(Rights Defense Network Information Center report) On April 15, 2026, this outlet learned: Another atrocity has occurred in the CCP’s stability maintenance in Wuxi: Wuxi residents Chen Fengdi, Wu Lanzhen and Tao Yueqin were kidnapped in Beijing and beaten on the way back, leaving Chen Fengdi with 11 fractures.
On March 17, 2026, the three Wuxi residents Chen Fengdi, Wu Lanzhen and Tao Yueqin (all middle-aged or elderly women) went to Beijing to handle lawful affairs. At noon that day, several unidentified individuals violently kidnapped the three, forcibly took control of them and brought them to the Jinghua Hotel in Fengtai District, Beijing (the CCP’s Wuxi Office in Beijing, which is actually a black jail), where they were illegally detained in Room 1111. They were also subjected to prolonged restrictions on their personal freedom in that room, and their freedom of movement was completely deprived. The three repeatedly used their mobile phones to call 110 for police assistance, but the Beijing public security authorities did not dispatch officers, leaving them continuously in danger.
At around 5 p.m. that afternoon, when the three made their last attempt to report the matter to police, their mobile phones were immediately seized, and all audio recordings, video recordings and other evidentiary materials on the phones were destroyed, completely cutting off the three’s channels for seeking help from the outside world.
Subsequently, the three were forced into a commercial vehicle with license plate 京AMB981 (the vehicle has long been used by Wuxi to kidnap and transport petitioners), which traveled from Beijing to Wuxi. On the way, the three repeatedly leaned half their bodies out of the windows, waved for help and shouted for their lives. They also engaged in fierce confrontations with the kidnappers and were violently beaten by the transport personnel.
On the morning of March 18, 2026, the vehicle entered Liangxi District, Wuxi City, Jiangsu Province, and drove directly into the compound of Shanbei Police Station of the Liangxi Branch of the Wuxi Public Security Bureau. At that point, Chen Fengdi was unable to move because of the violent beating, and was subsequently taken to hospital by a 120 emergency ambulance for treatment.
Hospital diagnosis: multiple fractures totaling 11 ribs—ribs 4–8 on the right chest, the anterior portions of ribs 5–7 and posterior portions of ribs 8–10 on the left chest; nonunion of the left styloid process; and a locally discontinuous cortical bone surface at the distal left radius (seriously affecting hand function).
Wu Lanzhen suffered an injury to the triangular fibrocartilage of the left wrist joint, an injury to the ulnar collateral ligament, slight thickening of the synovium around the distal ulna accompanied by a small amount of fluid, and a cystic lesion beside the radial carpal tunnel.
During the beating, the perpetrators explicitly admitted that they had been instructed by Xue Chunzhuo, deputy director of Shanbei Police Station of the Liangxi Branch of the Wuxi Public Security Bureau, and had traveled specially from Zhengzhou to Beijing to carry it out.
Chen Fengdi and Wu Lanzhen repeatedly filed criminal reports and applied for injury assessments with Shanbei Police Station at the hospital and afterward, but the station refused to accept them. With no alternative, they filed complaints with the Beijing Municipal People’s Procuratorate, the Beijing Municipal Public Security Bureau and the Criminal Investigation Bureau of the Ministry of Public Security.

2. In accordance with the law, entrust a legally authorized appraisal institution to conduct forensic assessments of the bodily injuries of the two complainants and issue formal appraisal opinions;
3. Immediately obtain the following key evidence:
· Check-in records and surveillance footage from Room 1111 of the Jinghua Hotel in Fengtai District, Beijing;
· Registration information, travel routes, GPS records and highway toll records for the commercial vehicle with license plate 京AMB981;
· Surveillance footage from all roads, checkpoints and toll stations passed by vehicle 京AMB981 between March 17 and 18, 2026 (the complainants had leaned half their bodies out of the windows and waved for help);
· Duty records and compound surveillance footage from Shanbei Police Station in Liangxi District, Wuxi, on March 18, 2026;
4. Investigate and punish, in accordance with the law, Shanbei Police Station’s violations and disciplinary offenses, including refusing to accept the report, refusing the injury assessment, shielding criminals and perverting the law for personal ends;
5. Order the defendants to compensate the complainants for all financial losses, including medical expenses, nursing expenses, property losses and compensation for emotional distress.
Facts and grounds
I. Basic facts concerning the complainants’ kidnapping, illegal detention and beating
On March 17, 2026, the three complainants (all middle-aged or elderly women) went to Beijing to handle lawful affairs. At noon that day, several unidentified individuals violently kidnapped the complainants, forcibly took control of them and brought them to the Jinghua Hotel in Fengtai District, Beijing, where they were illegally detained in Room 1111. The complainants were subjected to prolonged restrictions on their personal freedom in that room, and their freedom of movement was completely deprived.
II. Failure to obtain police assistance, seizure of mobile phones and destruction of evidence
During their illegal detention, the complainants repeatedly used their mobile phones to call 110 for police assistance, but the public security authorities did not promptly dispatch officers, leaving the complainants continuously in danger.
At around 5 p.m. that afternoon, when the complainants made their last attempt to report the matter to police, the criminal suspects forcibly seized their mobile phones on the spot and destroyed all audio recordings, video recordings and other evidentiary materials on the phones, completely cutting off the complainants’ channels for seeking help from outside. This act violated Article 263 of the Criminal Law of the People’s Republic of China and constituted robbery; the destruction of evidence violated Article 286 of the Criminal Law and constituted the crime of intentionally damaging computer information systems and the crime of dereliction of duty in network services.
III. Calls for help during transfer, corroborated by roadside surveillance
Subsequently, the criminal suspects forcibly took the complainants away from the Jinghua Hotel and put them into the commercial vehicle with license plate 京AMB981 for cross-regional transfer. While the vehicle was traveling, the complainants repeatedly leaned half their bodies out of the windows, waved for help and shouted for their lives. The electronic surveillance equipment on the roads, at checkpoints and at toll stations along the route should have recorded the entire process of the complainants calling for help and the vehicle’s journey. The above surveillance footage is key evidence proving that the complainants were illegally kidnapped, detained and transferred, and we respectfully request that your procuratorate obtain it in accordance with the law.
IV. Taken to Shanbei Police Station with extremely serious injuries
On the morning of March 18, 2026, the commercial vehicle 京AMB981 traveled to Liangxi District, Wuxi City, Jiangsu Province, and drove directly into the compound of Shanbei Police Station. Because the complainants had suffered severe beatings, they were unable to move on their own and were subsequently taken to hospital by a 120 emergency ambulance for emergency treatment.
Hospital diagnoses:
Complainant 1: Multiple fractures totaling 11 ribs—ribs 4–8 on the right chest, the anterior portions of ribs 5–7 and posterior portions of ribs 8–10 on the left chest; nonunion of the left styloid process; and a locally discontinuous cortical bone surface at the distal left radius (seriously affecting hand function).
Complainant 2: Injury to the triangular fibrocartilage of the left wrist joint, injury to the ulnar collateral ligament, slight thickening of the synovium around the distal ulna accompanied by a small amount of fluid, and a cystic lesion beside the radial carpal tunnel.
The above injuries are all supported by medical documents including CT reports, DR reports, magnetic resonance imaging reports, diagnostic certificates and 120 emergency records. According to the Standards for the Assessment of the Degree of Bodily Injury, fractures of 11 ribs meet the standard for serious injury, while the hand injury meets the standard for minor injury, fully satisfying the conditions for opening a criminal case.
V. Perpetrators explicitly admitted that they had been instructed by Xue Chunzhuo, deputy director of Shanbei Police Station
During the beating, the perpetrators explicitly admitted that the crime had been ordered by Xue Chunzhuo, deputy director of Shanbei Police Station of the Liangxi Branch of the Wuxi Public Security Bureau, and had been carried out by auxiliary police officers dispatched by the station to travel specially from Zhengzhou to Beijing. It was a serious, premeditated and organized violent crime committed across regions to retaliate against citizens defending their rights.
If this fact is verified, the deputy director and auxiliary police officer among the defendants constituted a joint crime. The deputy director was the principal offender who instructed, planned and instigated the crime, while the auxiliary police officer was the direct perpetrator; both should be held criminally liable in accordance with the law.
VI. Shanbei Police Station refused to accept the report and refused the injury assessment
The complainants repeatedly filed criminal reports and applied for injury assessments with Shanbei Police Station at the hospital and afterward, but the station publicly refused without justifiable reason to accept the reports and refused to issue injury-assessment referral letters, deliberately shielding the persons involved and obstructing the initiation of criminal proceedings. These acts are suspected of constituting perversion of the law for personal ends and abuse of power, seriously infringing the complainants’ lawful rights and interests and damaging public confidence in the judiciary.
VII. Legal basis
1. Article 239 of the Criminal Law of the People’s Republic of China (kidnapping): Anyone who kidnaps another person for the purpose of extorting property, or kidnaps another person as a hostage, shall be sentenced to not less than 10 years’ imprisonment or life imprisonment.
2. Article 238 of the Criminal Law of the People’s Republic of China (illegal detention): Anyone who illegally detains another person or otherwise illegally deprives another person of personal freedom shall be sentenced to not more than three years’ imprisonment, criminal detention, public surveillance or deprivation of political rights. If the offense involves beating or humiliation, the punishment shall be heavier.
3. Article 263 of the Criminal Law of the People’s Republic of China (robbery): Anyone who robs public or private property by violence, coercion or other means shall be sentenced to not less than three years and not more than 10 years’ imprisonment.
4. Article 234 of the Criminal Law of the People’s Republic of China (intentional injury): Anyone who intentionally injures another person’s body and causes serious injury shall be sentenced to not less than three years and not more than 10 years’ imprisonment.
5. Articles 19 and 110 of the Criminal Procedure Law of the People’s Republic of China: Crimes committed by public officials using their powers shall be subject to case-filing supervision by the people’s procuratorates; public security organs shall immediately accept reports, complaints and accusations.
6. Article 169 of the Provisions on Procedures for Public Security Organs to Handle Criminal Cases: Public security organs shall immediately accept reports, complaints and accusations made by citizens, make a record and issue a receipt.
VIII. The nature of this case is particularly serious; request for stringent and severe handling
This case involves the following egregious circumstances and should be punished more stringently and severely in accordance with the law:
1. Public officials participated in the crime: The defendants are an incumbent public security deputy director and an auxiliary police officer who used the convenience of their positions or identities to commit the crimes, creating an extremely negative social impact;
2. Cross-regional crime: The criminal group traveled from Zhengzhou to Beijing to carry out the kidnapping and then transferred the victims to Wuxi, involving multiple provinces and cities;
3. Extremely brutal methods: Middle-aged and elderly women were beaten naked, resulting in serious injuries including 11 fractured ribs;
4. Destruction of evidence: The perpetrators robbed the victims of their mobile phones and destroyed audio and video recordings, obstructing justice;
5. Evading accountability: The police station where the incident occurred refused to accept the case or conduct an assessment and shielded the criminals.
IX. Requests (reiterated)
We respectfully request that your procuratorate, in accordance with the law:
1. Immediately open a criminal investigation and hold the defendants criminally liable for kidnapping, illegal detention, robbery, intentional injury and intentional destruction of evidence;
2. Obtain all evidence, including surveillance footage from the Jinghua Hotel, the route and roadside surveillance footage of the 京A981 vehicle, and surveillance footage inside the Shanbei Police Station compound;
3. Lawfully entrust an injury assessment and conduct forensic assessments of the degree of bodily injury suffered by the three complainants;
4. Investigate and punish Shanbei Police Station’s violations and disciplinary offenses of refusing to accept the case and shielding criminals;
5. Order the defendants to compensate the complainants for all their financial losses.
