Yao Lifa: An Open Letter to Voters in Shenzhen
Dear fellow voters!
Under the《Detailed Rules for the Implementation of Elections to the People’s Congresses at All Levels in Guangdong Province》(revised in March 2016)and other laws and regulations,you are legally entitled to many electoral rights、the right to stand for election and the right to supervise every stage of elections。
1、Do you know who the members of the election work group for the electoral district in which you yourself reside, or for the electoral district for district and town people’s congress deputies, are?
2、Do you know the number of deputies to be elected allocated to the electoral district in which you yourself reside, or to the electoral district for district and town people’s congress deputies?
3、Do you know how the electoral district in which you yourself reside, or the electoral district for district and town people’s congress deputies, is divided?
4、Do you know that you have the statutory right to object to “the voter list” for the electoral district in which you reside, or for the electoral district for district and town people’s congress deputies, and to “file an appeal with the election committee within five days from the date the voter list is published”?
5、Do you know that you have the statutory right to nominate the heads and deputy heads of the voter groups in the electoral district in which you reside, or in the electoral district for district and town people’s congress deputies?
6、Do you know that you have the statutory right to participate in the joint nomination by ten or more voters of candidates for district, or district and town, people’s congress deputies?
7、Do you know that, when the number of candidates for deputies in the electoral district in which you reside, or in the electoral district for district and town people’s congress deputies, does not exceed the legally prescribed maximum differential ratio,you have the statutory right to participate in the meeting at which the “voter group discusses and consults on, and determines, the list of official candidates for deputies”?
8、Do you know that, when the number of candidates for deputies in the electoral district in which you reside, or in the electoral district for district and town people’s congress deputies, exceeds the legally prescribed maximum differential ratio,you have the statutory right to participate in the meeting at which the “voter group discusses and consults on the matter and, based on the opinions of the majority of voters, determines the list of official candidates for deputies”?
9、Do you know that you have the statutory right to request that the district, or district and town, election committee “organize meetings between candidates for deputies and voters, at which the candidates for deputies introduce their own circumstances and answer questions raised by voters”?
10、Do you know that, on the day of the voting election, you have the statutory right to enter the “secret ballot booth” set up at the election assembly venue or polling station to fill out your ballot?And that “other people may neither watch nor interfere”?

“For county-level people’s congress deputies, a joint petition by 50 or more voters from the original electoral district, and for township-level people’s congress deputies, a joint petition by 30 or more voters from the original electoral district, may be submitted in writing to the standing committee of the county-level people’s congress to request their recall”?

Sun Chao, a Christian preacher at Philadelphia Church in Qujing, Yunnan, was transferred to criminal detention on August 7, 2026, after completing a 12-day administrative detention for preaching the Gospel. Authorities reportedly cited suspected “illegal organization of gatherings.” Sun, who has epilepsy and requires regular medication, is detained at Xuanwei City Detention Center. His wife, Zhao Ying, has appealed for attention to his health and rights.

The writer received a letter from Xu Zhiyong dated August 21, 2026, saying his outdoor time had improved to 10 a.m. daily for 30 minutes. Correspondence had also become smoother than during the previous two months. The writer considers the matter closed for now but plans to continue asking about Xu’s basic living conditions.
