved and turned it into a longstanding historical issue. In the first half of 2026, the Lianyuan Municipal Party Committee and municipal government organized a systematic review and resolution of longstanding issues across the city. In March 2026, Lianyuan Municipal Party Committee Secretary Duan Xiaosai personally met with me and proposed a solution. Secretary Duan Xiaosai said, “Find an appraisal agency that both sides accept. If it appraises the loss at 300,000 yuan, pay 300,000; if it appraises it at 400,000, pay 400,000.” After weighing the time, energy, and financial costs of continuing a protracted fight to recover the full loss to my property, I agreed to the solution proposed by Secretary Duan Xiaosai.
However, Fengping Town Party Secretary Li Pingzi has not only failed to diligently implement the solution proposed by Lianyuan Municipal Party Committee Secretary Duan Xiaosai and address the victim’s practical problem, but has also acted arrogantly and made reckless remarks, even declaring, “Even if Xi Jinping came, we would still have to follow the law and regulations.” As a township Party secretary of the Chinese Communist Party, Li Pingzi has no regard for the Lianyuan Municipal Party Committee secretary, or even the General Secretary of the CPC Central Committee. Li has put on an extraordinary and seemingly refined and elegant display of the real motive behind administrative inaction and an ugly bureaucratic face, with no manners, no rules, and no proper upbringing.
I do not advocate that local governments use “paying money to buy peace” to stop petitioning and complaints. However, this should not become an excuse for career bureaucrats to shirk responsibility and do nothing. If the government and the law no longer protect citizens’ property rights, and when faced with low-level officials who are shameless and occupy their posts without doing their jobs, I am equally capable of asserting my statutory rights. In view of this, I:
1、Voluntarily waive my claim for financial compensation.
2、Request that the Fengping Town government restore the site to its original condition in accordance with the law, backfill the underground areas illegally mined out by Qingshu No. 2 Mine, and ensure through inspection that they meet the required standards and no longer affect surface buildings or the ecological environment.
3、My home has severely subsided along with the hollowing out of the underground areas illegally mined. The whole structure of the house is severely tilted from right to left, and some doors can no longer be opened and closed normally. I request that the Fengping Town government restore the site to its original condition in accordance with the law and realign my home as a whole.
4、Request the removal of Li Pingzi, Party Secretary of Fengping Town, Lianyuan City, and the dismissal of these disloyal and dishonest political “two-faced people.”

The Shanghai Citizen Who Took the Constitution Seriously: Feng Zhenghu’s “Procedural War”
Author: Shu Wen. Introduction: A Bench at Narita Airport. In the depths of winter in 2009, several rows of dark blue benches stood neatly arranged along the southern corridor of the south wing of Terminal 1 at Tokyo’s Narita Airport. In this “legal enclave” between the bustling international duty-free area and the immigration inspection counters, cameras from media outlets around the world gathered: the BBC, NHK, CNN, The New York Times, Reuters. At the center of the flashes was a middle-aged man with a calm expression. He wore a T-shirt he had made himself, with the words “Chinese citizen has been refused to return to China eight times” on the front—and on the back: “Chinese Human Right 中国人権, 回国 帰
